Dear Mr. Kirkpatrick:
Public Works Department has reviewed your revised site plans as noted above
and approved these revised plans per the following comments and conditions:
1. Prior to authorization to proceed the developer shall obtain the appro-
val of the Planning Director and Building Official.
2. Prior to issuance of any permits from Public Works the fully executed
developer's agreement shall be provided to the City, per the require-
ments of the City.
3. This development approval is for Phase I, Buildings One and Two, of the
Kaiser Development only.
The conditions and comments of my original May 14, 1985 memorandum also
apply as part of this approval. The following permits are required as part
of this development:
48 hours prior to beginning the work under each permit the developer
shall apply for and obtain the necessary permit. Also, the Developer
shall contact Phil Fraser at 433 -1856 to assure necessary inspection
services are provided.
1. Fire Hydrant /Service: (Permit fee $25.00 /per building) Prior to
approval of the fire hydrant permit, an approved plan through the Fire
Marshall and rating bureau shall be provided to the Public Works
Department. A stand -by charge will be assessed against the property
upon completion of these systems to private properties consisting of a
monthly stand -by charge per the City's schedule. This charge will be
part of the owner's utility billing.

2. Domestic Water Meters: (Permit deposit fees: One 1" meter $1,040; One
1i" meter $2,550) Special connection fees for water services are
waived per the developer's contribution to development of public mains
and proposed public streets. Manhole at storm station 6 +11 will be
integrated into catch basin #11 to provide oil /water separator func-
tion.
3. Proposed Public Storm Mains: (Street Use permit fee $25.00)
4. Storm Drain on site: (Street Use permit fee $25.00 /building)
5. Private Sanitary Side Sewers: (Permit fee $170.00 /building) As this
development has participated prior LID for sewers and also is par-
ticipating in the development of proposed public sanitary sewer system,
no special connection charges are recognized for the project.
6. Proposed Public Watermains: (Permit fee $25.00) This permit includes
raising of existing watermain fronting SR -181 to nominal depth of 36"
cover throughout (per AWWA). Prior to application for this permit the
developer shall submit six (6) sets of plans for raising the main adja-
cent to SR 181 for City review and approval. This plan shall include
indentification of appropriate R/W or easements for this public main.
7. Proposed Public Sanitary Sewer Mains: (Permit fee $25.00)
8. Private Sanitary Sewer Mains: (Permit fee $25.00) Building Two pri-
vate sanitary sewer main is covered by this permit only.
9. Curb cut /sidewalk /access: (This permit covers private development
only) (Permit fee $25.00 /building)
10. Proposed Public Roadway - Curb cut /access /sidewalk /channelization
(includes proposed roadway and rechannelization and franchised
undergrounding /streetlighting in SR 181) (Permit fee $25.00) This per-
mit covers all channelization in SR 181 except that portion of roadway
work which will be delayed due to time lag for WSDOT approvals for
signalization/ access /channelization /right -of -way approvals for signal
at SR 181 and S. 133rd St. (covered by next permit).
11. Signalization /Channelization at S. 133rd and S.R. 181: (Permit fee
$25.00) The consultant is currently preparing a preliminary design
report and signal permit application for WSDOT reviews /approvals. This
work is anticipated to be accomplished within the next 30 working days,
with final design approvals through WSDOT in December 1985 and
construction beginning in February 1986. Prior to issuance of this
permit the developer shall submit 9 sets of signal /channelization plans
for S. 133rd /S.R. 181 for City review and approvals (including warrant
analysis, approved WSDOT signal permit, revised limited access docu-
ments, necessary rights -of -way turnover documents, and reviews /approvals

by King County signal operations.) The development is obligated to
provide this work, including full signalization with pedestrian
crossings if warrants are met, immediately after approvals are pro-
vided.
12. The City's flood zone control permit: (Permit fee $100.00) Included in
the application for this permit shall be a copy of a fully executed DOE
Flood Zone Control permit.
13. Landscape /Irrigation permit: (Permit fee $25.00). The applicant shall
provide the City with four sets of landscape /irrigation plans for the
City's review and approval. Indicate on these plans DSHS approved, or
equal backflow prevention device.
Included in the documentation for this plan approval are the following
documents:
1. Access and circulation analysis and amendments by Wilsey & Ham. Latest
amendment dated 4/2/85.
2. Report of geotechnical investigation proposed 37 -acre development for
the Kaiser Development Company. Dated March 19, 1985.
3. Kaiser Tukwila Development public streets and utilities specifications
project #384421 prepared by MacKenzie Engineering, Inc.
4. Department of Ecology Flood Control Zone Permit #1- 5674 -2 dated 6/7/85
and comments dated 6/7/85 by Janet Jorg.

All work for proposed public street improvements shall meet APWA Washington
Chapter requirements and 1984 specifications for road, bridge and municipal
construction, Tukwila Municipal Code requirements and other standards as
identified in the special provisions of construction documents.
Prior to request for public utility /roadway turnover, the developer shall
satisfy all short plat /subdivision requirements by the Tukwila Planning
Department.
Per attached comments from Police: (attachment #6,Y), the traffic plan for
SR 181 and in the vicinity of South 133rd is preliminary only and addi-
tional design and review will be forthcoming.
Parking stall /lot requirements shall be review and approved through a
separate submittal to the Tukwila Planning Department prior to issuance of
any private site permits.

The approval of the minutes were deferred to the end of the meeting.
Minutes of the June 13, 1985, Planning Commission meeting.
Chairman Knudson called the meeting to order at 8:30 p.m. Other
Commissioners present were Mr. Coplen, Mr. Sowinski, Mr. Kirsop, Mr.
Orrico, and Mr. Larson. Representing staff were Rick Beeler, Moira
Bradshaw, and Becky Kent, Planning Department.
BOARD OF ARCHITECTURAL REVIEW
A. DR- 07 -85: Kaiser Develoopment, requesting approval of plans for 2
storm drain outfalls along the Green River located approximately
east of Interurban Avenue South and north of 48th Avenue South.
Mr. Beeler Summarized the staff report.
Joel Cazanza, Regional Vice - President of Kaiser Development Co. was present
to answer any questions.
Gary Thornton, MacKenzie /Saito & Associates, described the proposed storm
sewer outfalls.
MR. COPLEN MOVED TO APPROVE APPLICATION DR- 07 -85, WITH THE RECOMMENDATION
TO STAFF THAT THE SITE AREA SUBJECT TO EROSION BE HYDROSEEDED, AND ACCEPT
STAFF'S FINDINGS AND CONCLUSIONS IN THE STAFF REPORT. MR. LARSON SECONDED
THE MOTION, WHICH PASSED UNANIMOUSLY.
APPROVAL OF MINUTES
MR. KIRSOP MOVED TO APPROVE THE MINUTES OF THE MAY 23, 1985, PLANNING
COMMISSION MEETING, AS CORRECTED. MR. COPLEN SECONDED THE MOTION, WHICH
PASSED UNANIMOUSLY.
The Commission discussed the Planning Commission meeting, and the consensus
was to continue with the 8:00 p.m. meeting time.

AGENDA ITEM .
INTRODUCTION
The Kaiser Development Company is purchasing the property generally at the loca-
tion of the northerly intersection of Interurban Avenue South and what would be
48th Avenue South (the property generally south of the existing Par Gas facility
and north of the existing Time D C truck terminal). Development plans for the
property include phased construction of approximately a total of 490,000 square
feet of office and warehouse buildings spread over the 36.62 acre site. Currently
a landfill permit is in the final approval stages for the approximate 20 -acre por-
tion of the site adjacent to Interurban Avenue South. Development of Phase I will
closely follow the stabilization of the landfill. To serve the total development,
a storm water drainage system will include channelling all surface water into two
outfalls on the Duwamish River. These outfalls require a Shoreline Management
Substantial Development Permit which features Board of Architectural Review (BAR)
of the proposal, per TMC 18.60.030(2)(A). A Shoreline Management Permit
(85- 13 -SMP) is in process.
Guidelines for review by the Board of Architectural Review are contained in TMC
18.60.050, including the City's Shoreline Master Program.
1. BAR criteria 18.60.050(1)(a): "Relationship of Structure to Site"
Findings
The proposal for the Shoreline Management Permit and the Board of Architectural
Review is for two storm sewer outfalls into the Duwamish River at the north-
westerly portion of the site. This outfall design of concrete pipe and rock rip
rap is not within the context of a building to which this design criteria is
addressed.
Conclusions
Although the storm sewer outfalls are not normally considered within the purview
of this design review criteria, it appears that the outfalls are of adequate scale
in relationship to the site to provide minimal disruption of the river environment
and provide appropriate river bank stabilization for the river environment (TMC
18.60.050(1)).

Findings:
At this time within the shoreline environment buildings are not proposed, only the
two storm sewer outfalls into the Duwamish River. These outfall structures con-
sist of only the concrete pipe and rock rip rap riverbank stabilization.
Conclusions:
The storm sewer outfall structures do not fall within the context of this design
review criteria which relates to buildings. However, TMC 18.60.050(2)(b) requires
"Appropriate landscape transition to adjoining properties should be provided."
Submitted plans indicate only rock rip rap is proposed in the riverbank area to
stabilize the riverbank, while restoration of the existing vegetation or in the
construction area is not shown. Since subsequent phases of the development
include buildings and site improvements in the river envrionment and along the
storm sewer construction areas, it appears appropriate that at this point only
hydoseeding of the construction areas be required. Deferment of any other
landscaping requirements should be postponed to the evaluation of the Shoreline
Management permit for the development in this area. On this basis the proposal
conforms to TMC 18.60.050(2) and in particular subparagraph (B).
3. BAR criteria 18.60.050(3): "Landscape and Site Treatment"
Findings:
At this time the proposal contains no buildings. The proposal does include
construction of the storm sewer outfalls with rip rap riverbank stabilization
along the landward portion of the property.
Conclusions:
The design review criteria which does not address buildings includes TMC
18.60.050(3)(A), (C). The existing topographical features of the site remain
undisturbed, and the rock rip rap bank stabilization is an appropriate treatment
of the site (TMC 18.60.050(3)(A) and (C)). As mentioned earlier, it would be
appropriate for hydroseeding of the construction area to occur in order to stabi-
lize the exposed soils and riverbank. When actual development of buildings in
this portion of the site occurs, landscaping in addition to any existing trees on
the site will be considered.
4. BAR criteria 18.60.050(4): "Building Design"
Findings:
The proposal of the storm sewer outfalls is the exclusive consideration at this
time. Buildings are not included, but will be featured in subsequent development.

Conclusions:
Most of the design review criteria in this section do not apply, since the storm
sewer outfalls are not buildings, per se. However, the outfall pipes and rip rap
riverbank treatment is difficult, if not impossible, to screen with landscaping, or
other measures from view from properties across the river. Hydroseeding of the
construction area, including the rock rip rap, will eventually provide groundcover
to adequately disguise the outfall structure (TMC 18.60.050(4)(F)).
5. BAR criteria 18.60.050(5): "Miscellaneous Structures and Street Furniture"
Findings:
As part of the overall development of the site, the storm sewer outfalls provide
drainage of surface water into the Duwamish River. These structures will consist
of concrete pipe and rock rip rap where the pipe does not protrude beyond the
topography of the riverbank.
Conclusions:
The materials of the storm sewer outfalls appear to be appropriate and in harmony
and in scale with the ultimate development of the property and the surrounding
river environment (TMC 18.60.050(5)(A)). Lighting and other structures are not
proposed (TMC 18.60.050(5)(B)).
PRELIMINARY RECOMMENDATION
Based upon the above the Planning Department recommends the approval of the appli-
cation subject to hyrdoseeding of the construction areas.

EXPLANATION OF PHASE I WORK WITHIN 200' SHORELINES AREA
Phase I will consist of two buildings with approximately 120,000 sq. ft. of
total building footprint area. All Phase I buildings and related construction .
will be well outside the 200' shorelines area with the exception of two storm
water outfall structures and related underground storm water pipes. The
plans submitted with this application illustrate the extent of work within the
200' shorelines area. The exact size and location of detention systems have
not been developed, however these systems will be designed to City of Tukwila
private development standards.

PROPOSED TRAFFIC CONTROL FEATURES:
.Signalized primary access drive at Interurban /133rd intersection. Existing
channetization is adequate. Restripe intersection and approaches.
Signalization of the S.R. 599 off -ramp intersection is not warranted
according to MUTED guidelines.
.Coordinate with METRO regarding installation of signal supports, using
interim span wire design for initial signal installation.
.Pursue access easements across Seattle City Light right -of -way for both
connections to Interurban Avenue.
.Operate interim roadway section across Seattle City Light right -of -way
until completion of METRO project, then construct final committed roadway
section.
.Coordinate with NSDOT to seek permit to cross limited access line at
primary drive. Dedicate internal roadways as city streets.
,Restrict secondary access drive to right turn movements only, using median
C -curb, channelized island, and signing as needed.
'Allow for spine road connections to and from the southeast to serve traffic
associated with adjacent parcels.
.Restore full turning movement capabilities at secondary access upon
channelization or widening of Interurban Avenue.
