I would hasten to recommend that any such work recognize the need for some type of landscape irrigation system. As we discussed earlier, an acceptable irrigation system would be characterized by an automatic irrigation system, a three year maintenance contract with the firm which installed the plantings, or some other equivalent. An automatic irrigation system would require a utility permit, but does qualify for •a no -fee, exempt water meter. The site lies within the Interurban Special Review District in a C -2 zone. FINDINGS 1. The current application is the second phase of a two - building project. Phase one was approved by the BAR at its November 1986 meeting. Exhibit A shows the proposal for both phases; the bold line through the center of the site indicates Phase I and Phase II. 2. On December 3, 1986, the Short Subdivision Committee approved the division of the property into three lots. This action addressed a joint driveway access easement, a 20 -foot construction easement and a 10 -foot permanent trail easement. 3. The Six Star Building meets the requirements of the Interurban Avenue Improvement Plan, including street trees and drainage. The developer will provide slotted drains and Red Oak and Kwanzan Cherry street trees in the planting strip along Interurban Avenue. CONCLUSIONS Tukwila Municipal Code (TMC) Review Guidelines 1. TMC 18.60.050(1) - Relationship of Structure to Site Street access is provided through a dedicated entryway on the north end of the lot and through a shared access easement between the Six Star and DT &C Buildings. A pedestrian sidewalk runs the length of the building between the parking lot and the building. BOARD OF ARCHITECTURAL REVIEW r�'K rnry.n . .'1. r .a -� x r,.��l..,. •�:;u .. 3.. , cs 86- 64 -DR: Six Star Building Staff Report Page 2 On the western edge of the property, a nine -foot high retaining wall extends approximately 387 feet along the length of the parking area to accomplish the transition between the Six Star Building and the westerly property (donated to Tukwila). The Six Star Building is carefully situated on the lot in order to minimize the retaining wall's height by raising the lot's overall elevation through grading and taking advantage of the lower grade in the eastern portion of the lot. The wall itself is constructed of textured concrete with an engineered retaining system. Site plans show no landscap- ing on top of the wall between the wall and the hill. 2. TMC 18.60.050(2) - Relationship of Structure and Site to Adjoining Area The faceted building form is constructed with long -span wood trusses. Like the neighboring DT &C Building, it is constructed of grey stucco with a marine blue enameled, 3 -in -12 sloping roof with 18" overhangs. Windows are similar to the DT &C Building. The transition between the Six Star and DT &C Building is accomplished through a shared driveway and common easement (Exhibits B and C). 3. TMC 18.60.050(3) - Landscaping and Site Treatment Overall, the landscaping plan provides a good transition to the sloping wooded area to the west which will be donated to Tukwila. Landscaping is a mixture of ground cover, deciduous and evergreen trees and bushes, and flowers. No landscaping is shown on the top of the retaining wall. No details are given regarding the materials to be used to screen the service area or the design of the luminaires (Exhibit D). 4. TMC 18.60.050(4) - Building Design The proposed building is in appropriate scale and is of a style compatible with the neighboring DT &C Building. The pitched roof and modulated facade provide design interest. No infor - mation has been provided regarding lumin- aire design or mechanical area screening. 5. TMC 18.60.050(5) - Miscellaneous Structures and Street Furniture Details are not provided for the materials used to screen the service area and the luminaire design. These details can be reviewed and approved by the staff. 6. TMC 18.60.060(4) - Special Review Guidelines Applicable to All Proposed Developments The development is sensitive to the area's natural wooded amenity through donation of 1.99 acres to the City for open space. The donation and the 10 -foot permanent trail easement add future options to Tukwila's trail sys- tem and ensure a natural wooded setting for the building. The height of the retaining wall is mitigated by the building placement and the use of tex- tured concrete and landscape materials along the wall. TMC 18.60.060(5)(B),(C) - Special Review Guidelines for Authorization of Development Incentives To achieve better design and meet the overall special review guidelines, the applicant requests revisions to the C -2 side yard and front yard setback requirements. At one point, the landscaped side yard is approximately 4 feet less than the required five -foot width. The reduction of the required side yard land- scaping allows the use of a shared driveway which improves the circulation of traffic on site. To reduce the height of the west /rear retaining wall from 15 feet to 11 feet, the building is set back 2 -4 feet less than the required 20 feet. The overall setback averages approximately 20 feet. Placing the building into the setback uses the site's natural grade to lower the retaining wall 4 feet. The wall becomes more in human scale, with less shadow impact on the building and parking area. Plant material on the top of the wall would further enhance the wall treatment; none is shown on the plans which were submitted (Exhibits E and F). RECOMMENDATIONS Based on the above Finding and Conclusions, the Phase II application should be approved subject to staff review and approval of: 1. Parking lot luminaire design. 2.
