At that time, the Tukwila Board of Architectural Review approved the design of the new manufacturing build- ing at approximately 6440 South 144th Street. The building must meet several requirements as spelled out in the attached letter. Items #1 and #8 will probably be of the most interest to you. #1 requires a fence or landscape strip between the building and your property. #8 requires that the building be turned so that the actual building is located on the easterly side of the property and the parking lot be located on the west side of the property. Chairman Knudson opened the meeting at 8:05 p.m. Other Commissioners pre- sent were Ms. Avery, Mr..Sowinski, Mr. Orrico and Mr. Larson. Representing staff were Rick Beeler and Brad Collins from the Planning Department. CITY COUNCIL ACTIONS Mr. Collins briefly summarized the recent actions of the City Council. PUBLIC HEARING Application 84 -11 -R: Western Pacific Properties, Inc., requesting rezone of 1.75 acres from RMH (High Density Multi Family) to P -0 (Professional Office). Mr. Beeler summarized the staff report. Chairman Knudson opened the public hearing. Vincent Ferrese, Mithun & Assoc., respresenting the applicant, explained the proposal. He stated a a minor traffic study regarding the turning movements for access to the property will be submitted with the building permit application. There being no further testimony, the public hearing was closed. MR. COPLEN MOVED TO APPROVE THE APPLICATION. MS. AVERY SECONDED THE APPLICATION. MR. COPLEN MOVED TO TABLE THE MOTION FOR FIVE MINUTES. MS. AVERY SECONDED THE MOTION, WHICH WAS APPROVED UNANIMOUSLY. MR. ORRICO MOVED FOR A FIVE MINUTE RECESS. MR. John Shirley, architect for the application, explained construction and design. Discussion ensued surrounding the appropriateness of the location of the proposal, adequacy of parking, the traffic generation by similar facilities and 'the prior Planning Commission approval of a cooperative parking agreement. MR. LARSON. MOVED TO APPROVE THE REQUEST FOR EXTENSION OF THE HYDROTUBE PROJECT AT THE PAVILION SUBJECT TO THE TWO CONDITIONS RECOMMENDED BY STAFF. MS. AVERY SECONDED THE MOTION. It was clarified that the motion intended for extension of the original conditions imposed on the conditional use permit. MOTION PASSED 4 -2. Mr. Stevens estimated construction would begin in approximately two months. Application 83 -16 -CUP: Burlington Northern Railroad, review of changes to the approved.conditional use permit. Mr..Beeler summarized the staff report. Mort Thomas, representing the application, explained the.changes and plans to complete asphalt paving of the site when soil conditions are satisfac- ' tory. Ms. Avery assumed the Chairmanship by consensus of the Commissioners present. Mr. Beeler summarized the staff report and recommended an additional con- dition of the building being located along the easterly part of the pro- perty. Chuck Grose, representing the application, explained acceptability of the additional staff recommendation and that exterior lighting will be direc- tion off the building to minimize impact in the adjacent residences. MR. SOWINSKI MOVED TO APPROVE THE APPLICATION WITH THE RECOMMENDATIONS OF STAFF OF CONDITIONS 1 THROUGH 8. MR. ORRICO SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. Application DR- 06 -84: Gull Industries, requesting approval of expan- sion and remodel of the service station at 13435 Interurban Ave. So. Mr. Beeler summarized the staff report. Roger 011enberg, representing Gull Industries, briefly summarized the pro- posal. Discussion occurred regarding the Interuban Avenue arterial project and the Metro Park and Ride facility surrounding the applicant's property. MR. COPLEN MOVED TO APPROVE THE APPLICATION WITH THE RECOMMENDATIONS OF STAFF. MOTION WAS SECONDED BY MR. SOWINSKI, WHICH WAS UNANIMOUSLY APPROVED. Application DR- 05 -84: Western Pacific Properties, requesting approval of two 2- story office buildings at approximately 13989 57th Ave. So. Mr..Beeler summarized the staff report and revised recommended condition No. 2 to read: 2. Modification of the easterly parking and loading area adjacent to Phase I and 57th Ave. S. to include landscaping at least 10 feet wide. Vince Ferrese, representing the application, summarized the proposal and responded to concerns raised by staff in the staff report. He explained the orientation of the warehousing to van operation instead of trucks. It was also stated that phase I can include additional landscaping adjacent to 57th Ave. So. OTHER BUSINESS Special meeting of May 10, 1984 The consensus of the Commission was to hold a special meeting on this date for design review of the Hydrotube at the Pavilion. The Commission requested that such requests in the future be submitted in writing. Presentation of Staff Reports The Commission favored summarization of staff reports in the Planning Commission meetings and hearings. The consensus of the. Commission was to continue to read the staff reports unless a motion passes to summarize the reports. •The meeting was adjourned at 10:50 p.m. TUKWILA Rick Beeler Associate Planner RB /blk OMMISSION CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM VI) A. ; DR- 04 -83, Al and Bernie Sanft INTRODUCTION Al and Bernie Sanft applied on April 2, 1984 for approval of a new concrete and metal office /warehouse structure on a vacant lot at approximately 6440 S. 144th St. (Attachment A). TMC 18.60.030(2)(E) and 18.60.060(3) require Board of Architectural Review (BAR) study. FINDINGS 1. TMC 18.60.050 and 18.60.060(4) provide design review guidelines for con- sideration by the BAR. TMC 18.60.070 specifies the BAR may approve, approve with conditions, or deny an application. The decision of the BAR is final unless appealed to the City Council per TMC 18.90.020. 2. The one -story building will be oriented toward South 144th St., which will provide the primary access (Attachment B). Construction materials consist of tilt -up concrete panels with metal window panels (Attachment C). Colors are indicated to be beige for the concrete, dark brown for the window panels and a middle -brown for the steel roll -up doors. The west and east sides of the building are blank. The main entrance on the southern side facing S. 144th St. will have three 12' x 14' overhead doors and three window walls including pedestrian doors and several glass panels. Three landscaped areas with sidewalks are located immediately in front of the south side. The north side will provide truck access onto S. 143rd P1. via three overhead doors. Pedestrian doors are placed next to the overhead doors (Attachment C). 3. Two occupied residences are located 10 - 15 feet from the west property line, abutting which is the proposed building (Attachment D). 4. The plans are drawn assuming the approval of the vacation of S. 143rd P1. which would place the building's north /south propertyline at 250.' The current line is 226' (Attachment B), and does not allow sufficient room for truck access. 5. S. 143rd P1. is basically an unimproved alley. Tukwila Public Works expressed concern over access and turning movements onto this route and the impacts of its use by heavy trucks. Both S. 143rd P1. and S. 144th St. cross a flood plane. A Flood Permit will be required to show how the developer will address this condition. Page -2- PLANNING COMMISSION DR- 04 -84, Al and Bernie Sanft April 26, 1984 6. The developer owns lots 23 -31. Of these, lots 26 -31 are included in the current proposal and lots 23 -25 are included in the developed "Alco Metals" property. No legal subdivision divides the properties. CONCLUSIONS Relationship of Structure to Site (TMC 18.60.050(1)(A)(B) and (C)): The site accomplishes an adequate transition to S. 144th St., but provides minimal landscaping at the south end of the building on S. 144th St. The building and its rear loading areas are immediately adjacent to S. 143rd P1. The dumpster in the rear of the building shall be screened. While landscaping somewhat moderates the entry to the parking area, no provision is made to moderate the imapct of parking on neighboring business on the east side or the impact of the building on residen- ces on the west side. Relationship of Structure and Site to Adjoining Area (TMC 18.16.050(2)(A)(B)(C)(D) and (E)): No landscape transition is provided to adjoining property. The M -1 zoning does not require side or rear yards. Therefore, development in the form of building, driveway or parking area reaches the property line on the south, east and west (Attachment B). It must be stressed that the area is a transitional location within an industrial zone. Two residential uses (i.e., two occupied single family dwellings) are imme- diately adjacent to the proposed industrial use on the west side. Residents will be directly affected by industrial operations and care should be taken to mitigate the impacts of the industrial development through landscaping and building design. TMC 18.52.030(3)(B) addresses an analogous issue by requiring the installation of either a solid planting strip 5 - 8 feet high or a decorative fence within a ten - foot planting strip when an industrial use district occurs adjacent to a single - family or multiple - family use district. The intent is to ease the friction which occurs when residential and industrial districts occur side by side. Since the impacts of industrial districts on individual residential uses are the same as the impacts of industrial districts on residential districts, staff feels that the same intent to minimize friction applies when individual uses occur adjacent to industrial uses. Therefore, we recommend that a landscaping and /or screening plan for the west side of the property be submitted for approval by the Planning Director. In addition, the building facade shall be modulated so as to increase the space between the residences and the proposed development by not coming right up against the property line. Three pedestrian entry doors are provided in the front and the rear of the building adjacent to loading facilities. Pedestrian access to the rear doors is through the parking lot which is also the vehicular access route. A pedestrian Page -3- PLANNING COMMISSION DR- 04 -84, Al and Bernie Sanft April 26, 1984 path running the length of the building could be added immediately adjacent to the east wall to provide a safe access route to the pedestrian entry doors at the front and rear of the building (Attachment B). Primary truck circulation and auto access will be provided via S. 144th. St. This appears in conformance with existing street circulation. Caution must be taken to avoid vehicular conflicts involving trucks and cars. To the extent that loading occurs from the rear on S. 143rd P1., care must be taken not to overload the street which is basically an unimproved alley. Staff questions whether adequate room has been provided at the south (rear) end of the building for vehicle turns approaching and leaving the loading area if S. 143rd P1. is used as access. This comment is in no way intended to be construed as basis for a variance from landscaping, screening or parking requirements. Landscape and Site Treatment (TMC 16. 060.050(3)(A)(B)(C)(D)(E)(F)(G) and (H)): The existing topography is essentially flat and does not contribute notable design potential for the proposed development. The parking area is stable and flat. Important views and vistas appear non - existent from the property relative to potential for enhancement by landscaping. Proposed landscaping is primarily low shrubs which will not provide shade. If possible, the existing mature weeping willow on the northwest corner of the property should be retained to enhance the property's appearance and provide natural screening for the adjacent residence. A 15 foot front yard is required by the M -1 zoning. It includes some vegetation and landscaping, and is immediately adjacent to the south end of the parking area, the southern overhead doors and pedestrian entrances facing S. 144th St (Attachment B). Wheel stops or other devices should be installed to protect the vegetation from vehicles. Additionally, TMC 18.52.052 requires that landscaping plans shall include the location of the sprinklering system. This information remains to be provided in the landscaping plan. Building Design (TMC 18.60.050(4)(A)(B)(C)(D)(E)(F) and (G)): The project's architectural style is typical of warehouse structures in manufac- turing zones and is generally in scale with adjacent industrial -type buildings in the area. No visible mechanical equipment or utility hardware appears on the plans. Windows and doors relate well and are proportionate. Components, colors, materials, and textures have yet to be finalized and specified, and should be approved at that time. The plot plan indicates that undefined exterior lighting will be attached to the building. Until lighting details are provided, no determination can be made regarding the compatibility of the exterior lighting with the overall building design. Spillover of illumination onto adjacent properties should be avoided. Page -4- 47 PLANNING COMMISSION DR- 04 -84, Al and Bernie Sanft April 26, 1984 The building plan suggests design variation in color, texture and openings. Overall, the east and west building elevations of only concrete appear monotonous. These elevations should be reviewed and revised to provide complete information. No miscellaneous structures, street furniture and associated lighting are pro- posed. Interurban Special Review Guildlines (TMC 18.60.060): The key, general concerns of the Interurban review are have been largely addressed through the preceding discussion on the specifics of the overall BAR review guide- lines. TMC 18.60.060(4)(B) and (F) are not applicable to the proposed project. The development design does not detract from the minimal existing natural ameni- ties. It provides adequate pedestrian circulation. However, the impact of the proposed industrial development on the adjacent residences must be minimized. At a minimum, screening shall be provided between the facility and the residences as required in TMC 18.52.030(3)(B). Care must be taken to minimize environmental impacts during the construction and operation of the facility, especially noise impacts on adjacent residences (TMC 18.60.060(4)(E)). Hours of operation and loading shall be restricted to normal business hours. RECOMMENDATION Based on the above, staff recommends approval of the application based on: 1. Planning Director approval of a a 10 -foot wide landscape strip along the southerly property line with a height of eight to ten feet or the construction of an appropriate decorative fence. 2. Final color, texture and materials submitted and reviewed relative to overall building appearance and area compatibility. 3. Installation of landscaping protection and submission and review of sprinkler plans. 4. Submittal and review of specific exterior lighting relative to building design and spillover not occurring on adjacent property. 5. Dumpster screening. 6. Street in th 6400 block. In as much as we -, my mothers properly at 6426 So. 144 th. Street and my property at 6423 So. 143 rd. Place will be most affected by any structure or business, we want to express our concerns. I have seen the proposed building and parking arrangement plans and have these cements. The proposal. to have the building abutting our property cannot be done in my opinion, due to a oity water main.running North and South five feet in on the proposed building site,,and an additional easement of an amount of footage that I am not sure of,on the west property line of the proposed building site. We are concerned for the noise factor of heavy trucks using this facility on the narrow streets of South 144 th. and the alley of South 143 rd. Place. They are too narrow in our opinion, but. the noise factor is our greatest concern. We would not want a business that would conflict with not only our quiet hours but evening <•and weekends. Quiet hours of 10 pm. to 6 am. just doesn't seem quite enough to those of us that still make our homes in this area. We realize that we cannot impede growth, or is it our intention, but if possible a few changes or restrictions to maintain a reasonable chance to continue to enjoy and exist'with the mix of residence and business, would be greatly appreciated. Perhaps the building could be reversed and moved to the East edge of the property and the parking lot changed to the west side. At least we would benefit by not having a 20 foot structure immediately adjacent to our property line, restricting us to limited morning light, and the closer effects of manufacturing, whether it be now, or for future lessee's. This would also answer the easement situation. Certainly'a building and improvements to the property are an asset to our area. The work included is the manufacture, delivery, and erection of precast - prestressed SPAN DECK wall panel units, and the preparation of joints between adjacent members. 8. The manufacturer shall submit. fabrication and erection drawings to the architect for approval showing prestressing strands, mild steel reinforcement, location of openings, and other miscellaneous details. Each SPAN DECK unit shall be identified by a standard mark placed legibly on the unit at the time of manufacture, and located on the manufacturer's erection plan. TYPE OF UNIT A. The SPAN DECK wall panel units shall be manufactured by a licensee of SPAN DECK, Inc., Franklin, Tennessee. The pretensioned hollow -core SPAN DECK units shall be machine cast with closely controlled mixing, placing and curing conditions. SPAN DECK shall be furnished in nominal four (4) or eight (8) foot widths with closure slabs of special widths cut to proper dimensions by the manufacturer. B. The SPAN DECK units shall be designed in accordance with the American Concrete Institute Building Code Requirements (ACI 318 -71) for the load -span conditions shown on the drawings. MATERIAL AND FABRICATION A. The steel prestressing tendons shall be of high tensile strength, uncoated, 7 wire strand conforming to or exceeding ASTM specification A -416. B. Portland cement shall conform to ASTM Specification C -150. C. Aggregates shall conform to ASTM Specifications C -33 and C -330. D. Mild Steel Reinforcing shall conform to ASTM Specifications A -15, A -305, and /or A -432. E. The minimum compressive strength of the concrete used for the webs and tops of all SPAN DECK units shall be 5000 psi at 28 days, and 3500 psi at delensioning Concrete compressive strength shall be determined from standard compressive test cylinders cured under similar conditions to the SPAN DECK units, and made and tested as per ASTM Specifications C -31 and C -39. F. All SPAN DECK units shall be machine cast on long production lines in smooth rigid forms and cut to lengths as required by the shop drawings. ERECTION AND INSTALLATION A. Installation of the SPAN DECK units shall be by a licensed SPAN DECK manufacturer or under his supervision, and shall be done by a skilled erection crew. B. The General Contractor shall provide true and level bearing surfaces to the satisfaction of the SPAN DECK manufacturer before any SPAN DECK units will be delivered for erection. C. SPAN DECK units shall be aligned prior to joint preparation. D. No prestressing stand and /or other reinforcing shall be cut without prior approval of both the architect and the SPAN DECK manufacturer. span deck A.
