Mr. Umetsu summarized the staff report.
Scott Shanks, First Western Development, indicated that he had no objec-
tions to the requirements as stated. He clarified the proposed use of the
buildings, and parking.
The Board discussed traffic circulation and turning movements to and from
the site, and reviewed the elevation drawings of the proposed development.
MR. ORRICO MOVED THAT THE BOARD OF ARCHITECTURAL REVIEW ADOPT THE FINDINGS
AND CONCLUSIONS PERTAINING TO APPLICATION 85- 34 -SMP: TUKWILA II, SUBJECT TO
THE FOUR RECOMMENDATIONS CONTAINED IN THE WRITTEN STAFF REPORT WITH THE
ADDITIONS OF SUB -ITEMS A, B, AND C. MR. SOWINSKI SECONDED THE MOTION, WHICH
PASSED UNANIMOUSLY.
C. 85- 39 -SMP: Northwest Seals, requesting approval of a 2 story
office /warehouse facility located on the northwest corner lots at
the intersection of South 147th Street and Maule Avenue, east of
Interurban Avenue South.
MR. KIRSOP MOVED TO CONTINUE TO THE DECEMBER 19, 1985, MEETING. MR. LARSON
SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
D. 85 -43 -SPE: Pac Tel, requesting approval of a sign located at 17125
Southcenter Parkway.
This application had been withdrawn.
E. 85- 44 -DR: North Hill Office, requesting approval of revisions to
exterior elevation plans of building to be located at 5900
Southcenter Boulevard.
MR. MCKENNA MOVED TO CONTINUE TO THE DECEMBER 19, 1985, MEETING. MR. KIRSOP
SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.
F. 85 -47 -SPE: Sea First Bank, requesting approval of a sign located
at 225 Tukwila Parkway.
Mr. Mckenna stated that he used to work for Sea First for eight years.
Being no objections from the audience, Mr. McKenna remained on the Board.
Ms. Bradshaw summarized the staff report.

sign and the reasons for the request for approval.
MR. ORRICO MOVED THAT THE BOARD OF ARCHITECTURAL REVIEW RECOMMEND APPROVAL
OF THE SEAFIRST APPLICATION #85 -47 -SPE, AND ADOPT THE FINDINGS AND
CONCLUSIONS OF THE STAFF REPORT WITH THE FOLLOWING CONDITIONS THAT THE SIGN
BE APPROVED AS PRESENTED IN EXHIBIT 8, AND THE SIZE OF THE SIGN SHALL NOT
EXCEED 30 SQUARE FEET. MR. KIRSOP SECONDED THE MOTION.
MR. LARSON MOVED TO AMEND THE MOTION TO ADOPT STAFF'S FINDINGS AND
CONCLUSIONS, TO ADD THE .FINDING THAT THE PROPOSAL IS FOR A SECOND SEPARATE
BUILDING LOCATED ON THE SITE AND THE CONCLUSION THAT THE CONTENT AND SIZE
OF THE SIGN WAS NEEDED TO REDUCE THE TRAFFIC HAZARDS AND SOLVE THE PROBLEMS

AGENDA ITEM
INTRODUCTION
Seafirst Bank, located at 225 Tukwila Parkway, has made an application for a
wall - mounted internal information sign that measures forty (40) square feet and
would be placed on the drive through teller facility. The Planning Commission
is being asked to approve a sign that resolves a locational problem and that
exceeds six square feet in size.
FINDINGS
1. The subject property currently has two wall mounted signs located on the
main bank building, twelve internal information signs, and one freestanding
sign. All of the existing signs are grandfathered in prior to adoption of
the city's sign code.
2. TMC 19.08.120 defines Internal Information signs as "...a sign which gives
directional information or identifies specific use areas and which is
necessary to maintain the orderly internal use of the premises, such as
those signs which identify employee parking, shipping, clearance or which
restrict ingress and egress. Not included in this definition are signs
which are not directly related to an identified need for orderly internal
use of the property and off - premise or portable signs."
3. TMC 19.22.020 restricts the content of informational signs to only those
letters or symbols required to convey the message and states that the sign
shall not advertise the facility occupying the premises nor goods or ser-
vices. However, upon application, the Planning Commission may authorize a
sign which will resolve a locational or traffic hazard problem.
4. TMC 19.22.030 restricts wall- mounted internal information signs to a maximum
of six square feet, unless otherwise approved by the Planning Commission.
5. Seafirst feels they have a locational and traffic hazard problem from
Southcenter traffic that turns into the motor banking driveway for parking
or exiting purposes. To resolve the matter, they are proposing a wall
mounted forty square foot sign that would act as an informational sign to
motorists using the driveway. The sign would read "Seafirst Motor Banking"
and display the Seafirst logo. (Exhibit B). The sign would be mounted on
the south elevation of the drive through facility which faces the
Southcenter Mall access road. (Exhibit C).
6. The building face is setback one hundred and thirty -eight feet from the pro-
perty line and measures two hundred and thirty -two square feet (Exhibit D).
CONCLUSIONS
1. The subject property is located in a high traffic area that also has a con-
fusing traffic pattern. The property sits in the northeast corner of the
Southcenter Mall parking lot and is bounded on the south side by the Mall
access road.
The applicant, Seafirst Bank, has two facilities located on the site: the
actual walk -in bank building and an accessory structure for motor banking.
The drive - through teller area generates additional high volumes of vehicles
and relies on a structured traffic pattern to control ingress and egress.
Aside from the numerous small informational signs located throughout the
site, the auxiliary facility for motor banking is not identified by a sign.
Therefore, identification of the drive - through facility would probably help
alleviate some of the traffic problems the business is experiencing.
2. TMC 19.22.020 stipulates that the content of the sign be as brief as
possible without advertising the facility occupying the premises. It would
therefore seem that the inclusion of "Seafirst" and its logo may not be
necessary and that "Motor Banking" is the intent and the directional content
that is important in the message.
3. The applicant is requesting a waiver from the Planning Commission of thirty -
four square feet from TMC 19.22.030, which allows up to six square feet;
anything over six feet must be approved by the Planning Commission. Forty
square feet is proposed. Whereas forty square feet seems excessive in com-
parison to the normal maximum of six square feet, there is a large setback
from the building to the entrance of the driveway and may justify a sign
larger than six square feet. Because two elements of the sign, " Seafirst"
and its logo, do not appear to be necessary for internal information, the
sign's size could be limited to the area used to display "Motor Banking."
The area used for this description in the proposed sign is twenty -six square
feet.
RECOMMENDATION
The Planning Commission may wish to approve the requested internal information
sign subject to the following conditions:
1. Restrict sign content to "Motor Banking ".
2. Limit square footage of sign to twenty -six square feet.
