Notwithstanding any other challenges, I indi- cated to him that since the Interurban railroad had granted a public right -of -way easement prior to purchase by Puget Power, said right -of- way easement would supersede any subsequent utility easement designa- tion by Puget Power. At this time the County King County Assessors Office has identified 147th right -of -way as a straight as a pure public right -of -way, not a right -of -way easement and has not been assessing Puget Power taxes on said portion of land. 5. Wik will require two weeks (for various things I guess) before he will be able to look at the Northwest Seals project file once he receives a complete set of plans. At that point he will review the file and then send it up to the right -of -way department. It is his understanding that a complete set of plans has been requested and is in the mail. 6. I conveyed this information to Elmer Jones of Northwest Seals, indicat- ed that he should send a complete set of plans and all title research to Mel Wik immediately, make sure that the guywire is located on his plans, and gave him Wik's mailing address. I indicated to him that, although I would be happy to assist in further dealings with Puget Power, I felt that it would be more appropriate that those two parties deal directly with each other. However, I also indicated to him that he should contact me if he felt that I could be of assistance in fur- ther negotiations. 7. Either Mel Wik or personnel from the right -of -way department will con- tact me when they come to some conclusion regarding how to deal with this situation. 8. I did contact Howard Strong (Wik's supervisor, 462 -3025) on another matter and mentioned this item. He indicated that I should contact him if I had any problems and he would get it resolved immediately. The building would contain 5,578 square feet of office space and 4,205 square feet of warehouse space for a total building area of 9,783 square feet. 2. Attachment A in the original staff report is replaced with Attachment A -1 con- tained herein. Attachment B is replaced by Attchment B -1. 3. The November 20th deadline for completing DNS conditions has been extended to February 28, 1986. CONCLUSIONS 2. Discussion paragraphs two and three: Pedestrian and vehicular circulation is adequately addressed through site design with the provision of a 10 foot wide trail and road extension between Interurban and Maule Avenues, and improvement of South 147th Street as access to the Green River Trail. The Public Works Department is currently reviewing the proposed vehicular and pedestrian systems, but has given preliminary approval. The Parks and Recreation Department requires that the trail access along. South 147th Street to the (temporary) Green River Trail /dike maintenance road not exceed a 3:1 slope. The city anticipates improving this access to a 4:1 slope once the Green River Trail is built and final grades are established. 4. Jones, owner of Northwest Seals Incorporated, is proposing to build approximately 10,391 feet of office and warehouse space on a 20,055 square foot parcel. The parcel is located in the northeast corner of the intersection of Maule Avenue South and South 147th Street. This parcel lies entirely within the Green River Shoreline area and the Interurban Special Review Area; it is thus sub- ject to Board review pursuant to TMC 18.60.030(2)(A) and 18.60.060(3). FINDINGS 1. The proposed action is to develop a structure two stories tall (28 feet) con- taining 5,330 square feet of office space and 5,361 square feet of warehouse space for a total building area of 10,691 square feet. The proposed building is located in the northern half of the site with its eastern edge adjacent to the river environment. The remainder of the site will be used as parking, landscape buffer, and a portion of the Green River Trail (see Attachment A). 2. The project site is located in the Northeast * of Section 23, Township 23N, Range 4E; in the northeast corner of the intersection of Maule Avenue and South 147th Street (see Attachment A). 3. A Determination of Non - Significance with conditions was issued by the Tukwila Planning Department on November 16, 1985, with the following conditions: A. Complete negotiations to provide formal access to Interurban Avenue in a manner approved by the Tukwila Public Works Department by November 20, 1985. B. Access road and sidewalk design to be approved by the Tukwila Public Works Department by November 20, 1985 C. Secure a King County Flood Control Permit by November 20, 1985, unless the time is extended in writing by the Tukwila Planning Department. D. Dedicate a public trail easement to the City of Tukwila. Storm water detention and disposal system to be designed and approved by the Tukwila Public Works Department by November 20, 1985. F. Landscaping plans to be submitted and approve by the Tukwila Planning Department by November 20, 1985. 4. The proposed project is subject to BAR review pursuant to TMC 18.60.030(2)(A) since it lies entirely within 200 feet of the mean highwater mark of the Green River, and pursuant to 18.60.060(3) because it lies wholly within the Interurban Special Review Area. Thus, the project must be reviewed pursuant to the criteria in TMC 18.60.050 and 18.60.060 respectively. CONCLUSIONS Project consistency with the design review criteria in TMC 18.60.050 is discussed below: 1. Criteria 18.60.050(1): Relationship of Structure to Site A. The site should be planned to accomplish a desirable transition with the streetscape and to provide for adequate landscaping, and pedestrian move- ment. B. Parking and service areas should be located, designed, and screened to moderate the visual impact of large paved areas. C. The height and scale of each building should be considered in relation to the site. The building, with adequate screening along the Green River Trail, is of a proper height and scale in relation to the site. Adequate landscaping would include, but not be limited to: 2 -3 inch shade trees a maximum 30 feet on center, with the planting of some groups of trees along with screening shrubs between the development area and the Green River Trail. A landscape plan with this concept should be submitted to the Planning Department for his approval. 2. Criteria 18.60.050(2): Relationship of Structure and Site to Adjoining Area A. Harmony in texture, lines, and masses is encouraged. B. Appropriate landscape transition to adjoining properties should be provided. C. Public buildings and structures should be consistent with the established neighborhood character. 85- 39 -SMP : NORTHWEST SAIL November 21, 1985 Page 3 D. Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged. E. Compatibility of on -site vehicular circulation with street circulation should be encouraged. The proposed project is generally designed to be harmonious with surrounding land uses with the appropriate landscape treatment and proposed building facing of stained cedar. Pedestrian and vehicular circulation is adequately addressed in site design and by the provision of a 7.5 foot sidewalk to the Green River Trail. Vehicular circulation concerns have not yet been resolved as evidenced by DNS Condition Nos. 1 and 2. The applicant has been fully appraised that State law prohibits the BAR from acting until these DNS conditions have been met. 3. Criteria 18.60.050(3): Landscape and Site Treatment A. Where existing topograhic patterns contribute to beauty and utility of a development, they should be recognized and preserved and enhanced. B. Grades of walks, parking spaces, terraces, and other paved areas should promote safety and provide an inviting and stable appearance. C. Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade. D. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken. E. Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged. F. Screening of service yards, and other places which tend to be unsightly, should be accomplished by use of walls, fencing, planting or combinations of these. Screening should be effective in winter and summer. G. In areas where general planting will not prosper, other materials such as fences, walls, and pavings of wood, brick, stone, or gravel may be used. H. Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. 85- 39 -SMP: NORTHWEST SEllt November 21, 1985 Page 4 Landscaping along the perimeter, shoreline and interior of the site are suf- ficient in size and quantity to provide shade, screen service areas and enhance the accessway to the Green River Trail. To provide shade along the river and buffer the trail, trees should be sized to 2i" to 3" caliper and planted as discussed in Conclusion No. 1. A lighting scheme has not been illustrated in the plans. Low level and ground level lighting for parking areas and pathways should be provided to enhance the landscaping, prevent glare on abutting properties, and for security. An example of the lighting standards, which are compatible with the design of the building, should be submitted for review. Separation . of landscaping from pedestrian and automobiles can be assured during review of the final landscaping plan in the building permit review pro- cess. 4. Criteria TMC 18.60.050(4): Building Design A. Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to surroundings. B. Buildings should be to appropriate scale and be in harmony with permanent neighboring developments. C. Building components, such as windows, doors, eaves, and parapets, should have good proportions and relationship to one another. Building com- ponents and ancillary parts shall be consistent with anticipated life of the structure. 0. Colors should be harmonious, with bright or brilliant colors used only for accent. E. Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. F. Exterior lighting should be part of the architectural concept. Fixtures, standards and all exposed accessories should be harmonious with building design. G. Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form, and siting should be used to provide visual interest. The proposed style of the building is horizontal in design with a variety of projections and detail to provide visual interest. The exterior materials are cedar bevel siding with an earthtone stain. Exterior lighting should be incorporated into the building's architectural features (i.e., down lights mounted under the soffits and wall protections and 85- 39 -SMP: NORTHWEST SEA November 21, 1985 Page 5 • lighting under translucent fabric awnings), and should enhance the structure's features in the evening. A lighting plan should be submitted for Planning Department review. 5. Criteria TMC 18.60.050(5): Miscellaneous Structures and Street Furniture A. Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. B. Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. The current site plan shows no miscellaneous structures or furniture asso- ciated with the development. Parking lot illumination isn't shown and should be submitted. Project consistency with the special review guidelines for the Interurban Special Review Area is discussed below: 6. Criteria TMC 18.60.060(4)(A): Proposed development design should be sensitive to the natural amenities of the area. The landscape buffering between developed areas and the Green River and Green River Trail, dedication of 40 foot trail easement along the river, and provi- sion of a 7.5 foot sidewalk to the trail make this development sensitive to the area's natural amenities. 7. Criteria TMC 18.60.060(4)(B): Proposed development use should demonstrate due regard for the use and enjoyment of public recreational areas and facilities. The development is consistent with this review criteria (see A above). 8. Criteria TMC 18.60.060(4)(C): Proposed development should provide for safe and convenient on -site pedestrian circulation. There is only minimal on -site pedestrian circulation between parking areas and the building. Neither the Planning nor Public Works Departments have any objection to this pedestrian circulation pattern. 9. Criteria TMC 18.60.060(4)(D): Proposed property use should be compatible with neighboring uses and complementary to the district in which it is located. The proposed project is compatible with the overall area due to its antici- pated landscaping treatment, building treatment and scale of development (see Conclusion No.'s 2, 3 and 4). Issuance of DNS with conditions shows that this project would minimize environmental impacts. There are no identified historical sites in the area.
