Metro staff has reviewed this proposal and anticipates no
significant adverse impacts to its wastewater facilities.
Public Transportation
South 180th Street, through Tukwila and Renton, is one of the
most congested arterials in the Green River Valley. Any new
development that will add traffic to this arterial needs to take
aggressive action to reduce trips generated from the site.
Metro recommends the following Transportation System Management
(TSM) activities, for an office development of this size and
nature.
1. Post transit /rideshare information and distribute to
existing and new employees.
2. Distribute ridematch applications annually.
3. If several developments of this size are located within a
two mile radius and are in a designated critical area, the
local jurisdiction may require the developer to join or to
form (with the assistance of Metro and the local
jurisdiction) an employee transportation association. The
purpose of this association will be to mitigate collective
traffic impacts.
4. Provide secure bicycle parking.
5. Establish a Employee Transportation Coordinator.
6. Provide preferential car /vanpool parking.
7. Provide HOV transportation subsidies (transit pass or
car /vanpool subsidies).

INTRODUCTION
Mario Segale is proposing to develop an office building within the shoreline
environment of the City and is requesting a shoreline permit for the develop-
ment, which is within the Segale Business Park south of the intersection of
Andover Park West and 180th Street.
FINDINGS
1. Per TMC 18.60.030(2)(A), the Board of Architectural Review (BAR) is to
review plans for any development within two hundred feet of the Green River
and which requires a shoreline substantial developments permit. The BAR
shall use the guidelines of TMC 18.60.050 to either approve, approve with
conditions, or deny the project (Exhibit A).
2. The project is a three -story 19,500 square foot office building (Exhibits B
and C), to be located south of the southeast corner of the intersection of
Andover Park West and 180th Street. The 4.5 -acre property is zoned M -2
Heavy Industrial.
3. Two -way ingress and egress is shown at two locations on Andover Park West, a
private street within the Segale property. Two -way ingress and egress is
shown on the adjoining Building #862 property to the north (Exhibit D).
4. An easement is required to provide access from the adjacent northerly
property.
5. The building elevations show board -form textured concrete as horizontal
banding separating windows with solar tinted glazing. The vertical supports
will be smooth, light textured concrete spaced along the facades. The
height and scale of the building is similar to other adjoining buildings in
the office park.
CONCLUSIONS

The proposed building is surrounded by its asphalt parking area. There are
several small landscaped islands at various points of the lot.
2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area
The proposed structure is consistent with existing structures in the busi-
ness park and is in character with the commercial /industrial development in
the area. Pedestrian circulation is provided around the perimeter of the
building and is proposed along the street frontages. Two -way north /south
circulation is along the eastern edge of the parking lot. One -way northerly
traffic may be more safe and more efficient with two -way access points on
Andover Park West. Pedestrian circulation is provided along the perimeter
of the building and along Andover Park West. The current project does not
preclude development of a waterfront pedestrian trail at a later date, if so
desired.
3. TMC 18.60.050(3) - Landscaping and Site Treatment
The required 15 -foot front yard landscaped area complies with the Zoning
Code (Exhibit D). 8' to 10' Douglas Fir trees approximately 60' on center
are proposed along the eastern property line next to the dike. TMC
18.44.140(2)(c)(iii) requires "large hardy shade or fruit trees....or other
species approved by the Planning Director at the maximum of thirty feet on
center..." The Planning Director has determined Douglas Fir to be appro-
priate provided the 30' spacing requirement is met. The applicant agreed to
this revision.
4. TMC 18.60.050(4) - Building Design
The proposed building is a concrete structure of the same basic design as
other buildings in this multiple - building office park. Building illumina-
tion is not indicated.
5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture
The dumpster enclosure is not detailed. No information was provided on
luminaire design.
RECOMMENDATIONS
The staff recommends approval of the proposal subject to:
1. Douglas Fir spaced not more than thirty feet on center must be planted along
the east property line.
2. An easement must be provided for access between the northerly property and
the subject site.
3. Staff review and approval of luminaire design.
