INTRODUCTION
The City of Tukwila is applying for a determination by the Planning Commission of
the parking requirements for the proposed Crestview Park improvements. Parking
requirements for "public facilities" are not specified in the Zoning Code but are
deferred to the Planning Commission for determination.
FINDINGS
1. TMC 18.56.050 stipulates that the Planning Commission shall determine the
parking requirements for "public facilities" such as the City's proposed
Crestview Park at the intersection of S. 158th St. and 51st Ave. S.
2. In the attached exhibit the Parks and Recreation Department outlines two
phases for improvements in the park. Facilities proposed for Phase I
include:
1 tennis court
1 multi- purpose court
9 picnic tables
1 temporary restroom
3. Parking demand for public parks is generally addressed in the National
Recreation and Park Association publication, Recreation Park and Open Space
Standards and Guidelines. This publication defines Crestview Park as a
neighborhood park needing a minimum of 6 parking spaces. More specific park
parking standards are either not available or unknown to staff.
4. Based upon existing patronage of City parks the Parks and Recreation Director
predicts a normal daily parking need of up to twelve stalls.
CONCLUSIONS
1. Lack of specific parking standards from the field of parks and recreation for
public parks encumbers the Planning Commission's decision. It appears parking
is provided on a community -by- community experience basis. Cities may vary
widely on usage of public parks, thereby preventing easy standardization of
parking needs according to specific facilities in the parks.

2. The Planning Department therefore is left with the traditional analysis of the
uses proposed, reasonably expected frequency of patronage and need at full
usage. But this only provides a framework of reference for the Commission.
A reasonably expected frequency of patronage, based upon experience in the
City, would indicate a parking demand of:
1 tennis courts - 1 car
1 multi - purpose court - 2 cars
9 picnic tables - 4 cars
1 temporary restroom 0

Full usage of the park could generate a need for:

potential total - 18 cars
3. The difference between the predicted need of 7 parking stalls and potential
need of 18 stalls can be resolved per the City's experience with existing
parks. But the presence or absence of on- street parking is an influencing
factor. In this instance the grade and alignment of S. 158th St. prevent safe
and desirable use of the right -of -way for spill -over parking.
The frequency of full utilization of the park is expected to be approximately
6 weekends during the peak summer months. Even then the Parks and Recreation
Director anticipates a need of only 12 parking stalls based upon normal
vehicle occupancy on weekends.
This prediction appears reasonable to the Planning Department and is our
recommendation. A total of 12 parking stalls should adequately serve
Crestview Park.
RECOMMENDATION
Based upon the above, it is recommended that 12 parking stalls be required for
Crewtview Park Phase I.
