FINDINGS AND CONCLUSIONS. MR. COPLEN SECONDED THE MOTION, WHICH PASSED
UNANIMOUSLY.
Mr. Sowinski resumed his place on the Commission.
BOARD OF ARCHITECTURAL REVIEW
A. 85- 41 -DR: Leonard Rivero, requesting approval of a structure at
14800 Interurban Avenue South.
Ms. Bradshaw distributed Exhibit E, photographs taken of the site, to the
Board and summarized the staff report.
Leonard Carlos Rivero, applicant, said he was prepared to abide by all
recommendations made. He questioned the recommendation of the 40' setback
requirement.
Mr. Collins described the future Interurban Avenue improvements and the
setback requirement that was from a design point of view.
Byron Sneva, Public Works Director, gave further details on the planned
improvements for Interurban Avenue.
Mr. Rivero indicated that he would be willing to comply with the Building
Department requirements and location of the structure.
Mr. Kirsop asked how long the structure had been there. Mr. Rivero said
since December, 1984.
Mr. Kirsop asked about other structures on the site.
Mr. Collins said the City was working with Mr. Rivero for compliance of the
other buildings, and no applications had been received on those.
Mr. Kirsop asked what was the intended use of the structure.
Mr. Rivero said a hobby shop /workshop and that no painting would be done.
Mr. Kirsop asked if it would be a commercial use.
Mr. Rivero said no.
MR. LARSON MOVED TO TABLE 85 -41 -DR UNTIL THE NEXT MEETING TO ALLOW TIME FOR
DISCUSSION AND FURTHER DESIGN DEVELOPMENT. MR. MCKENNA SECONDED THE
MOTION, WHICH PASSED UNANIMOUSLY.

Ms. Bradshaw summarized the staff report.
Byron Sneva, Public Works Director and METRO ETS Coordinator, described the
proposal.
Bill Teufel of William G. Teufel & Associates, project landscape architects
for the Foster Golf Links Master Redevelopment Plan, presented pictures of
the proposed landscaping plant materials and described the buffering bet-
ween the Golf Course parking area and the pedestrian corridor.
MR. COPLEN MOVED TO APPROVE 85- 40 -DR, PARKING LOT ADDITION AND LANDSCAPING
ACCORDING TO MASTER DEVELOPMENT PLAN, AND ACCEPT STAFF'S FINDINGS AND
CONCLUSIONS AS PRESENTED. MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED
UNANIMOUSLY.
OTHER BUSINESS
MR. COPLEN MOVED TO APPOINT MOIRA BRADSHAW AS THE PLANNING COMMISSION
SECRETARY. MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
Mr. Collins suggested that the Planning Commission review absences of its
members at the time the meeting is called to order.
CITY COUNCIL ACTIONS
Mr. Collins briefed the commission on the reconsideration of the Windmark
Homes appeal, and indicated that a revised site plan would be submitted at
the next Planning Commission meeting.
ADJOURNMENT
MR. LARSON MOVED TO ADJOURN THE MEETING. MR. MCKENNA SECONDED THE MOTION,
WHICH PASSED UNANIMOUSLY.

85- 40 -DR: FOSTER GOLF COURSE PARKING LOT ADDITION
AGENDA ITEM .
Introduction
Metro, as a condition in the Agreement regarding the ETS (Effluent Transfer
System) project in the City of Tukwila, will construct and landscape part of a
parking lot expansion (Exhibit A) as shown in the adopted Foster Golf Course
Master Plan. On April 25, 1985, the Board of Architectural Review approved the
overall plans for the ETS project (85- 02 -SMP), but the parking lot expansion
design was not available at that time.
Findings
1. The Foster Golf Links parking lot addition, is condition 14 of Exhibit B of
the recorded Agreement between Tukwila and Metro to mitigate impacts of the
ETS pipeline construction across the golf course.
2. The proposed construction is within the Shoreline area, which TMC 18.60.030(A)
requires the Board of Architectural Review (BAR) approvals per criteria of TMC
18.60.050.
3. Per TMC 18.60.060(2), the proposed parking addition lies within the Interurban
Special Review Area. The Board must therefore also, utilize the review guide-
lines specified in TMC 18.60.060(4).
4. The subject proposal is to develop and landscape approximately twenty -five
percent or 84 parking stalls of the proposed redeveloped parking lot for
Foster Golf Course along Interurban Avenue South.
5. The property is zoned C -2, Regional Retail Business.
Conclusions
1. TMC 18.60.060(4): Review Guidelines
A. The proposed development is sensitive to the natural amenities of the
area -- the Green River, the public golf course and the proposed
Interurban Avenue sidewalk and bike path -- by adhering to the adopted
design plans for all three proposals.

B. The proposed plan is part of an expanded redeveloped golf course parking
lot.
C. The expansion should increase the potential for use and enjoyment of the
golf course as well as provide a well- drained, paved and landscaped lot
for safe and convenient circulation.
D. The golf course is unique to the immediate neighborhood, but integral to
the parks and open space plan for the community. The actual parking area
is a requirement of all commercial and public uses.
E. The parking lot development is one of the mitigating measures required of
Metro because of the ETS project through the Golf course and along
Interurban Avenue. The parking lot disruption and redevelopment was men-
tioned in the Environmental Impact Statement (1984) produced by Metro on
the ETS Project.
F. A maple tree of historical significance exists outside the area of this
proposal, but will be incorporated into the overall redevelopment of the
parking lot.
2. TMC 18.60.050 Review Guidelines:
(1) Relationship of the Structure to Site:
The proposal will minimize the visual impact of a parking area along the
Green River and provide an appropriate transition area from Interurban
Avenue South to the recreation area.
(2) &(3) Relationship of Structure and Site to adjoining area, and Landscape and
Site Treatment:
Low scale berms, abundant landscaping, and lower grades for the parking
area will provide adequate transition. (Exhibit B).
No uses directly abut the site; however, commercial and residential uses
are developed on the other side of Interurban Avenue.
Every sixth parking stall is interspersed with a landscape island.
Northern Red Oaks, thirty feet on center, will be used on either side of
the walkway and bike path and throughout the parking lot. Otto Luyken
laurel will be used as low scale material, thickly planted with the oaks,
to provide dense screening.
(5) Miscellaneous Structures and Street Furniture:
Lighting and other miscellaneous structures are not proposed.

3. TMC 18.44.110 Shoreline Regulations:
The proposed parking lot improvements and landscaping comply with all the
shoreline regulations.
Recommendation
Based on the above, staff recommends that the BAR approve the proposal as sub-
mitted.
