Minutes of the July 24, 1986 Planning Commission meeting.
Vice - Chairman Kirsop called the meeting to order at 8:00 p.m. Other com-
missioners present were Mr. Sowinski, Mr. McKenna and Mr. Orrico. Repre-
senting staff were Rick Beeler, Moira Bradshaw and Kathy Stetson.
MR. SOWINSKI MOVED TO ACCEPT THE MINUTES OF THE MARCH 27, 1986 AS REVISED
AND PRESENTED. MR. MCKENNA SECONDED THE MOTION WHICH PASSED UNANIMOUSLY.
Mr. Orrico suggested a change to a portion of the June 26 minutes.
MR. MCKENNA MOVED TO APPROVED THE MINUTES OF THE JUNE 26 MEETING AS COR-
RECTED. MR. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY.
86 -31 -SUB: Mapletree Park, requesting approval for a preliminary plat for
14 single - family lots on 4.80 acres in the R -1 -12.0 zone on the south side
of South 151st Street between 62nd Avenue South and existing 65th Avenue
South.
Mr. Kirsop opened the public hearing.
Ms. Bradshaw entered the Staff Report into the record and added a revised
plat as Exhibit D.
Gretchen Brunner, Group 4, 19504 - 56th Avenue W., Lynnwood, WA 98036,
representing Schneider Homes stated their general agreement with the Staff
Report and indicated their willingness to dedicate the street to the City
after construction. She requested that the identification of significant
trees be indicated on the site plan rather than the plat map as requested
in the Staff Report.
Der Roupe, Group 4, stated that the developer would be able to achieve the
street grades of 15% or less as requested in the Staff Report.
Mr. Orrico inquired as to the projected timetable for construction, the
size of the homes, and the price range.
David Axness, 15185 - 62nd Avenue South, stated his concern with maintain-
ing the proposed 20 feet of native growth protection along the trail and
the noise and sight barrier it provides. He also asked about the location
of the proposed fence along the trail. He asked about the steepness of

grade at the back of Lots 3 and 4 and stated his concern with the size and
shape of Lots 10 and 11.
Mr. Roupe spoke about the size of Lots 10 and 11 and the steepness of Lots 3
and 4. He indicated the use of protective covenants within the homeowners
association to protect the vegetation.
Mr. Orrico asked about the proposed planters in the cul -de -sac and stated
his concern with its possible interference with traffic, street maintenance
and emergency vehicles.
Mr. Roupe stated that the distance from driveway to planter was approximate-
ly 30 feet, an adequate distance to ensure vehicular maneuverability. He
also stated that the diameter of the cul -de -sac was approximately 100 feet
and the planter was an aesthetic necessity.
Nanette Mozika, west of 62nd Avenue, asked about the type of fence pro-
posed, the possibility of more public comment during the design review, her
concern with the drainage and grading plans, and her desire that as much
vegetation as possible be retained in the native protection area for both
aesthetic reasons and as a noise barrier.
Mr. Schneider stated that the fence would probably be made of cedar and
brick and be about six feet high.
Mr. Roupe noted that the drainage plan included underground collectors as
well as oil and water separators and on -site storm water retention systems.
He said they would be working closely with the City's Public Works Depart-
ment to conform with all City standards.
Mr. Kirsop closed the public hearing.
MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT
DATED JULY 24, 1986, FOR 86 -31 -SUB, AND RECOMMEND TO THE CITY COUNCIL
APPROVAL OF THE APPLICATION SUBJECT TO THE FIVE CONDITIONS LISTED, CHANGING
THE WORD "PLAT" IN CONDITION NO. 4 TO "WORKING DRAWINGS ". MR. SOWINSKI
SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
86- 23 -DR, Foster Park, Phase II, requesting BAR approval of a city park on
the east side of 51st Avenue South between South 138th and South 139th
Streets.
Mr. McKenna mentioned a possible conflict with the appearance of fairness
due to his wife's position as a member of the Parks Commission. As there
were no objections voiced and due to the necessity of his sitting on the
Board to achieve a quorum, Mr. McKenna remained.
Ms. Bradshaw summarized the memorandum submitted by the Parks and Recrea-
tion Director, pointing out that the field proposed is a small practice
field, not intended for use for full games, thereby not requiring as much
parking.

85- 44 -DR: North Hill Office Revisions, Leon Grundstein requesting approval
of revisions to exterior elevation plans of office building to be located
at 5900 Southcenter Boulevard.
Ms. Bradshaw entered the Staff Report into the record and summarized the
Findings and Conclusions.
Leon Grundstein, 10420 N.E. 37th Circle, Kirkland, WA, entered into the
record a revised west elevation with shading to indicate the retaining wall
as Exhibit C. He also discussed his preference for either of the proposed
color combinations.
Mr. Sowinski inquired about the reflectivity of the glass.
MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE
STAFF REPORT WITH AN ADDITIONAL CONCLUSION THAT THE VIEW OF THE WEST ELEVA-
TION IS SUFFICIENTLY SCREENED BY THE HILLSIDE AS SHOWN IN EXHIBIT C AND
ADDED THE CONDITION THAT THE GLASS BE LIMITED TO 20% MAXIMUM REFLECTIVITY.

dated 07/24/86 from Ann Nichols (and a revised site plan), as Exhibit "E"
of the Staff Report.
MR. SOWINSKI MOVED TO APPROVE THE REQUEST BASED ON THE FINDINGS AND CONCLU-
SIONS PRESENTED IN THE STAFF REPORT. MR. ORRICO SECONDED THE MOTION WHICH

Mr. Beeler summarized the Staff Report and entered it into the record as
Exhibit 1. A site plan with staff's analysis and revisions was entered as
Exhibit 2.
Bill Tueffel, golf course architect, commented on the improvements proposed
and their effect on the course.

AND APPROVE THE REQUEST ACCORDING TO THE RECOMMENDATIONS AS PRESENTED IN

86- 35 -DR: Fort Dent Office Building, application for a two - story, 39,900
square foot office building on a 2.28 -acre parcel, at the northwest corner
of Southcenter Boulevard and the access road to Fort Dent Park and adjacent
to the Green River.
Ms. Bradshaw entered the Staff Report into the record and summarized the
Findings and Conclusions.
Burt Gregory, Mithum Bowman, 2000 - 112th N.E., Bellevue, entered into the
record as Exhibit 5 a model of the proposal with the proposed colors. He
commented on glass reflectivity, internal pedestrian circulation, the sub-
stitution of grasscrete for paving, and the trail.
MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE
STAFF REPORT AND APPROVE THE REQUEST, SUBJECT TO CONDITIONS 1 THROUGH 4,
WITH CONDITION NO. 1 REFLECTING THE COLOR SAMPLES PRESENTED AS EXHIBIT 5.
Mr. Orrico withdrew his motion.
Mr. Radovich, 2000 - 124th, Bellevue, expressed his concern with the re-
quested trail for security reasons, and asked that the recreational amenity
be dropped as a requirement.
Chris Hodge, 2000 - 124th, Bellevue, spoke about the difficulty of obtain-
ing historical information of the site.
MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE

AGENDA ITEM V 86- 33 -DR: Foster Golf Course Redevelopment
The City of Tukwila adopted the Parks and Open Space Plan in April, 1984. A part
of that plan is redevelopment of the 71 -acre Foster Golf Course. Now that METRO
is impacting the Golf Course by constructing the ETS pipeline across the property,
the city wants to begin the planned redevelopment. A Shoreline Management
Substantial Development Permit is required, Which includes approval by the Board
of Architecture Review.
FINDINGS
1. The subject 71 -acre property is located at 13500 Interurban Avenue South, and
is zoned R -A and C -2. That street runs along the westerly side of the prop-
erty which abuts the Duwamish River on the east and north. At the south side
of the site are developed M -1 and RA properties.
2. A clubhouse (with restaurant), storage and maintenance buildings, parking
lots, a residence and 18 -hole golf course are on the property. METRO is now
constructing a sanitary sewer pipeline along the south and west perimeter of
the property as part of the regional ETS facility orginating in Renton. That
construction is disrupting use of nine holes of the golf course, and measures
are being /will be taken to restore those holes after completion of the con-
struction activity. Those measures include relocating some of the holes and
existing parking. Besides and because of those measures, the City must make
additional revisions to the golf course in conformance with the Parks and Open
Space Plan.
3. Because redevelopment of the golf course stretches over approximately nine
years and involves every part of the operation, the City wants the Board of
Architecture ( "BAR ") to review the plans for only the first five years. The
final phase is the new clubhouse and adjacent parking lot. Before the BAR now
is the following redevelopment:
A. Storm drainage grass biofiltration swale at the northwest corner of the
property.

CONCLUSIONS
B. Parking lot for 28 cars and 10 trailers along Interurban Avenue South and
adjacent to the parking lot being constructed by METRO.
C. Pedestrian pathways.
D. Golf tees and greens.
E. Landscaping and ground recontouring.
F. Pond and bridge west of the existing clubhouse.
4. Storm drainage from METRO's parking lot along Interurban Avenue South is to
flow to the Duwamish River. The State Department of Fisheries requires the
drainage be filtered by a biofiltration swale prior to emptying into the
river. A 200 -foot long and 10 -to -45 -foot wide grass -lined swale is to be
constructed along the riverbank at the northwest corner of the property.
5. METRO's parking lots along Interurban Avenue South are to mitigate the sewer
pipeline construction activity. To provide more golf course parking, the City
wants to pave the temporary gravel parking area that METRO constructed for
parking for about 58 cars. This parking area is that closest to the club-
house. The end result will be a larger integrated parking lot of 140 stalls.
Landscaping of the parking lot is to be the same as that to be installed by
METRO: red oak trees, laurel shrubs and evergreen groundcover.
6. Gravel pathways are to connct the tees, greens, clubhouse and parking areas.
Almost all of the existing tees and greens are to be relocated or modified to
accommodate the METRO ETS construction and /or make the golf course more chal-
lenging.
7. Recontouring of the ground is to construct the tees, greens, pathway, drainage
swale, pond and landscaping. Exposed earth is to be seeded in grass. Land -
scaping is douglas fir and hemlock trees on the fairways and rhododendrons and
azalea shrubs around the tees and greens.
8. An irregularly- shaped pond approximately 280 feet long and 15 -140 feet wide is
is to be constructed in the northwest area of the site. This location is
about 100 feet east of the existing clubhouse. The pond is an amenity and
golf course "hazard ". A premanufactured wooden footbridge is to cross the
pond.
9. The subject property is in the Interurban Special Review District, therefore
the BAR review guidelines of TMC 18.60.050 and 18.60.060(4) apply.
10. A Determination of Nonsignificance was issued July 9, 1986 per the State
Environmental Policy Act for the proposal, without conditions.

1. TMC 18.60.050(1) and 18.60.060(4)(A),(D),(E) and (F) - Relationship of
Structure to Site:
The parking lot and footbridge are the only structures proposed. A pedestrian
pathway system connecting these structures is well designed to serve the golf
course. Adequate landscaping provides transition from the structures to
Interurban Avenue South and adjacent properties. The proposal is sensitive to
the Duwamish River and golf course environment. Environmental impacts have
been minimal. Adequate protection of the historic Foster Tree is provided.
Because the landscaping size is not specified in the plans, it is recommended
that the parking lot trees be a minimum 2 -1/2 inch caliper. This size pro-
duces an appropriate visual effect to reduce the impact of the parking lot.
Landscaping in the golf course play areas is less of a singificant impact
because of the existing preserved significant trees.
2. TMC 18.60.050(2) and 18.60.060(4)(A),(D),(E) and (F) - Relationship of
Structure and Site to Adjoining Areas:
Landscaping enhances the existing wooded character of the golf course and the
transition from the parking lot to the adjacent area. The premanufactured
wood footbridge is to be compatible with the golf course character. Appro-
priate consideration is given of the Duwamish River environment. Environmen-
tal impacts are minimized.
3. TMC 18.60.050(3) and 18.60.060(4)(B),(C),(D) and (E) - Landscape and Site
Treatment:
The grass, shrubs and trees and grading enhance the golf course and promote
pedestrian safety and recreational use. The golf course is an established
public recreation use made more effective by the proposal. No significant
environmental impacts are predicted.
4. TMC 18.60.050(4) and 18.60.060(4)(A),(D) and (E) - Building Design:
Buildings are not proposed at this time.
5. TMC 18.60.050( %) and 18.60.060(4) - Miscellaneous Structures and Street
Furniture:
These structures are not proposed at this time.
PRELIMINARY RECOMMENDATION
Based on the above and submitted plans staff recommends approval of the proposed
subject to parking lot landscaping trees being a minimum of 2 -1/2 -inch caliper.

Specifications
Bridges shall be as manufactured by DeBourgh Manufacturing
Company, 9300 James Avenue South, Minneapolis, Minnesota,
55431. Specifications are for a fully engineered, clear span
arch -type bridge, fabricated from high- strength, low -alloy steel
(U.S.S. Cor -Ten or equivalent) and shall be regarded as minimum
standards for design and construction.
ENGINEERING SPECIFICATIONS
1. Concentrated loading: 5,000 lbs. on four and six foot widths,
10,000 lbs. on eight and ten foot widths.
2. Wind load: 30 lbs. per square foot.
3. Live weight load: 85 lbs. per square foot up to 40 foot length.
4. Live weight load: 60 lbs. per square foot over 40 foot length.
5. Camber: 5 percent.
6. Adjustable mounting plates to allow for thermal expansion.
BRIDGE MATERIAL
A. Bridge to be fabricated from high- strength, low -alloy
atmospheric corrosion- resistant ASTM A 606 Type 4 Steel,
50,000 lbs. psi. minimum yield.
Material thickness and design of members shall be fully
engineered for the length and style of each bridge specified.
All standard bridges shall have nominal 2" x 10" treated
Douglas Fir decking. Bridge shall be designed: (1) All welded
one piece 'construction, or (2) Sectionalized construction to be
assembled on site where lengths and widths make delivery
and assembly more practical.

1. Railing height: 42 ".
2. Widths: 4, 6, 8 and 10 feet.
3. Lengths: 10 feet through 100 feet in five foot increments.
