The latter concern has been transmitted separately to the City Public Works Department. Pursuant to Tukwila Municipal Code Section 18.90.020 this decision of the Planning Commission is final on March 5, 1984,'due to a 10 day appeal period specified therein. CITY OF TUKWILA PLANNING DIVISION AGENDA ITEM V) A. .DR-02-84: King County Road Engineer INTRODUCTION In May, 1980, , the Foster Bridge across the Duwamish River at approximately the intersection of Interurban Avenue South and 52nd Avenue South collapsed into the Duwamish River. Subsequently the King County Road Engineer let in developing designs for replacement of the bridge and more appropriate alignment with the 52nd Avenue South right -of -way. A Shoreline Management Substantial Development Permit is required from the Department of Ecology and is currently in process. Construction is contemplated to begin in June 1984 and to be completed October of 1985. PLANNING COMMISSION STAFF REPORT FINDINGS 1. TMC Section 18.60.030(2)(A), (E) and TMC 18.60.060(1) require Board of Architectural Review of the proposed new Foster Bridge. TMC Section 18.60.050 and 18.60.060(4) contain design review guidelines for the Board to utilize in reaching its decision. The Board may approve, modify, or deny the application. 2. When the old Foster Bridge collapsed the City and King County jointly deve- loped a design solution and location for the bridge replacement. King County embarked on its own design review and shoreline management permit processes. The City is separately reviewing this application and a separate Shoreline Management Permit application. 3. The proposed bridge consists of a concrete box girder design of a total span of 229' and 34'8 ". The bridge consists of a 34' roadway width including two 12' traffic lanes, a 5' sidewalk on the west side, a 4' shoulder on the east side, and a 1' curb. The depth of the bridge at the center line is 4'9 ". In the riverbank area rip -rap will be installed to stabilize the bank and the proposed bridge supports. Bicycle provisions and an 8' sidewalk will be constructed along Interurban Avenue South. Page 2 Planning Commission DR- 02 -84: King County Road Engineer February 23, 1984 4. The Comprehensive Policy Land Use Plan, Transportation and Utilities element, contains the following relative to the proposal: Objective 1, page 72: Establish an efficient, safe, and well designed circulation system which promotes desired development patterns. Policy 5, page 73: Encourage effective construction techniques, quality materials, and timely maintenance on all roads and highways. Policy 6, page 73: Discourage single purpose road construction and improvement projects (except for routine maintenance) but coordinate street improvements with those sidewalks, underground utilities, landscaping, and others as needs warrant. Policy 6, page 73: Good design principles should be followed in the maintenance of existing streets or the construction of new streets. Policy 12, page 74: Minimize the adverse environmental impacts of existing and future roadways on the natural environment. Policy 1, page 79: Create a sidewalk or pathway system where every link is a part of an integrated network. Policy 8, page 81: Provisions should be made in each sidewalk or pathway constructed to provide for the safety of the user. 5. TMC Chapter 18.44 contains provisions for regulation of the shoreline of the City of Tukwila. Staff has determined the Substantial Development Permit complies with this chapter. CONCLUSIONS 1. TMC 18.60.050(1)(A) requires: The site should be planned to accomplish a desirable transition with the street scape and to provide for adequate parking, and pedestrian move- ment." The proposed realignment of the Foster Bridge to more closely align with the existing intersection of 52nd Avenue South and Interurban Avenue South pro- vides appropriate and desirable transition with existing improvements. Pedestrian and bicycle facilities will eventually be provided along the easterly portion of Interurban Avenue South, and a sidewalk is proposed and along the western portion of the new bridge in order to facilitate pedestrians. 2. TMC 18.60.050(2)(A) stipulates: "That harmony and texture, lines, and masses is encouraged." The low profile and narrow configuration of the bridge is appropriate to the neighborhood and existing manmade improvements. The concrete bridge will be smooth in texture similar to other public facilities constructed in the right - of -way in the area. TMC 18.60.050(2)(B) requires: "Appropriate landscape transition to adjacent properties should be pro- vided." Additional London Plane trees and Wintergreen Barberey plants will be provided along the southeasterly and northeasterly portions of the right -of -way at 52nd Avenue South and Interurban Avenue South. This will provide appropriate transition with adjacent development. 4. TMC 18.60.050(2)(D) states: "Compatibility of vehicular pedestrian patterns in terms of safety, effi- ciency and convenience should be encouraged." The realignment of the new Foster Bridge with 52nd Avenue South is a great improvement of vehicular and pedestrian safety at this intersection. The easing of pedestrian and traffic movement at this intersection will in addi- tion enhance the efficiency and convenience of the people using the Foster Bridge. 5. TMC 18.60.050(2)(E) stipulates: "Compatibility of on -site vehicular circulation with the street circulation should be encouraged." The realignment of the bridge will provide increased compatibility of the access across the Duwamish River to Interurban Avenue South and /or 52nd Avenue South. 6. TMC 18.60.050(3)(C) prescribes: "Landscape treatment should enhance architectural features, strengthen vistas and important axes, and provide shade." The additional landscaping provided along Interurban Avenue and the realigned right -of -way of 52nd Avenue South is appropriate for the existing development and visual access to the Duwamish River. In addition, a trapezoidial shaped deck area along the Duwamish River and between the old and new location of the bridge will enable the public to stop and view the river and the bridge. 7. TMC 18.60.050(3)(D) requires: "In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken." The normal right -of -way improvements of curbing, gutters, and sidewalks are intended which will adequately protect the proposed new landscape. TMC 18.60.060(4)(A) states: "Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmoney with buildings and surroundings, and proportions should be to scale." The low profile of the proposed smooth concrete bridge, will be compatible with existing improvements within the public right -of -way and on public pro- perty in the area. The low profile comprises a scale of construction appropriate for the area, and which could have contained more complex struc- tural elements and increased bulk. The proposal appears to be a very effi- cient and an aesthetically appropriate design solution for the spanning of the Duwamish River. " Proposed devlopment design should be sensitive to the natural amenties of the area." The existing environment of the Duwamish River and surrounding properties and landscaping indicates the sproposed design is the minimal intrusion of a man- made structure into this shoreline environment. The design is sensitive to the public physical and visual access across and to the river and its environment. 10. TMC 18.60.060(4)(6) requires: "Proposed development use should demonstrate due regard for the use and enjoyment of public recreational areas and facilities." Incorporation of a public viewing area at the northwest corner of the realigned 52nd Avenue South and Interurban Avenue South, between the old and new alignments of the bridge, is an appropriate and desirable improvment of public access and use of the shoreline environment and public pedestrian and bicycle use along Interurban Avenue South. 11. TMC 18.60.060(4)(C) requires: "Proposed development should provide for safe and convenient on -site pedestrian circulation." The proposed bridge incorporates a 5'4" pedestrian sidewalk and connection with a bicycle path and pedestrian sidewalk at the northeast corner of the intersection . This pedestrian sidewalk is separated from the vehicular lanes by curbing and is convenient access across the Duwamish River. 12. TMC 18.60.060(4)(0) requires: "Proposed property use should be compatible with the neighboring uses and complimentary to the district in which it is located." TMC 18.60.060(4)(E) stipulates: "Proposed development should seek to minimize significant adverse environ- mental impacts." The environmental review process associated with the proposal has indicated significant environmental impacts will not likely occur as result of the pro- posal. The shoreline environment is largely maintained, with the one minor excepton of the rip -rap along the river bank necessary to stabilize the river- bank in this location as well as to accomodate the proposed bridge supports. Otherwise the impacts resulting from the development are very minor and have been kept to a minimum. 14. TMC 18.60.060(4)(F) states: RB /blk The realigned Foster Bridge is not sufficiently divergent from the old align- ment, therefore the compatibility of a bridge with the surrounding development in land uses continues to be complimentary. "Proposed development should demonostrate due regard for significant historical features in the area." Significant historical features in the area of the construction of the bridge were not identified. The proposed bridge appears to be the minimal required and necessary to accomplish the traversing of the Duwamish River at this location where a bridge formerly occurred in an less desirable location. 15. The proposal conforms to the goals, objectives, and policies of the Comprehen- sive Land Use Policy Plan. The alignment of the proposal represents an impro- vement in traffic, pedestrian, and bicycle circulation as well as increased compatibility of improvements on Interurban Avenue South. The construction appears very affective and of sufficient quality to minimize the impacts on the existing environment. Impacts on the existing environment of the Duwamish River is minimal, and the net result of the landscaping and viewing deck is an enhancement of the public access and enjoyment of this area. Pedestrian faci- lities on the proposed bridge and linking with existing facilities on Interurban Avenue South would be functional, safe, and convenient to the users. This link across the bridge will once again tie properties on both side of the River together into the existing and proposed pedestrian sidwalk and trail facilities along Interurban Avenue South. The realignment of the new Foster Bridge with 52nd Avenue South is a great improvement of vehicular and pedestrian safety at this intersection. The easing of pedestrian and traffic movement at this intersection will in addi- tion enhance the efficiency and convenience of the people using the Foster Bridge. 5. TMC 18.60.050(2)(E) stipulates: "Compatibility of on -site vehicular circulation with the street circulation should be encouraged." The realignment of the bridge will provide increased compatibility of the access across the Duwamish River to Interurban Avenue South and /or 52nd Avenue South. 6. TMC 18.60.050(3)(C) prescribes: "Landscape treatment should enhance architectural features, strengthen vistas and important axes, and provide shade." The additional landscaping provided along Interurban Avenue and the realigned right -of -way of 52nd Avenue South is appropriate for the existing development and visual access to the Duwamish River. In addition, a trapezoidial shaped deck area along the Duwamish River and between the old and new location of the bridge will enable the public to stop and view the river and the bridge. 7. TMC 18.60.050(3)(D) requires: "In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken." The normal right -of -way improvements of curbing, gutters, and sidewalks are intended which will adequately protect the proposed new landscape,/ , Page 4 Planning Commission (- DR- 02 -84: King County Road Engineer February 23, 1984 8. TMC 18.60.050(5) states: "Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmoney with buildings and surroundings, and proportions should be to scale." The low profile of the proposed smooth concrete bridge, will be compatible with existing improvements within the public right -of -way and on public pro- perty in the area. The low profile comprises a scale of construction appropriate for the area, and which could have contained more complex struc- tural elements and increased bulk. The proposal appears to be a very effi- cient and an aesthetically appropriate design solution for the spanning of the Duwamish River. 9. TMC 18.60.060(4)(A) state " Proposed devlopment design should be sensitive to the natural amenties of the area." The existing environment of the Duwamish River and surrounding properties and landscaping indicates the proposed design is the minimal intrusion of a man- made structure into this shoreline environment. The design is sensitive to the public physical and visual access across and to the river and its environment. 10. TMC 18.60.060(4)(B) requires: "Proposed development use should demonstrate due regard for the use and enjoyment of public recreational areas and facilities." Incorporation .of a public viewing area at the northwest corner of the realigned 52nd Avenue South and Interurban.Avenue South, between the old and new alignments of the bridge, is an appropriate and desirable improvment of public access and use of the shoreline environment and public pedestrian and bicycle use along Interurban South. 11. TMC 18.60.060(4)(C) requires: "Proposed development should provide for safe and convenient on -site pedestrian circulation." The proposed bridge incorporates a 5'4" pedestrian sidewalk and connection with a bicycle path and pedestrian sidewalk at the northeast corner of the intersection . This pedestrian sidewalk is separated from the vehicular lanes by curbing and is convenient access across the Duwamish River. 12. TMC 18.60.060(4)(D) requires: "Proposed property use should be compatible with the neighboring uses and complimentary to the district in which it is located." Page 5 Planning Commission DR- 02 -84: King County Road Engineer February 23, 1984 r The realigned Foster Bridge is not sufficiently divergent from the old align- ment, therefore the compatibility of a bridge with the surrounding development in land uses continues to be complimentary. 13. TMC 18.60.060(4)(E) stipulates: "Proposed development should seek to minimize significant adverse environ- mental impacts." The environmental review process associated with the proposal has indicated significant environmental impacts will not likely occur as result of the pro- posal. The shoreline environment is largely maintained, with the one minor excepton of the rip -rap along the river bank necessary to stabilize the river- bank in this location as well as to accomodate the proposed bridge supports. Otherwise the impacts resulting from the development are very minor and have been kept to a minimum. 14. TMC 18.60.060(4)(F) states: "Proposed development should demonostrate due regard for significant historical features in the area." Significant historical features in the area of the construction of the bridge were not identified. The proposed bridge appears to be the minimal required . and necessary to accomplish the traversing of the Duwamish River at this location where a bridge formerly occurred in an less desirable location. 15. The proposal conforms to the goals, objectives, and policies of the Comprehen- sive Land Use Policy Plan. The alignment of the proposal represents an impro- vement in traffic, pedestrian, and bicycle circulation as well as increased compatibility of improvements on Interurban Avenue South. The construction appears very ,affective and of sufficient quality to minimize the impacts on the existing environment. Impacts on the existing environment of the Duwamish River is minimal, and the net result of the landscaping and viewing deck is an enhancement of the public access and enjoyment of this area. Pedestrian faci- lities on the proposed bridge and linking with existing facilities on Interurban Avenue South would be functional, safe, and convenient to the users. This link across the bridge will once again tie properties on both side of the River together into the existing and proposed pedestrian sidwalk and trail facilities along Interurban Avenue South.
