An Ordinance of the Town of Tukwila amending Qrdinaiice No. 251
by adding to Chapter 4, Section 4 -32.
BE IT ORDAINED BY THE TUKJdILA TAN COUNCIL:
Section 1. That Ordinance No. 251 be amended by adding to
Chapter 4, Section 4 -32.

Special Use Permits for Public Utilities
Public utility buildings, telephone exchanges, sewage pumping
stations, electrical distribution sub stations, and similar
uses necessary for the operation of a public utility may be
permitted by the issuance of a special public utility use
permit by the Town Council after it has considered the recom-
mendation of the Planning Commission. The Planning Conznission
shall hold a public hearing upon the application of any public
utility for such a permit. The cost of publication of any
notice of any such hearing shall be borne by the applicant.
Such uses may be permitted in the R -A and C -N districts, pro-
vided the following requirements are compiled with, the abutt-
ing and nearby properties are not detrimentally affected, and
the purposes and objectives of the comprehensive plan and this
ordinance are furthered and not violated:
A. If the installation is housed in a building, the building
must conform architecturally with the surrounding build-
ings or with the type of buildings that will develop due
to the zoning district.
B. An unhoused installation on the ground or a housed instal-
lation that does not conform to the architectural require-
ments of paragraph A above, must be sight screened with
evergreen trees, shrubs and landscaping planted in suffic-
ient depth to form an effective and actual sight barrier
within five years.
C. An unhoused installation of a dangerous nature such as an
electrical distribution sub- station shall be enclosed with
an 8 foot high open wire fence.
D. All buildings, installations and fences shall observe the
set -back requirements for buildings in the zone in which
they are located end in the R -A zone the side yard require-
ments shall be 20 feet.
E. In the R -A district the level of transformer noises from
electrical distribution sub stations measured at the pro-
perty line shall normally not exceed 60 decibals when
measured with the A or 40 db characteristic by sound levels
meter meeting the requirements of A.S.A. Standard "G 24.3"
-1944. This limitation does not include streets, highways
or other public roads or alleys. Furthermore, the sound
level will be permitted to reach 65 db when measured with
the A characteristic for a portion of the property boundary
not exceeding 10 percent of the perimeter not bounded by
streets or highways, other public roads or alleys.
F. A complete plot plan and elevations showing the entire
development, and photographs showing the location and
character of all adjoining land improvements, and data
showing the :Weans employed to comply with Paragraph E
above, must be submitted to the Planning Commission with
the application for a permit.
Section 2. This ordinance shall be in full force and
effect from and after its passage, approval and publication as
provided by law.
