TO SHORT SUBDIVISION COMMITTEE MEMBERS

SUBJECT: Meeting of May 31, 1984
The Committee will meet next Thursday, May 31st at 1:00 p.m. in City Hall
Conference Room #3 to discuss the following applications:
Application 84- 16 -SS: W.H. Westergard Short Plat
A 40,045 square foot parcel is proposed to be subdivided into three lots of
11,432 square feet, 20,869 square feet and 7,744 square feet respectively.
The property is bordered by 59th Ave. S. on the west, S. 147th St. on the
north, 59th P1. S. on the east and a private access strip along the south.
The residence and garage of the applicant exist on the new Lot 2. An
existing barn is located on new Lot 3. Current zoning is R -1- 7.200. .
The barn on Lot 3 lies along the easterly property line - a nonconforming
situation which appears to be legal. Otherwise, the required building set-
backs. of TMC 18.50 are met, as well as the standards for lot width and
area.
Since the southerly private access strip is not available to the applicant,
access is confined to the aforementioned public streets.
All utilities are .available in 59th Ave. S. and S. 147th St. Only
electricty is located. in 59th P1. S. A 5 -foot utility easement exists
along the south side of Lot 2 extending to Lot 3 from 59th Ave. S.
Therefore, adequate utilities exist or can be extended to serve each lot.
Application 84- 19 -SS: Alpine Homes Short Plat
The property owner at 14457 59th Ave. S. proposes to divide the 20,880
square foot parcel into two lots of 11,192.5 square feet and 9,688.09
square feet respectively. Lot 1, containing the existing residence, abuts
59th Ave. S. wherein are contained utilities. Lot 2 accesses to this
street via a proposed 20 -foot access and utilities easement across Lot 1.
A fence is located on, along and over the common northerly property line.

Existing zoning of the property is R- 1 -7.2. Lot area, setback and dimen-
sional requirements of TMC 18.50 are met for both lots.
Complete utilities, storm drainage and fire hydrants per TMC 17.08.070.1
are not shown on the proposal. However, storm and sanitary sewers are
available in 59th Ave. S. A fire hydrant is located approximately 100 feet
north of the property in this street.
One issue to be resolved in this application is the adequacy of the 20 -foot
access easement for'Lot 2. TMC 17.24.030 requires a minimum of 30 feet for
private access roads. TMC 17.24.040.1 allows an "alley" of 20 feet in
width. An access easement is not defined in TMC 17.04. Therefore, the
adequacy of the proposed easement is subject to Committee approval and
variance per TMC 17.24.040.1 and TMC 17.08.070.2.
The final issue resolution is the adequacy of the submitted title
report. TMC 17.08.040.2.c requires the report be "...dated within 30
calendar days of..." submittal. The submitted report was issued 46 days
before filing the short plat application. Accordingly the adequacy of the
report is subject to determination by the Short Subdivision Committee.
Application 84- 20 -SS: City of Tukwila Short Plat
A 1.88 acre parcel is being subdivided by the City into two lots of
38,281.89 square feet and 43,564.71 square feet respectively. The property
abuts 57th Ave. S., and the owners' residence exists on the larger lot (lot
B). This lot will be retained by the owner, while the smaller lot (Lot A)
will be sold to the City for siting of the North Hill Reservoir.
Current zoning is R -1 -20, and the proposal conforms to the requirements of
TMC 18.50 regarding lot area and dimensions and building setbacks.
Right -of -way in 57th Ave. S. is 40 feet which is 10 feet less than "local
street" standards of TMC 17.24.040.1. The Public Works Department does not
recommend dedication of additional right -of -way. Final resolution rests
with the Short Subdivision Committee.
A 20 -foot access across Parcel B is provided to another property. This
existing situation does not conform to TMC 17.24.030, however is not criti-
cal or before the Committee.
Storm sewer and water facilties exist in 57th Ave. S. The North Hill
Reservoir will be a needed enhancement and upgrading of the water system in
the area. Septic tanks are common in the area and in use on the subject
property. The exact location of the septic tank drainfield on Lot B is not
shown in the proposal. This should be verified prior to signing the short
plat.
