The Board attached the additional condition of exterior glazing not exceeding 20% reflectivity. Enclosed please find the comments on the environmental review by King County. Nothing significant is raised, but the City will incorporate these considerations in the grading permit and /or building permit review process. Consideration should be given to designing additional detention capacity. Detention facility design should include provision for regular maintenance. The ponding areas mentioned in the Environmental Checklist (page 8) do not appear on the drainage plan. While these features may provide the needed detention capability, it was not possible to determine if this was so from the information provided. 3) The failure of the drainage plan to incorporate any oil /grease separators is a serious shortcoming. It is not appropriate to rely on the adjacent property owner's facilities to deal with problems generated on -site. All surface water leaving the site should pass through at least one on -site oil /grease separator. The easiest way to achieve this would probably be to install a large capacity separator at the Catch Basin #2 location. No traffic or land use issues were identified during the review process. Published: : Record Chronicle, July 28, 1985 Distribution: Mayor City Clerk Property Owner Applicant Adjacent Property Owners Applicant AGENDA ITEM CITY OF TUKWILA PLANNING DIVISION DR- 11 -85: SOUTHGATE ASSOCIATES PLANNING COMMISSION STAFF REPORT INTRODUCTION Southgate Associates propose a 51 -foot 4 -story office building in the C -2 zone at approximately 15449 53rd Avenue South. This zone permits 35 -foot or 3 story buildings unless a deviation is granted by the Board of Architectural Review (BAR). An 11 -foot deviation was approved by the Board in 1980 on this property, however, the new proposal must be reviewed on its own merits. FINDINGS 1. The subject site is hilly and slopes downward about a 63% grade on the north side into a wooded area and a creek (Exhibit A). The building height is 56 feet on the east side with three stories and a daylight garage. On the west side, it is 44 feet and three stories. The overall average building height is 51 feet, and TMC 18.06.780 defines the garage as a story,.thereby creating a 4 story building. 2. Per TMC 18.50.020, the height limit in the C -2 zone is three stories or 35 feet. Exceptions to this limitation up to 115 feet may be granted by the BAR per TMC 18.50.030 and .040 subject to the review criteria of TMC 18.60.050. 3. The BAR approved a 46 -foot building on the site on July 26, 1984 (Questar Development, DR- 7 -80). The current project will be glass and brick or stucco (Exhibit B). No addi- tional information is given regarding its exterior finish material. The design has taken into account previous BAR conditions regarding access. An easterly entrance via a cul -de -sac is proposed (Exhibit A). The filed environmental checklist (EPIC - 279 -85) states that "existing signifi- cant trees at perimeter will be saved and no trees will be removed in the natural area." A area along the north portion of the site will be retained in its existing condition. 4. The environmental checklist mentions that exterior lighting will be located in parking areas and used for building security. A Determination of Non - Significance was issued for the proposal per the State Enivironmental Policy Act, (EPIC- 279 -85). Therefore, final action on the pro- posal is prevented until the August 8, 1985, public meeting. CONCLUSIONS In reviewing the application, the BAR shall use the following guidelines per TMC 18.60.050 to reach its decision: 1. Criteria TMC 18.60.050(1): Relationship of Structure to Site The proposed building will have little impact on existing view corridors due to the higher elevation of westerly properties and lower elevation of northerly, easterly and southerly properties. The structure will be taller than other buildings in the nearby surrounding area. More than adequate tran- sition with Southcenter Boulevard (north side of the site) is accomplished by the preserved vegetation. - 1.1 a- 19. Pedestrian links should be incorporated in the site plan. Servicing the building is via the basement and normal building entrance. 2. Criteria TMC 18.60.050(2): Relationship of Structure and Site to Adjoining Area The restricted access to an easement cul -de -sac on the southeast corner of the site and through existing development to Southcenter Boulevard avoids conflict with 51st Avenue South and S.R. 518 traffic. The existing roadway appears adequate to handle the expected traffic. The building design is generally harmonious with existing surrounding development. Some question of the overall massing of the building exists, emphasized by the high visibility of the building and site, but the visual impact appears reasonably harmonious with the area. Outside of the previously mentioned landscaping transition to adjacent streets, adequate landscaping is provided along the easterly property line. This landscaping should effectively transition the proposal to existing adja- cent commercial development. Less landscaping is provided along the southerly property line adjacent to a small lot. Additional trees of 2 -inch caliper should be planted at 30 foot spaccing to accomplish transition in this area. Page -3- Planning Commission DR- 11 -85: SOUTHGATE ASSOCIATES July 25, 1985 Provided pedestrian linkages are provided to 51st Avenue South and Southcenter Boulevard appropriate pedestrian circulation will occur. These linkages will enable people to access the site from these streets. Vehicular access is adequate, though not optimum due to circulation through adjacent commercial development. Other access alternatives do not exist due to state restrictions on 51st Avenue South and Southcenter Boulevard. 3. Criteria TMC 18.60.050(3): Landscape and Site Treatment The high visibility created by the existing topography of the site warrants special sensitivity of the landscaping and site treatment. This is accomplished by the aforegoing recommended changes in the landscaping planb and the retention of the northerly area of the site and other significant trees. Landscaping, as recommended, will enhance the building's design. Visual "...vistas and important areas..." have not been identified, but should be, in order to enhance those that exist. Criteria TMC 18.60.050(4): Building Design The crisp rectalinear lines of the proposed building is within the design con- text of existing buildings and the prominent topographical point it will occupy in the area. Emphasis on the horizontal is made by the bands of win- dows around the stucco building. Samples of the glass material (reflective ?) and paint color(s) are needed to complete evaluation of the proposal. Mechanical equipment is shown on the plans to be located in the basement, not on . the roof. However, elevator equipment may be required on the roof, which should be clarified by the applicant. The exterior outline of the building is appropriately broken up to form visually interesting and non - repetitive facades. Illumination should contri- bute to this design and the landscaping plan. The applicant has since discussed with staff the concept of substituting photinia plant material for the originally proposed ivy along the cyclone fence. Because the photinia is a rapid growing shrub material which will eventually exceed or meet the height of . the fence, this seems to be a reasonable approach to screening the facility from the river environment. The overall effect will eventually be a hedge interspaced with deciduous trees which is sensitive to the use and enjoyment of the river and future abutting public trail. Staff recommends approval of photinia plant material along the Green River portion of the site. r ,.
