INTRODUCTION
The Tecton Company owns the Riverview Plaza development on the west side of the
Green River opposite Christensen Road and Baker Boulevard. On the easterly por-
tion of the property, adjacent to the Green River, is located an existing trash
enclosure to which the applicant proposes to add a 147.25 square foot storage
shed. The State Shoreline Management Act requires the development secure a Shore-
line Management Substantial Development Permit which TMC 18.60.030(2)(A) requires
Board of Architectural review and approval.
FINDINGS
1. TMC Section 18.60.030(2)(A) requires Board of Architectural Review of the pro-
posal. TMC 18.60.050 contains design review guidelines for the Board to uti-
lize in reaching its decision. The Board may approve, modify, or deny the
application.
2. The subject property consists of 2.59 acres in the C -M zone (Industrial Park).
Known as the Riverview Plaza development, the subject property is fully deve-
loped in three office buildings and parking.
3. A 248 square foot concrete, wood and stucco trash enclosure is located along
the easterly portion of the property near the Christensen Greenbelt Trail. A
proposed 147.25 square foot storage shed of the same materials is proposed to
be constructed abutting this existing structure. Due to the value of the pro-
posed addition and the location closer than 200' to the Green River a
Shoreline Management Substantial Development Permit is required (RCW
90.58.140). Materials used in the proposed storage shed will match the
existing office development and trash enclosure.
4. A Declaration of Nonsignificance was issued for the proposal.
CONCLUSIONS
1. Since development of the site is essentially already accomplished in the
existing Riverview Plaza development, most of the design review guidelines of
TMC 18.60.050 do not apply. The design of the proposal and choice of colors
and materials conform to the criteria of TMC 18.60.050(2)(A),(4)(A) and (D),
and (5)(A). The proposal will be harmonious to the existing development and
site plan and constitutes a minor addition to existing development.

2. The Shoreline Master Plan of the City provides goals and policies for eva-
luation relative to proposed Shoreline Management Substantial Developments.
Review of Chapter 4 of the Plan indicates the proposal is in conformance with
the goals and policies.
3. TMC 18.44 contains the Shoreline Regulations of the City. The proposal is
located in the "low impact. environment" (TMC 18.44.140). Conformance with
these regulations is evident in the proposal.
RECOMMENDATION
Based upon the above staff recommends
design for the proposal.
