Sign Company on September 25, 1985 applied for a wall- mounted single face sign (Exhibit A) at 301 Tukwila Parkway for the Pro Golf Discount store. The sign includes an electronically controlled time, date and temperature message. TMC 19.28.010(C) states that "animated signs" require Planning Commission approval. FINDINGS 1. TMC 19.28.010(C) states "animated signs" are prohibited "...unless specifi- cally approved by the Planning Commission according to the following criteria: A. Such signing is deemed necessary to the type of marketing customary to a particular classification of business enterprise. B. Such signing consists of a permanent fixture, and symbols or letters of plastic, metal or electronically controlled material. C. Message content of such signing is limited to time, date, temperature, or business hours." 2. The sign consists of 31.8 square feet of lettering and 18.26 square feet of the electronically controlled temperature message sign for a total of 50.06 square feet of signage. 3. The street frontage for Tukwila Parkway is approximately 70 lineal feet. The building height is approximately 17 feet. The square footage of the exposed building face is approximately 1190. Therefore, TMC 19.32.140 allows 52.6 square footage of signage, which is more than the proposed 50.06 square feet. 1. Inadequate information has been submitted in order to address whether this signing is necessary to this type of marketing. However, it may be considered a service to the shopping center by displaying the time and temperature. 2.
