Subject: DR -1 -85 - Northwest Volvo White
The proposed revision to your site plan is an acceptable minor revision to
your originally- approved design and would not require additional Board of
Architectural review. You will need to apply for a building permit to
construct the fence and a landscape plan will need to be submitted along
with your application. The BAR's approval of your proposal had the follow-
ing conditions:
1. Evergreen shrubs planted in intervals of not more than 10 feet on the
north, south and west portions of the property.
2. Staff review and approval of exterior illumination.
3. Compliance with all applicable City ordinances and regulations.
4. Parking of trucks will not occur outside of the designated area.
Suggestions for suitable evergreens would be western red cedar; western
hemlock; coast redwood; English laurel; photinia; myrtle; English, Japanese
or Chinese holly; and incense cedar. Your landscape architect may also be
able to provide you with a type of plant that is readily available and
suitable for, screening.
Enclosed is an application and instructions for a building permit. For
questions regarding your permit, you should contact the City's Building
Official, Duane Griffin, at 433 -1852. If I may be of any help, please call

Attached is agenda item DR -1 -85 dated January 24, 1985 with a site plan
showing the area for outside storage for new trucks.
As you are aware, this space is now being utilized for heavy duty equip-
ment storage by Tri State Construction and Metro for the Metro sewer line
being installed along the golf course.
Metro prepared the ground by laying a foundation, providing crushed rock,
etc. in trade for the usage of the property until the project is complete.
When they laid the foundation however, they did so in a triangular shape
and installed the fence accordingly.
Therefore, we would like to submit a revised plan (outlined in red) to
install permanent fencing and landscaping as indicated. One important
thing to keep in mind, the triangular shape will be more eye appealing
and flow better with the lot and surrounding road configurations than
what was originally proposed.
If you have any questions, please feel free to call me. We look forward .
to hearing from you soon regarding this new proposal.

Per our conversation of September 12, 1985, and your description of the
timing of the CEC Equipment Corporation's vacation of the premises, com-
piance with the screening requirements for your trucks appears reasonably
attainable by October 31, 1985.
Since this is near a year from the Board of Architecture Review decision on
the screening, additional delay in compliance with the decision will pre-
sent a violation.of Sections 18.40.020(16) and 18.60.030, Tukwila Municipal
Code. Therefore, the matter will, of necessity, have to be referred to the
City Attorney for further action.
Hopefully, your schedule works out, and your business completes its expan-
sion. This is encouraging. Please understand our constraint of the
Municipal Code.

As you are aware, it took our company considerable time to
establish the groundwork and see the results of an outdoor
sign for Northwest Volvo White. We therefore, hesitated to
start our land improvements until the sign was in place.
In addition, Contractor's Equipment Corporation, who shares
the building with our company, is going to vacate the facility
in the near future. They hope to relocate to a new building
within two months, possibly sooner. We will then be acquiring
not only the building space, but the entire enclosed fenced
area now occupied by CEC equipment. This new acquisition of
space will alleviate our need for displaying our vehicles
along Maule Avenue.
I would ask therefore, for an extension of our proposed storage
area decision, so we may re- evaluate the need when CEC moves out.
Thank you for your consideration in this matter. Please call

Since the January 24, 1985, approval of the Board of Architectural Review
of your proposed outdoor storage area, progress toward construction of the
fence and installation of the required landscaping has not occurred.
Therefore, the existing display of trucks and equipment along Maule Avenue
continues to be a violation of Sections 18.40.020(16) and 18.60.030,
Tukwila Municipal Code. Such a violation carries a potential penalty of
$500 per day or more per Section 18.96.110, Tukwila Municipal Code, for
each day the violation continues.
The City is interested in only compliance with the Board of Architectural
Review decision within a reasonably quick period of time. Since 6 months
have elapsed since the Board's action, during which compliance could reaso-
nably been secured, please submit appropriate plans for a building permit
for the security fence by August 15, 1985. Failure to so submit will
necessitate the City automatically referring the matter to the City
Attorney for pursuance of the matter under Section 18.96.110, Tukwila
Municipal Code.

outdoor storage area for new trucks at 14000 Interurban Ave. S.
Mr. Beeler summarized the staff report and suggested conditions be added to
the recommendation section:
5. Parking of trucks will not occur beyond the outside of the
approved outdoor storage area.
6. Resolution of the Certificate of Occupancy and compliance with
applicable City ordinances and regulations within 30 days from the
date of the Planning Commission action.
David Weldy, NW Volvo White Truck Center, explained the necessity of the
parking area. He indicated they would probably eliminate the pad used to
advertise and put up an illuminated sign.
The Commission discussed landscaping and screening of the outdoor storage
area.
MR. SOWINSKI MOVED TO RECOMMEND APPROVAL WITH THE FOLLOWING CONDITIONS:
1. SCHRUBS PLANTED IN INTERVALS OF NOT MORE THAN 10' ON THE NORTH, SOUTH

DR -1 -85: Northwest Volvo White Truck Center
INTRODUCTION
Northwest Volvo White recently occupied space in the existing CEC Equipment
Company building at 14000 Interurban Ave. S. Design approval by the Board of
Architectural Review was completed for the CEC Equipment Company on December 15,
1983, which included screened outdoor storage for rental equipment. Part of CEC
Equipment's building was leased to the sales and repair operation of Northwest
Volvo White which needs an additional and separate outdoor storage area. This
storage area also requires approval by the Board of Architectural Review.
FINDINGS
1. TMC 18.60.050 and 18.60.060(4) provide design review guidelines for con-
sideration by the BAR. TMC 18.60.070 specifies the BAR may approve, approve
with conditions, or deny an application. The decision of the BAR is final
unless appealed to the City Council per TMC 18.90.020.
2. Exterior modifications to the existing CEC Equipment building, parking lot and
outdoor storage area is not proposed, except for insertion of a 4i foot
sidewalk into the west side of the parking area.
3. A 5,000 square foot gravel surface outdoor storage area is proposed between
Maule Ave. and the existing parking lot. Gravel access is to be from Maule
Ave. and to S. 140th St. The storage area is intended to be screened on all
sides by an 8 foot cyclone fence with redwood cedar slate and topped with
barbed wire. This will accomodate eight new trucks (semi tractors) which
reach a maximum height of approximately 12/ feet.
TMC 18.52.040(2) stipulates that outdoor storage must be screened by a screen
"...a minimum of eight feet high and not less than sixty percent of the height
of the material stored." Sixty percent of the 12k foot maximum is 7i feet,
which more than complies with the minimum screen height requirement.
4. Landscaping is proposed along the westerly and southwesterly portions of the
fence. Three deciduous trees and three shrubs will be placed along the
westerly side of the fence. Ten shrubs will be planted at the fence's south-
west corner. Landscaping is not shown along the northern portion of the
fence, adjacent to the public Foster Golf Links, or at the southeast corner of
the fence. Existing landscaping is relied upon along the fence's easterly
perimeter, adjacent to the landscaping of the CEC equipment parking lot.

RECOMMENDATION
Based on the above, staff recommends approval of the proposal subject to:
1. Issuance of Certificate of Occupancy.
The Parks and Recreation Department recommended that additional quality
landscaping be provided along the northerly portion of the fence to screen the
storage area from the public golf course.
5. City Ordinance No. 1233 requires the applicant provide a sidewalk along Maule
Avenue. This improvement is processed by the Public Works Department
separate from the Board's review. Mention is made here merely to apprise the
Board of the forthcoming improvement and its relationship to the proposal.
6. To date the review of the Fire and Building Departments for acceptance of the
applicant's tenancy in the building has not been completed. Therefore any
approval by the Board would not be final until occupancy is certified.
CONCLUSIONS
1. Since the subject is only a screening fence a lot of the design criteria of
TMC 18.60.050 and 18.60.060 do not apply. Most of the criteria relates to
buildings and more intensive development.
2. The gravel storage area is not a "large paved area" requiring more than normal
screening consideration (TMC 18.60.050(1)(8)). However, the proposed
landscaping should completely surround the fence, except for the easterly por-
tion, and be of plant material that is ..effective in winter and summer"
(TMC 18.60.050(3)(C) and (F)). This requires revision of the landscape to
include additional trees and shrubs to comply with these criteria. It is
recommended that a minimum of 6 foot evergreen trees be planted at 10 foot
spacing with at least one evergreen shrub between these trees.
Such an extensive landscaping recommendation was not made for the CEC
Equipment development because of the outdoor storage extensive setback from
public view from Interurban Ave. S., low height of material stored and legal
nonconforming status. The new outdoor storage is not entitled to rights of
the nonconforming use, is close to interurban Ave. S., contains tall equipment
and will have the appearance of a truck sales lot. This appearance warrants
intensive screening requirements in order to contribute positively to the
character of the Interurban Ave. S. environment and the adjacent public golf
course (TMC 18.60.060(A),(B),(C),(D),(E) and (F)).
3. Exterior illumination is not proposed and will require separate review by the
Board. It is staff's recommendation that this detail be deferred to the
Planning Department for review and approval relative to TMC 18.60.050 and
18.60.060.
