We have planned to use the Rittering system over a gravel base for the fire lane
along the river for the Brock Residence Inn site. The owner, Mr. Larry. Culver has
asked us to explore some alternatives to this method. I have prepared a sheet with
some alternatives that may be practical and cost effective. I have informed Mr.
Culver that I do not feel that the Fire Department would have any objection to a
modification as long as the base will still adequately support a fire truck. Gravel
base in this set of alternatives has not changed.
Please review these alternaties and provide any feedback you my have.

In response to your proposal of November 16, 1984, the City of Tukwila will
agree to conditional occupancy of the gatehouse and buildings one through
nine under the following conditions:
1. All underground shall be complete and approved by the City, including
water, sewer, fire main and hydrants, storm sewers.
2. All dike improvements shall be complete and approved, except the fire
lane in the Phase II area may be maintained with minimum 6" rock bed or
approved driving surface until that construction is complete.
3. All street improvements and curb cuts shall be complete and approved.
4. All public sidewalks shall be installed and approved, except a 150%
cash bond or letter of credit may be provided for a portion along
Strander Blvd.
Phase I
1. Phase I shall be complete per plans. Bonding of part of the
landscaping would be subject to the approval of the City at that time.
2. A "thruway" for Fire and Emergency vehicle access shall be provided on
the dike and through the parking lot area in Phase II, and be main-
tained in a form and condition acceptable to the Fire Marshall. The
proposed 6" rock base may or may not be adequate.
3. Fencing will be allowed; providing 24 hour emergency access to all .
areas is available to the Fire Department and Police Department.

Dear Ms. Rankin:
Enclosed are plans for revisions to this permit which are hereby approved
by the City per WAC 173 -14 -064. Please incorporate the revised plans into
the permit.
Based upon the existing documents contained in this permit we determined
the revisions are within the "scope and intent" of the permit for the
following reasons:
1. The storm water system originally planned for the site featured boring
under Strander Boulevard to connect to the existing storm sewer system
running along the south side of the street. This existing system has
an outfall into the Green River and limited capacity.
Final drainage calculations and evaluation of the size of the existing
system determined that the undesirable result would occur of flooding
of the intersection of Strander Boulevard and the West Valley Highway.
Therefore, the engineer and City agreed that the proposed revised
system is preferable.
Instead of adding water to the existing system on the south side of
Strander Boulevard, a new system will be installed along the north side
of the street. This is within the "scope and intent" of the existing
permit.
2. Along the shoreline of the Green River is an existing dike under the
jurisdiction of the King County Hydraulics Division. From the concep-
tion of the proposal the City and applicant were aware of the County's
requirements to repair and /or construct additional portions of the dike

to conform to flood control regulations. At the time of issuance of
the shoreline permit the. survey of the dike topography was not
completed, therefore the permit was issued with the condition of
"...site plan revision per King County Hydraulics Division and City
requirements." It was known and recognized by all parties and stipu-
lated in the Planning Commission's review that the County would require
work on the dike to perhaps raise its level but certainly to establish
the customary "dike maintenance road."
Once the field survey results were evaluated with the County the final
configuration of the dike was determined. The County and City Fire
Department required widening the dike from 15' to the needed 20' to
accomodate maintenance and emergency access and completion of the dike
around the property. This involved approximately 320 cubic yards of
landfill. Based upon our knowledge of the needed improvement we feel
this lies within the "scope and intent" of the "King County Hydraulics
Division and City requirements."
3. The northerly border of the site abuts the existing Seattle Bowlake
Water pipeline easement. The aforementioned dike improvement requires
installation of a concrete retaining wall to protect the easement.
Seattle does not want additional landfill over the pipeline.
Recent conversations with Seattle clarified the need for the retaining
wall to comply with County and Seattle requirements. The potential of
this requirement over other alternatives was known when the shoreline
permit was issued, but couldn't be determined at that time until the
dike was surveyed. Now that all of the needed information has been
pulled together, the retaining wall is clearly needed. This is within
the "scope and intent" of the permit.

STAFF REPORT
INTRODUCTION
Inn Ventures proposes to construct a 144 uni motel complex to be known as Brock
Residence Inn at the northeast corner of Strander Blvd. and West Valley Highway,
and adjacent to the Green River. Due to the shoreline location a Shoreline
Substantial Development Permit pursuant to the State Shoreline Management Act is
in the process of review. In addition, TM 18.60.030(2)(A) requires Board of
Architectural Review of the design and site plan.
FINDINGS

1. TMC 18.60.050(1) Relationship of Structure to Site:
The proposed site plan features appropriate pedestrian facilities and
recreation facilities on site as well as visual break -up of the large amount
of parking required for the facility. Building height is confined to 2 -3
stories which appears to be appropriate for the.area.
2. TMC 18.60.050(2) Relationship of Structure and Site to Adjoining Area:
Surrounding Development is a mixture of architecture and building materials.
Therefore, the proposed cedar siding, masonite stuccato board, and concrete
tile roofs will be in contrast with and appears beneficial to the site and
surroundings. The landscaping, although conceptual, indicates appropriate
transition from adjoining land uses and properties. Access to and from the
property and on -site circulation is efficient and convenient for the proposal,
but will require meeting Public Works Department concerns and requirements for
adequate circulation on Strander Blvd. and West Valley Highway. This may
involve dedication of additional right -of -way in West Valley Highway.
3. TMC 18.60.050(3) Landscape and Site Treatment:
The essentially level characteristic of the site produces little opportunity
for grade changes to increase visual interest on the site. However, the
siting of the buildings and landscaping appears to create sufficient visual
interest by capitalizing on the riverfront. Landscaping, although conceptual,
appears to inhance the proposed buildings and outdoor recreation facilities.
Service areas and /or facilities are confined to the Gatehouse and the building
adjacent to the pool. Exterior lighting details were not provided at the time
of drafting the staff report.
4. TMC 18.60.050(4) Building Design:
Due to the existing character of the surrounding development the proposal will
stand out in the area as a distinct and unique architectural statement.
However, the scale of the buildings is appropriate, and the building design
appears to be within the context of the proposed use as a motel for short or
extended stays by. families, businessmen, etc. Building design and character
appears, essentially the same as one might expect in a large residential home.
The buildings will be painted an ivory, off -white color trimmed in a dark
brown, with a medium brown colored roof. This color scheme seems to be
generally compatible with surrounding development. Exterior lighting fixtures
were not included in the proposal.
The 19 motel units are the same design and configuration. While the orien-
tation of the buildings is altered by change of position, the impression of
some appreciable monotony of design is reasonably apparent. A commendable
attempt has been made to arrange the buildings to create small courtyards
oriented internal to the project, away from the parking lots and river. This
creates a diversion of spaces available to patrons and presentation of

slightly different facades to the parking lots, river, and adjacent develop-
ment and adjacent streets. However, the reasonable conclusion that visual
interest is not provided by variety is very apparent.
5. TMC 18.60.050(5) Miscellaneous Structures and Street Furniture:
External lighting and street lighting details were not provided at the time of
writing the staff report. Therefore, analysis is precluded at this time.
RECOMMENDATION
Based upon the above, staff recommends the Board of Architectural Review approve
the application as submitted subject to:
•
1. Submission of exterior illumination and street lighting for review and appro-
val by the Planning Department pursuant to the criteria of TMC 18.60.050.
2. Redesign of some of the units to minimize monotony of building design and to
create variety of visual interests. This revision shall be reviewed and
approved by the Planning Department per TMC 18.60.050.
3. Planning Department review and approval of the final landscape plan for con-
formance to TMC 18.60.050 and particularly 18.44.130(2)(C)/140(2)(C)(iii).
4. Site plan revision pursuant to the King County Hydraulics Division, City
Public Works Department and zoning requirements.
5. Access and street right -of -way improvements approved by the Public Works
Department per applicable City ordinances and standards.
Should the Board of Architectural Review find the building design for the proposal
to be acceptable, staff recommends the remaining conditions (1, 3, 4, and 5) be
applied.
NOTICE OF APPEAL
Tukwila Municipal Code Section 18.90.020 specifies that any party agrieved by the
decision of the Planning Commission or Board of Architectural Review may appeal
that .decision to the City Council by filing a written appeal to the City Clerk
within 10 days of the Commission or Board's decision. The written appeal shall
state the reasons for the appeal, and the City Council may affirm, deny, or modify
the decision within 90 days of filing of the appeal. The City Council may hold a
public hearing on the appeal.

Notice is hereby given that Inn Ventures, Inc. who is owner of the below
described property has filed an application for a substantial development
permit for the development of a.144 unit hotel complex located at the NW
corner of Strander Blvd., and the West Valley Highway within NW* of
section 25 of township 23 N., Range 4E W.M., in Tukwila, Washington.
Said development is proposed to be within Green River and /or its associated
wetlands. Any person desiring to express his views or to be notified of

1. Purpose. (a) Grantee shall have the right to
construct, operate, maintain, repair and replace an under-
ground electric transmission vault (hereinafter referred to
as the `transmission vault') beneath the surface level of
the above - described Parcel A and any and all necessary
appurtenances thereto including but not limited to under-
ground conduits, cables, coemma :cation lines, manholes,
switches, transformers and similar facilities; provided,
t�nw.v.r, that any and all appurtenances which enter or
attach to the transmission vault shall be underground. No
portion of the transmission vault, or any appurtenances
thereto shall extend above the surface of the surrounding
ground elevation.
(b) Grantee shall have the right to construct,
operate, maintain, repair and replace an underground 11S,
kilovolt power line duct bank (hereinafter referred to as
the 'duct bank') beneath the surface level of the above-
described Parcel Bs provided, that the Grantee shall nbt
construct, operate, maintain, repair or replace said
facilities with a duct bank exceeding the presently is -
stalled duct bank which consists of four (4) ducts of

hereto. No portion of the duct bank shall extend above
the surrounding ground elevation.
(c) Following the initial construction of the
transmission vault and /or duct bank, the Grantee may from
time to time improve or reconstruct the facilities as it
may be required; provided, however, that any such improve-
ment or reconstruction shall be subject to : the terms and
conditions hereof. All uses of the Property or any portion
thereof except those authorised in this Section 1 are
prohibited.
2. ACCESS. The Grantee shall have the right of
access to the Property over and across that portion thereof
immediately adjacent to the West Valley Highway. Access to
the Property across the real property owned, leased or
possessed by the Grantors, or any of them, from any other
direction is prohibited; provided, however, that special
access permission shall be granted for emergency circum-
stances. The Grantee shall compensate the Grantors for any
damages to the Property or the Grantors' adjacent real
property, or their interests therein, caused by the exercise
of said right of access. The Grantee shall erect and main-
tain appropriate warning signs or other identification
markers which shall adequately advise anyone approaching or
involving himself with the Property, the transmission vault,
duct bank or their appurtenances of the potential hazards.
The sums of the Grantee, its address and telephone weber
% shall he clearly set forth on all signs and ideotificatiss
washers with respect thereto.

3. OBSTRUCTIONS; LANDSCAPING. Following the
installation of the Grantee's facilities or any part thereof,
the Grantors, or any of them, may from time to time under-
take any and all actions necessary to improve the Property
so as to bring it to conformity with the development of and
improvements on property owned, leased or possessed by the
Grantors, or any of them; provided, however, that the
Grantee may, from time to time, remove trees, bushes or
other obstructions within the Property and may level and
grade the Property to the extent reasonably necessary to
carry out the maintenance, repair, or replacement of the
improvements within the Property; provided, further, that
following any such work by the Grantee, the Grantee shall,
at its sole cost and expense, undertake and complete such
action as may be necessary to restore the Property to the
condition it was in immediately prioL to such work and so as
to bring the Property into conformity with the development
of and improvements on the surrounding area owned, leased or
possessed by the Grantors, or any of them. Following the
installation of the Grantee's underground facilities, or
after the expiration of one hundred eighty (110) days from
the data hereof, whichever shall first occur, the Grantors,
or any of them, may undertake any improvements to the
landscaping of the Property and the construction of improve.
