Those members absent were Sowinski, Haggerton and Orrico. Representing the staff were Rick Beeler, Vernon Umetsu, and Joanne Johnson. MINUTES MR. COPLEN MOVED TO ACCEPT THE MINUTES OF THE DECEMBER 18, 1986 MEETING AS PRESENTED. MR. KIRSOP SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. OLD BUSINESS - PLANNING COMMISSION 86 -50 -SPE: NENDELS INN John R. Dittrich requests approval of a 25% increase in sign area for a readerboard. Mr. Beeler explained that the applicant, Ted Dahl, passed away and staff has been working with his partner. Due to the time constraints, they are requesting this application be continued to the February Planning Commission meeting. MR. LARSON MOVED AND MR. SOWINSKI SECOND THE MOTION WHICH PASSED UNANIMOUSLY. 86 -16 -SPE AND 86 -50 -SPE: NENDELS INN Mr. Pace pointed out the applicant was not present for these two items on the agenda. 86 -50 -SPE NENDELS INN - After some discussion it was determined that this application would be tabled until the January 22, 1987 meeting. 86 -16 -SPE NENDELS INN - Ted Dahl requests approval of a coopera- tive parking facility for Nendels Inn. Mr. Pace reviewed the proposal recommending approval of the application. Discussion ensued on the configuration of parking. MR. ORRICO MOVED AND MR. KIRSOP SECONDED A MOTION TO APPROVE APPLICATION 86 -16 -SPE NENDELS INN FOR A COOPERATIVE PARKING FACILITY BETWEEN THE INN AND THE RESTAURANT AND ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT. MOTION PASSED UNANIMOUSLY. DIRECTOR'S REPORT Review of Planning Commission's meeting time. It was pointed out that the time limit for a meeting is 10:30 pm. It was suggested that if staff can see that a particular agenda is going to be particularly long, they should inform the Commission in advance in order to begin earlier. After some discussion, the consensus was to keep the 8:00 p.m. meeting time. Mr. Pace pointed out that a new Commission member has been appointed, Jim Haggerton. He further informed the Commission that a work session with the City Attorney is scheduled for the third week of January. More training and information sharing is planned for 1987 utilizing the budget for this type of activity. Mr. Knudson was in favor of staff informing the Commission of pertinent conferences, seminars, etc. available for the Commis- sion's participation. BOARD OF ARCHITECTURAL REVIEW PUBLIC MEETING 86- 49 -SMP: BICENTENNIAL PARK - The City Parks and Recreation Department requests approval of a public restroom and 17 -space parking lot at Bicentennial Park. Mr. Pace distributed a letter from Karen Todorovich, 16038 W. Valley Road, Renton expressing objection to the proposal. He then reviewed the Staff Report and recommended approval. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM• 86- 50 -SPE: Nendel's Inn INTRODUCTION Ted Dahl, Nendel's Inn, requests an increase of sign area for the existing free- standing sign at the motel on West Valley Highway. The additional sign area is for a readerboard which requires the Planning Commission approval. On June 26, 1986, the Planning Commission approved the existing freestanding sign. An issue raised then was of what constituted sign area. Since then staff and the applicant concurred that the existing sign area should be based upon 85 square feet. Still unresolved is the four letter "N's" on top of the building. These letters are signs which need to be removed. FINDINGS 1. The applicants street frontage exceeds 400 feet which would permit a maximum freestanding sign area of 100 square feet (TMC 19.32.140.C). 2. Nendel's Inn is located in the Freeway Interchange Business Sign District which allows hotels to increase freestanding sign area by 25% (TMC 19.08.080). 25% x 100 sq.ft. = 25 sq.ft. additional sign area for a total of 125 sq.ft. 3. The existing sign contains 85 square feet of sign area, which would permit the readerboard to be 40 square feet of sign area to meet the permitted sign area of 125 square feet. CONCLUSIONS 1. The sign meets the definition for a Freeway Interchange sign. 2. The total sign area for the freestanding sign would not exceed the maximum 125 square feet. RECOMMENDATION Staff recommends the request to increase the sign area for a readerboard be approved, sibject to the sign permit for the readerboard not being issued until the existing signs at Nendel's Inn comply with the sign code. 'HOTELS 19.32.190 Signs Mounted on Hotel Building Faces. (A) Each hotel shall be permitted one (1) building face mounted sign on each building face of the hotel, which sign shall contain only the hotel name and /or logo. The area of each•building face mounted sign shall be as provided in Table 1, Section 19.32.140 (A). A hotel may not have more than four (4) build- ing face mounted signs, except as provided in Section 19.32.190 (B). Separate applications are required for each sign. Minimum acceptable plans shall consist of the following: Two Copies - Site Plan (Scale of one inch equals twenty feet or less) 1. Identify address, all property lines, streets, driveways, sidewalks, and easements. 2. Show location of existing structures; specify setbacks. 3. Show location, type, and size of proposed new sign, including set- backs to property lines, right -of -ways, driveways, etc. 4. Show location, type, and size of existing signs. Two Copies - Construction Plans 1. Show footing, connections to building, size of supports and material used in supports and sign itself. 2. Provide elevation showing copy to be used on sign, size of sign, size of building face, ground clearance and grade(s), total height, clearance from overhead power lines, colors and materials to be used, and method of illumination. The Building Official may require the filing of additional plans or other pertinent information when such information is necessary to insure compliance with this code.
