Mr. Beeler summarized the staff report with corrections. Larry Crook, Vice President of Fewel and Associates, 13925 Interurban Avenue S., Tukwila, WA, reviewed the proposal. The Board reviewed alternatives A and B. MR. LARSON MOVED TO ACCEPT STAFF'S FINDINGS, CONCLUSIONS AND RECOMMENDATION WITH THE EXCEPTION OF RECOMMENDATION 1 TO BE DELETED, AND THE ADDITION OF RECOMMENDATION 4, PROVISION OF AN EXTENSION OF THE 'EXISTING IRRIGATION SYSTEM. MR. ORRICO SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. C. DR- 08 -85: Western Pacific Properties, requesting approval of plans for a 3 -story office building located at 5800 Southcenter Boulevard. Mr. Beeler Summarized the staff report. Nancy O'Brien, Mithune Bowman Group, representing the applicant, described the project. Vince Ferrese, Mithune Bowman Group, described the sunscreen. MR. KIRSOP MOVED CONTINUANCE OF THIS ITEM UNTIL THE REGULAR MAY MEETING TO GIVE ARCHITECTS OPPORTUNITY TO PREPARE A LITTLE BETTER ON THE EXTERIOR PANEL TREATMENT. MOTION DIED FOR LACK OF SECOND. Don Moody, Western Pacific Properties, requested specific information on what they should provide at the next meeting. The Commission discussed the types of samples and information they would like the applicant to submit. MR. Chiarman Knudson called the meeting to order at 8:10 p.m. Other Commissioners present were Mr. Sowinski, Mr. Kirsop, Mr. Larson and Mr. Orrico. Representing staff were Rick Beeler and Becky Kent, Planning Department. APPROVAL OF MINUTES MR. KIRSOP MOVED THAT THE FEBRUARY 14, APRIL 11, AND APRIL 25, 1985, MINUTES BE APPROVED AS CORRECTED. MR. LARSON SECONDED THE MOTION, WHICH PASSED UNANIMOUSLY. BOARD OF ARCHITECTURAL REVIEW A. DR- 05 -85: Pitney Bowes, Inc., requesting approval of plans for a 2 -story office /warehouse building addition located at 116 Andover Park East. Mr. Beeler summarized the staff report, with correctons, and submitted supplemental findings, conclusions, and preliminary staff recommendation to the Board. Fred French, 1507 5th St., Kirkland WA, representing Pitney Bowes, pre- sented the concept for the landscaping plan and noted the size of the addi- tion is 2,000 square feet, not 26,000 square feet. Jim Quill, Hilltop Circle, Trumbull, CT 06611, Project Manager for Pitney Bowes, explained the reasons for the proposal and supported the street vacation idea. The Commission discussed the parking and landscaping requirements, and par- tial street vacation of James Christensen Road. MR. KIRSOP MOVED TO ACCEPT THE STAFF FINDINGS AND CONCLUSIONS WITH THE EXCEPTION THAT ITEM 5 IN THE FINDINGS BE CHANGED TO "THEREFORE A VARIANCE FOR A VACATION OF A PORTION OF EXISTING CHRISTENSEN ROAD RIGHT -OF -WAY IS REQUIRED," ITEM 3 CONCLUSIONS BE CHANGED TO APPROXIMATELY 60' SPACING WITH AGENDA ITEM III) B. . DR- 06 -85: FEWEL OFFICE BUILDING INTRODUCTION On February 24, 1983, the existing office development at 13925 Interurban Avenue South was approved by the Board of architecture Review. Revisions to the develop- ment were subsequently approved on May 12, 1983. Occupancy of the building occurred in January of 1984, and the building was sold a few months ago. The new owners are seeking approval of a revision to the site plan to improve access around the building. FINDINGS 1. The subject property is located at 13925 Interurban Avenue South and is zoned C -2 (Regional Retail Business). 2. TMC 18.60.030(2)(E) requires Board of Architecture Review approval of the pro- posal. Per TMC 18.60.070 the Board may approve, modify or deny the proposal based upon the criteria of TMC 18.60.050 and 18.60.060. 3. The proposed revisions to the site plan exclusively involve the northeasterly portion of the site where two alternative means of extending access to Interurban Avenue South are proposed. Alternative A would extend access around the building to the existing parking lot and driveway to the street (Exhibit #1). Alternative B would incorporate Alternative A and extend access across the northerly abutting property to the street (Exhibit #2).The appli- cant is pursuing purchase of the right of access across and parking on this property. 4. Landscaping has been established on the site and will require revision to accommodate the proposal. Alternative B will remove more of the existing landscaping. 5. Both alternatives comply with City ordinances and regulations, except that alternative B features parking on adjacent property. If the Board approves both alternatives, final selection will be left to the applicant pending purchase of the required portion of the northerly abutting property. CONCLUSIONS CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT REVISED Page -2- Planning Commission DR- 06 -85: FEWEL OFFICE BUILDING May 9, 1985 (PC.FEWEL) 1. In terms of on -site circulation, Alternative B is preferred overall by staff. This alternative provides two -way vehicular circulation and relatively more vehicle stacking capacity than the existing single access point. However, the proposed parking on adjacent property must be resolved with that property owner per the zoning code. 2. Both alternatives conform to the design review criteria of TMC 18.60.050 and 18.60.060. Adequate landscaping is provided, except perhaps along the north edge of the proposed northerly access road (Alternative B). Landscaping is not shown at this location which lies on adjacent private property. Since the acceptability of the easement remains in negotiation between the property owners, 5 feet for landscaping should be designated along the northerly side of the easement. The easement becomes in effect the side yard area which TMC 18.52.020 requires be planted with 5 feet of landscaping. A landscaping plan for this area was not submitted, probably due to the uncer- tain outcome of negotiations for the easement. Unless the Board wishes to review the subsequent final landscape plan, staff would recommend staff review and approval of the plan per a concept approved by the Board. Staff would recommend a landscape concept of 2 inch caliper trees planted at a 10 foot spacing with 4 evergreen shrubs planted between the trees. PRELIMINARY RECOMMENDATION Approval of both alternative site plans subject to: 1. 5 feet of landscaping along the north side of the northerly access road of Alternative B with 2 inch caliper trees at 20 foot spacing with 2 evergreen shrubs planted between the trees per review and approval of the Planning Department. 2. Parking on adjacent property being resolved with the property owner per the zoning code. 3. Compliance with applicable City ordinances and regulations.
