MINUTES
Council President Stoknes called the Tukwila City Council
Committee of the Whole Meeting to order.
MABEL J. HARRIS, JOE H. DUFFIE, MARILYN G. STOKNES (COUNCIL
PRESIDENT), JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B.
MORIWAKI.
Mayor Gary Van Dusen, Maxine Anderson (City Clerk), John Colgrove
(City Attorney), Alan Doerschel (Finance Director), Jack Pace
(Senior Planner), Vernon Umetsu (Associate Planner), Don Williams
(Parks and Recreation Director).
A gentleman in the audience stated the greensat Foster Golf
Links are not being maintained properly and golfers are
going elsewhere to play.
Vernon Umetsu, Associate Planner, presented background information
on the proposed annexation area. He stated the Planning
Commission has conducted a public hearing to establish the
comprehensive plan map and pre- annexation zoning map designations
for the Casecade View annexation area.
COUNCIL PRESIDENT STOKNES OPENED THE PUBLIC HEARING AT 7:08 P.M.
David Livermore, 13212 31st Avenue South, stated he was chairman
of the Task Force. The Task Force arrived at a consensus on the
zoning that would be desirable. They would like parcels 6 and 8
changed and have it remain single family.
Leroy Alsop, 14410 Military Road, stated he is surrounded by
high density. He would like the little triangle left commercial.
Adele Scott, 13020 34th Avenue South, stated she was on the Task
Force. On Sites 6 and 8 it was recommended single family.
Most of the neighborhood would like it to be single family. One
hundred and seventeen signatures were obtained in favor of single
family zoning. It was felt the Planning Commission ignored the
desires of the oeonle in the area. The Task Force included about
twenty -eight members.
Bernardo Salle, 5611 S. Ryan Street, stated he was owner of
Sites 6 and 8. Site 8 was zoned by King County as commercial
several years ago. He bought the Property with that zoning. He has
invested a lot of money in the property for a four -Flex. It is
not an ideal spot for single family residences. The zoning of
the Task Force gives him duplex zoning. He does not know why they
picked on those two Pieces of property. The Superior Court says
if property is downzoned the property owner will be reimbursed.
He stated he would like another piece of property to be reviewed,
14005 37th Avenue South. It is across the street from the
multi family on 37th and next to the Lutheran Church. He would
like that zoned P -0.
Richard Simpson, 13832 37th, stated 37th and 140th is next to
the Church, but single family is on all four sides except for a
four- plex.. If Site #6 is made multi family it will impact the
traffic.
Ron Preen, 3116 South 133rd, stated he lives across the street from
a rental and it is a busy street. The rentals are not kept un by
the tenants. If an area is multi family it is a block lost to a
neighborhood. The neighborhood is tired of "junk" rentals.
Vernon Umetsu, Associate Planner, entered as Exhibit 1 a letter
from Robert L. Boe, 13514 35th Avenue South. The letter was read
and Mr. Boe stated he was extremely disturbed at the ruling set
down by the planning Commission. The Task Force spent hours on the
project and everyone wanted the area zoned single family. The
Planning Commission ignored this petition and wanted it zoned for
other than what the people wanted. It is honed the City Council
will respect the wishes of the People.

Bernardo Salle, 5611 S. Ryon Street, stated the people seem to
forget three schools have been closed in the area. Cascade is
again open. The north Riverton area on the east side is going througl
industrial development, A &W Root Beer, a gas station and a shopping
complex are going in. This will all generate traffic. This
will all be detrimental to single family zoning.
A lady in the audience, stated she lives at 13057 34th Avenue
South, and has been living there for 12 13 years. It is a single
family community and the residents there would like to keep it
that way. Bringing in apartments and four- nlexes is not what the
neighborhood wants. It is hoped when the area becomes part of
Tukwila the City will show interest in the community. Tenants
who rent and live in apartments are transitory. Time and money
have been invested in the homes in the area. She will likely move
out if it becomes a "fringe area."
There being no further comments, COUNCIL PRESIDENT STOKNES CLOSED
THE PUBLIC HEARING AT 7:47 P.M. The next public hearing on the
matter will be on October 16. A decision will be made on the zoning
and it is possible a workshop will he held in the interim.
Council President called for a five minute recess.
Council President Stoknes called the Committee of the Whole Meeting
back to order with Councilmembers Present as previously listed.

Council President Stoknes read the list of prioritized items
for desired funding:

Don Williams, Parks and Recreation Director, explained each of the
above listed items.
George Malina, audience, asked if the nutrition coordinator will
be a licensed individual.

Don Williams /the nutrition coordinator will not prescribe medication.
A release will be asked from those served by the nutrition coordina-
tor.
Steve Lawrence, 4461 South 144th, asked if the handicapped door
opener for City Hall in the amount of $6,000is really necessary.
Couldn't a bell be out in at less expense and then someone could
come and open the door for a handicapped person.
John McFarland, City Administrator, stated a bell could not be
heard. Research is being done to bring the cost on the door down.

Mayor Van Dusen reported administration has received a proposal
from King County administration to take over Southgate Park,
Crestview Park, Allentown Park (as soon as possible); South Central
Pool (July 1990) and Fort Dent Park (January 1991 with no CID

Mayor Van Dusen suggested the City not tie all together but review
each item separately.
Councilmember Harris stated the acquisition of Fort Dent would be
a constant monitary drain. She suggested the City take the three
neighborhood parks. The City would clean them up and improve the
appearance.
Councilmember Duffie agreed with Councilmember Harris. Fort Dent
will always be in Proximity of Tukwila and available for citizens
to use whether it is owned by the City or King County.
Councilmember Moriwaki stated he would still like to see the City
acquire Fort Dent so we would have control over it. The three
parks are passive narks. They will require a lot of work as the
County has not maintained them.
Councilmember Robertson suggested a letter be sent to County
administration stating Fort Dent and the South Central Pool will be
considered when King County takes formal action on them and then
they will be considered separately. The Council concurs in the
acquisition of the three small parks as soon as Possible.
John McFarland, City Administrator, stated the City would also
want to communicate that any decision on the park and pool not be
made until 1991.
Alan Doerschel, Finance Director, presented revenue generation
alternativesand enhancements which would provide an opportunity to
fund new Programs or existing programs if current revenue
sources decline for any reason. There is no proposals to change
or increase revenues at this time.
The proposals are: Business and Occupation Tax (B Utility
Taxes; Proposed New State Options (Streets); and Revenue Enhancements
in Building, Zoning, Land Use Fees, Business Licenses; Other Fees
would include gambling excise taxes, recreation program fees, false
alarms, and miscellaneous permits and fees. The Golf Course,
Water, Sewer, and Surface Water fees are not a part of this analysis.
Councilmembers reviewed what surrounding cities are doing
to generate needed revenue. Councilmember Moriwaki stated the
City of Seattle charges by the hour in the Planning Department.
Councilmemher Robertson stated he would like to see ordinances from
about three cities on the utilities taxes. The best sources seem
to be B &0 tax, utilities tax, and business license tax. This
information should be obtained so it can be considered for the
1990 budget.
Councilmember Hernandez stated she would think the City would have
to he really desperate before some of the methods for generating
money were used.
Mayor Van Dusen reported and distributed new forms that will he
used for handling complaints and inquiries. The Person making the
contact will be contacted within forty -eight hours and advised that
his inquiry is being worked on.
City Attorney Colgrove reported a lawsuit in behalf of
Mr. Halvorson has been served on the City.
The Worldwide Video matter is still pending.
