Ms. Bradshaw displayed exhibits submitted by the applicant and passed around
graphics depicting the type of development the applicant intends.
The Commission recessed at 9:15 p.m.
The Commission reconvened at 9:20 p.m.
Katie Grief, representing John Radovich and Don Lewison, 2000 124th N.E.,
B103, Bellevue, Wash., submitted a written presentation to the Commission and
explained the reasons for the request for rezone and Comp. Plan amendment.
Chairman Knudson closed the Public Hearing.
The Commission discussed the alternatives to a rezone and comprehensive plan
amendment.
MR. MCKENNA MOVED THAT BASED UPON THE FINDINGS AND CONCLUSIONS, THE PLANNING
COMMISSION RECOMMEND DENIAL OF THE COMPREHENSIVE PLAN AMENDMENT AND ZONE
CHANGE. MR. SOWINSKI SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY.

UNANIMOUSLY.

AGENDA ITEM
INTRODUCTION
T. W. Express requests a conditional use permit for a truck terminal at 581
Strander Boulevard, the Andover Distribution Center. The proposed use of the site
would be the storage and distribution of government and private belongings as well
as personal household goods.
FINDINGS
1. The Board of Adjustment at its May 6, 1982 meeting defined a truck terminal
(Exhibit A). The subject location will be a place to receive shipments and
will use a dispatcher to direct truck drivers.
2. The subject property is zoned CM (Industrial Park), which permits truck ter-
minals as a conditional use.
3. TMC 18.64.050 contains criteria for review of conditional uses, upon which the
Planning Commission may approve, deny or modify the proposal.
4. The property is designated light industrial on the Comprehensive Land Use Plan
Map.
5. T. W. Express would generate approximately fourteen (14) vehicle trips a day
(seven trucks out in the morning, seven in in the evening). The applicant's
truck fleet consists of two (2) step vans, four (4) twenty -foot trucks, and
one (1) forty -foot tractor trailer. Seven dock high loading bays are
available within the tenant's space.
6. The total square footage of the subject tenant space is 41,225 square feet, of
which 6,000 square feet would be used for storage and distribution of Maytag
appliances. Five to six dealer pick -ups per day will be made by dealer
trucks.
7. The adjacent tenants in the distribution center include: West Coast Glass
Distributors, Overoad Container (Conditional Use Permit /truck terminal -
84-23-CUP), and Gibbons Moving and Storage.
8. The subject property lies within two hundred feet of the Green River, an
environmentally sensitive area. The structure was built in 1966 prior to the

Shoreline Management Act of 1971, therefore, a substantial development permit
was not required.
9. A Determination of Non Significance has been issued for the proposal pursuant
to the State Environmental Policy Act.
1. Criteria TMC 18.64.050(1): The proposed use will not be materially detrimen-
tal to the public welfare or injurious to the property or improvements in the
vicinity of the proposed use or in the district in which the subject property
is situated.
The location of the proposed use would be within an existing development, the
Andover Distribution Center. The Center is currently being used by similar
uses and, in addition, is surrounded by industrial park -like uses. Therefore
it would appear that the Center is designed to adequately meet the needs of
the proposed use without material detriment to the public welfare or injurious
to improvements in the vicinity.
The City has not received any negative comments on Overoad Container, a truck
terminal operating at 569 Strander Boulevard. They received a conditional use
permit in July 1984.
2. Criteria TMC 18.64.050(2): The proposed use shall meet or exceed the perfor-
mance standards that are required in the district it will occupy.
The subject development exceeds the parking and loading requirements of the
district.
3. Criteria TMC 18.64.050(3): The proposed development shall be compatible
generally with the surrounding land uses in terms of traffic and pedestrian
circulation, building and site design.
As mentioned previously, the proposal is for an existing development. The
structure was built in 1966 for warehousing use. The proposed use is similar
to surrounding uses. The Center was developed for warehousing and distribu-
tion and is therefore capable of handling the use in terms of traffic,
pedestrian circulation, building and site design.
4. Criteria TMC 18.64.050(4): The proposed use shall be in keeping with the
goals and policies of the comprehensive land use policy plan.
Goal 3 (p. 18) - Help establish a socio - economic climate which does not
discriminate against certain land uses but strives to promote a diversity
of land use.
Objective 1, policy 8 (p. 62) - Encourage a diversity of business uses to
promote maximum occupancy.
The proposal conforms to these portions of the Comprehensive Plan.
5. Criteria TMC 18.64.050(5): All measures have been taken to minimize the
possible adverse impacts which the proposed use may have on the area in which
it is located.
Possible adverse impacts from the proposal are not apparent at this time. Due
to the design of the site, adequate space for maneuvering and loading and
unloading seem to be available to accommodate several truck operations within
the facility.
RECOMMENDATION
Based upon the above Findings and Conclusions, staff preliminarily recommends that
the Planning Commission approve the subject Conditional Use Permit.

Truck Terminal Definition
MEMORANDUM
This memo is sent to you on behalf of the Tukwila Board of.Adjustment
following their meeting of 6 May 1982 at which the definition and inter-
pretation of Truck Terminals within the city was modified. The de-
finition which was adopted by the Board on 6 May supersedes that con-
tained in the memorandum of 4 October 1978 from Roger Blaylock which
discusses the Board's prior interpretation of this type of facility
on 21 September 1978::
TRUCK TERMINAL - - Truck terminal means a site or building, or a
tenant space within a building the occupant of
which i a holder of a certificate of public
necessity from the Interstate Commerce "Commis-
sion, the Washington Utilities and Transporta-
tion Commission or a similar agency, and which
exhibits any one of the following characteris-
tics of use: •
- -the business location is a place to receive,
pick -up and /or deliver orders which are placed
by customers.
- -The business includes the use of a dispatcher
(functioning with that or-any- other title) which
directs the activities of the truck driver.
•
- -The business location,is used by the truck car -
ri to receive shipments for.transloading, trans-
shipping and /or consolidation, or from which•trans-
portation ensues after transloading, transshipping
or deconsolidation, whether or not rolling stock
of the carrier is parked at the location during
periods of non -use
