MCKENNA MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT DATED JUNE 26, 1986 AND APPROVE THE SITE PLAN FOR THE FOSTER PARK, PHASE II PROJECT, SUBJECT TO THE ONE CONDITION PRESENTED IN THE STAFF REPORT. MR. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. 185- 44 -DR: North Hill Office Revisions?, Leon Grundstein requesting approval of revisions to exterior elevation plans of office building to be located at 5900 Southcenter Boulevard. Ms. Bradshaw entered the Staff Report into the record and summarized the Findings and Conclusions. Leon Grundstein, 10420 N.E. 37th Circle, Kirkland, WA, entered into the record a revised west elevation with shading to indicate the retaining wall as Exhibit C. He also discussed his preference for either of the proposed color combinations. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE STAFF REPORT WITH AN ADDITIONAL CONCLUSION THAT THE VIEW OF THE WEST ELEVA- TION IS SUFFICIENTLY SCREENED BY THE HILLSIDE AS SHOWN IN EXHIBIT C AND ADDED THE CONDITION THAT THE GLASS BE LIMITED TO 20% MAXIMUM REFLECTIVITY. MR. SOWINSKI SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. 86- 13 -DR: Segale Business Park, requesting design review of remote drive - up teller facility for proposed office bank building in southeast corner of intersection of S. 180th and Andover Park West. Mr. Beeler summarized the Staff Report and entered into the record a letter dated 07/24/86 from Ann Nichols (and a revised site plan), as Exhibit "E" of the Staff Report. MR. PLANNING COMMISSION July 24, 1986 Meeting Minutes Page 4 86- 33 -DR: Foster Golf Course Redevelopment, City of Tukwila, application for approval of the master plan for redevelopment of the golf course, tees and greens, addition of pedestrian pathways and parking lots of approxi- mately 110 cars, construction of a new clubhouse, and small pond with bridge. Mr. Beeler summarized the Staff Report and entered it into the record as Exhibit 1. A site plan with staff's analysis and revisions was entered as Exhibit 2. Bill Tueffel, golf course architect, commented on the improvements proposed and their effect on the course. MR. MCKENNA MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS OF THE STAFF REPORT AND APPROVE THE REQUEST ACCORDING TO THE RECOMMENDATIONS AS PRESENTED IN THE STAFF REPORT. MR. ORRICO SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. 86- 35 -DR: Fort Dent Office Building, application for a two - story, 39,900 square foot office building on a 2.28 -acre parcel, at the northwest corner of Southcenter Boulevard and the access road to Fort Dent Park and adjacent to the Green River. Ms. Bradshaw entered the Staff Report into the record and summarized the Findings and Conclusions. Burt Gregory, Mithum Bowman, 2000 - 112th N.E., Bellevue, entered into the record as Exhibit 5 a model of the proposal with the proposed colors. He commented on glass reflectivity, internal pedestrian circulation, the sub- stitution of grasscrete for paving, and the trail. MR. ORRICO MOVED TO ADOPT THE FINDINGS AND CONCLUSIONS AS PRESENTED IN THE STAFF REPORT AND APPROVE THE REQUEST, SUBJECT TO CONDITIONS 1 THROUGH 4, WITH CONDITION NO. 1 REFLECTING THE COLOR SAMPLES PRESENTED AS EXHIBIT 5. Mr. Orrico withdrew his motion. Mr. Radovich, 2000 - 124th, Bellevue, expressed his concern with the re- quested trail for security reasons, and asked that the recreational amenity be dropped as a requirement. Chris Hodge, 2000 - 124th, Bellevue, spoke about the difficulty of obtain- ing historical information of the site. MR. V / B CONCLUSIONS CI T Y OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 85- 44 -DR: North Hill Office Revisions INTRODUCTION Leon Grundstein has purchased the property at 5800 Southcenter Boulevard and has retained the Mithum, Bourman, Emrich Group as the architectural firm. The appli- cant is proposing identical development of the site as had been proposed by the previous owner, Western Pacific Properties. The applicant however is requesting revised elevations of the building's exterior materials. FINDINGS 1. The BAR, at its May 23, 1985 meeting, approved the plans under File Number DR- 08 -85, for a three - story, 15,000 square foot office building. 2. Per TMC 18.60.030(1) and (2)(B) and (E), the BAR has the authority to approve, approve with conditions, or deny plans for commercial development in excess of 10,000 square feet of floor area, in the PO districts of the City and for developments north of I -405 and east of I -5. 3. The original plans for the North Hill Office Building proposed aluminum cur- tain walls for the building's exterior and sunscreens around the southwest corner as decorative detail. The applicant has revised the building eleva- tions by deleting the curtain wall system and sunscreens, and substituting stucco panels. 4. Per TMC 18.60.070, the Board shall use the criteria of TMC 18.60.050 in its decision- making. 5. The property is zoned PO (Professional Office). 6. An additional change in the plans of the building has also been made. The retaining wall on the the north side of the structure is pulled away from the building by approximately five feet. The retaining wall has formerly been incorporated into the exterior wall of the structure, and the average finished grade of the structure on the north side had been approximately 25 feet. The maximum height allowed in the PO district is 35 feet, which the architect has indicated has been met. 85- 44 -DR: North Hil Uffice Revisions July 24, 1986 Page 2 1. The proposed revision from the glass walls to a more traditional stucco mate- rial will relate better to adjoining areas by reducing the possibility of glare on the adjacent roadways. The glass used for the structure's windows will still be limited to the maximum 20 percent reflectivity. Therefore the proposed revision meets TMC 18.60.050(2) by being more compatible to vehicular circulation in the area in terms of public safety. 2. With the proposed revision, building components such as windows, doors and parapets become much more visible and part of the building's architectural design. The structure's horizontal bands of parapet, fenestration, and build- ing wall are well proportioned and interestingly broken by the vertical lines created by the building's multiple setbacks along the south and east sides. The west elevation, however, which will be a prominent viewpoint for eastbound Southcenter Boulevard traffic, is relatively more utilitarian without modula- tion. 3. Two color schemes have been submitted for BAR approval. One option would be a grey /amber glass with a dark rust trim and a complementary grey color for the stucco panels. The second option is an aquamarine tinted glass with blue /grey trim and stucco color. The grey /rust combination would be more compatible with the development that is existing on Southcenter Boulevard. The aqua- marine and blue /grey color combinations are more indicative of an industrial type of structure which would not be as harmonious with the existing profes- sional office development. 4. Other than the aforementioned changes, the proposal conforms with the finding and conclusions of the originally issued staff report. RECOMMENDATION 1. Revise the west elevation to provide more visual relief and interest. 2. Use the grey /rust color combination. 3. Provide scaled elevations to demonstrate compliance with the height limit. Mr. Kirsop asked what type of tenants there would be. Mr. Nichols indicated there would be a sole proprietor and the use would be distribution of rubberized o'rings and gasket materials. Mr. McKenna questioned a condition of the staff report regarding the declara- tion of non - significance. The Board recessed at 10:22 p.m. The Board reconvened at 10:30 p.m. Mr. Collins clarified that the Board would be able to act upon the application because the mitigated DNS appeal period had expired. FINDINGS 1. Western Pacific Properties' original application, DR- 08 -85, for site plan approval of a three story, fifteen thousand square foot office building was approved by the BAR at its May 23, 1985, meeting. 2. Per TMC 18.60.030(1) and (2)(B) and (E), the BAR has the authority to approve, approve with conditions or deny plans for commercial development in excess of ten thousand square feet of floor area in the PO districts of the City and for developments north of I -405 and east of 1-5. 3. With the proposed revision, building components such as windows, doors, and parapets become much more visible and part of the building's architectural design. The structure's horizontal bands of parapet, fenestration, and building wall are well proportioned and interestingly broken by the vertical lines created by the building's multiple setbacks along the south and east sides. The west elevation, however, which will be a prominent viewpoint for eastbound Southcenter Boulevard traffic, relatively more utilitarian. The colors of the glass and stucco have not been specified, although the architect has indicated that they would be neutral. Color samples or more accurate descriptions should be presented to the BAR for approval. 3. Other than the aforementioned changes, the proposal conforms with the finding and conclusions of the originally issued staff report. PRELIMINARY RECOMMENDATION Approve the change in the building's elevations subject to: 1. Submittal of color samples of building elevations. 2. Revision of the west elevation to provide more visual relief of the flat facade. 3. A variance from the Board of Adjustment of TMC 18.50.020 on the maximum height limit of thirty -five feet.
