NOTICE IS HEREBY GIVEN that the Board of Architectural Review has fixed the
20th day of November, 1986, at 8:00 p.m., in the Council Chambers of
Tukwila City Hall, 6200 Southcenter Blvd., Tukwila, Washington, as the time
and place for the public meeting to review the following:
86- 49- SMP.Bicentennial.Par.k.- The City Parks and Recreation Department is
requesting approval of a public restroom and 17 -space parking lot at
Bicentennial Park, located at 555 Strander Boulevard.
86- 56 -DR: DT /C Building - M. N. Sandler and Associates is requesting
approval for two office buildings containing approximately 21,000 square
feet of office space. The building site is located south of 144th Street
and on the west side of Interurban Avenue South, with an address of 14601
Interurban Avenue South.
86- 52 -DR: Tukwila Estates - S & M Investments is requesting approval to
build 66 apartment units on 3.05 acres. The building site is located on
southwest Tukwila Hill with an Accessors Map # Lot 2, Tukwila Short Plat
No. 83 -17 -55 in the SW * of Section 23, Township 23, Range 4.
86- 55 -SMP: National Health Labs - Croonquist Architects is requesting
approval to expand the existing 7,500 square foot National Health Labs
building to 15,000 square feet, located at 18251 Cascade Avenue South.

Dear Mr. Pace:
I believe the proposed development of Bicentennial Park is
both unnecessary and undesirable.
I use the park and Greenbelt Trail almost daily. Like myself,
most users walk, jog, or bicycle to the park and either live
or work nearby. Therefore access to both parking lots and
restrooms is already available. The sanican is adequate and
not so undesirable as to justify further paving and development
within 200 ft. of the river, especially in view of all the
recent commercial development.
Dent Park is such a short way down the road. It already has
the huge parking lot and restrooms and all the traffic that
comes with it. Bicentennial Park is not large enough to
handle the numbers of people that further development would
attract. No doubt during the Longacres racing season especially,
the proposed development would only promote overuse and spoil
the for regular users.

86- 49 -SMP: Bicentennial Park
INTRODUCTION
The City Parks and Recreation Department is proposing to build a restroom and
17 -space parking lot at Bicentennial Park. Due to the unusually wide right -of-
way along Strander Boulevard and the desire to maintain the open space, the
Parks and Recreation Department requested a 45 -foot front yard variance. On
November 6, 1986, the Board of Adjustment determined that a variance could not
be granted based upon the variance criteria.
The Parks and Recreation Department is now requesting a partial street vacation
which would move the right -of -way line to the south and allow the placement of
the restroom as shown in Exhibit A. If the street vacation is not approved,
the restroom would be located 50 feet to the north of the property line.
FINDINGS
1. The City Parks and Recreation Department has applied for a Shoreline sub-
stantial development permit to construct a restroom and 17 -space parking
lot.
2. Per TMC 18.60.030(2)(A), the Board of Architectural Review (BAR) shall
review all development within the Green River environment.
3. The BAR shall use the review guidelines of TMC 18.60.050 in its decision
making.
4. The site is flat and landscaped in grass, shrubs and trees.
5. The property is zoned CM - Industrial park, and is designated Light Indus-
trial on the Comprehensive Plan.
CONCLUSIONS
Tukwila Municipal Code (TMC) Review Guidelines
1. TMC 18.60.050(1) - Relationship of Structure to Site
The park was developed in 1977, and currently has a log cabin, "Big Toy ",
and picnic tables (see Exhibit B). The structure will be located approxi-

mately 50 feet back from Strander Boulevard and 25 feet from Christensen
Road. Between the roads and structure are street trees which will be aug-
mented with additional landscaping. The parking lot will be located in an
area which will minimize its impact upon the shoreline uses.
2. TMC 18.60.050(2),(3) - Relationship of Structure and Site to Adjoining Area/
Landscaping and Site Treatment
The commercial structures around the site reflect a variety of architectural
styles and are much larger in size than the proposed restroom. The existing
trees on the site and the proposed additional landscaping around the struc-
ture and parking lot will provide a good transition between uses.
3. TMC 18.60.050(4) - Building Design
The size of the restroom is 24 X 13 feet and 12 feet high. The building
walls will be stained a light grey to blend in with the log cabin and rail
fence. The sloped roof will be constructed with cedar shakes.
4. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture
The site is currently well lighted with existing street and pathway lights.
Additional lighting will be provided around the restroom. Due to the exist-
ing picnic tables and play area, no additional street furniture is being
proposed.
RECOMMENDATION
Based upon the above Findings and Conclusions, the staff recommends that the BAR
approve the request for the 17 -space lot and a restroom at either location shown
in Exhibit A.

SUBJECT: STRANDER BOULEVARD STREET VACATION AT BICENTENNIAL PARK
At the Bicentennial Park location the street right -of -way extends 50 feet
beyond the curb into the park's grass play area. The existence of the
right -of -way line has resulted in our positioning the proposed new restroom
in the approximate middle of the grass area in order to meet building set-
back requirements in the CM -zoned area.
Such positioning of the building in the middle of the grass area (see
attached drawing) is highly undesirable. Several reasons come to mind:
building placement would eliminate much of the open area; higher costs to
install the sewer line; visibility by the police and public to the doors
would be reduced; and the public, I feel, would criticize the "center of
the park" placement. For these and other reasons, I request your author-
ization to seek a partial street vacation of Strander Boulevard.
The partial street vacation would move the right -of -way line to the south
and allow the placement of the restroom in the best location. We have
analyzed other locations within the park and feel the southern location is
by far the best.
I have discussed this problem with By Sneva and he concurs with the pro-
posal. The partial street vacation will not interfere with the planned
street improvements for Strander Boulevard or any existing utility ease-
ments.
Jim Haney and I have discussed the situation and he feels this is the best
possible solution. As you know I had sought a variance from the Board of
Adjustment which was turned down. I should point out they supported the
proposed location of the restroom, but felt they could not grant the vari-
ance.

1. The intent of the setback requirements is for large commercial building
within this CM Zone, and not necessarily for a park restroom that is
12' x 23' and 14' in height. The large open area of the park and the
small size of the restroom are facts to keep in mind.
• Normally the curb of the street is the edge of the R/W and the setback
is measured from the curb. In this case the edge of the street R/M is
+`40' into the developed park area, far greater than normal as needed
'for street purposes. If the variance is granted the restroom will be
placed 50' from the curb which will be + 10' from the R/W line but well
within the site considered park area.
▪ The development of a permanent restroom as apposed to "port -a- potties"
will improve the health and safety concerns for the park as well as
improving the aesthetics. The result will be increased enjoyment
and recreation opportunities. The proposed location of the new
restroom will not have any negative impact on any street improvements
being considered.
4. The proposed improvements and variance will not have . a negative impact
to the comprehensive Land Use Plan, rather it will help to better use
existing City -owned lands.
As noted in the response to question #1, the setback as required in
this case would provide a far greater amount of setback from the road
area than is typically required. The granting of the variance will not
negatively impact any other business and will help to maintain a large
open area within Bicentennial Park.
