Chairman Knudson opened the meeting at 8:07 p.m. Other Commissioners pre- sent were Mr. Larson, Mr. Orrico, Mr. Sowinski, Mr. Kirsop, and Ms. Avery. Representing the City staff was Rick Beeler and Becky Kent, Planning Department. APPROVAL OF MINUTES MR. ORRICO MOVED TO ACCEPT THE MINUTES OF THE SEPTEMBER 2, 1984, PLANNING COMMISSION MEETING. MR. LARSON SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. Mr. Beeler briefed the Commission on the status of the North Hill rezone application, and the annexation petition from Fire District #1. PUBLIC HEARING 83- 13 -SPE: Diaz School of Gymnastics, reconsideration of cooperative parking agreement. Chairman Knudson opened the public hearing at 8:15 p.m. Mr. Beeler summarized the staff report and recapped the original applica- tion. He submitted a copy of a letter to the Planning Commission which had been sent to Mr. Diaz from WRC Properties. Mr. Diaz explained that 40% of the complex is vacant and that the only time parking is required is during meets on the weekend when the other busi- nesses are closed. Mr. Zabora, 28313 182nd Ave. S . E . , Kent, WA 98042, spoke in favor of the proposal. Mr. Diaz explained that he had not dealed directly with the owner but with Coldwell Banker, the leasing agent which has lead to delays in getting a response from the owner. KIRSOP MOVED THAT THE PLANNING COMMISSION ACCEPT THE FINDINGS AND CONCLUSIONS OF THE STAFF ADDENDUM REPORT AND RECOMMEND THAT THE CITY ATTORNEY PUT FORTH HIS GOOD OFFICES TO SEEK A CONCLUSION TO THE COOPERATIVE PARKING AGREEMENT. MR. ORRICO SECONDED THE MOTION. MR. ORRICO MOVED THAT THE RECOMMENDATION INCLUDE THAT THE TOTAL TIME ELAPSED SHOULD NOT BE MORE THAN 18 MONTHS FROM THE INITIAL EFFORT, AND THAT THE CITY ATTORNEY BE ADVISED THAT IT IS THE CONSENSUS OF THE COMMISSION TO TRY TO TAKE A FLEXIBLE POSITION. MR. LARSON SECONDED THE MOTION WHICH PASSED UNANIMOUSLY. MAIN MOTION PASSED UNANIMOUSLY. OTHER BUSINESS Mr. Beeler reported that the Gull.. Station ~which the Board of Architectural Review approved in previous months was proposing modifications to the building. It was the decision of the Commission that the modifications to the proposal be presented at the next Planning Commission meeting for their review. Mr. Knudson suggested that the staff prepare and present information and training sessions for the Commission, to be scheduled when the Commission has short agendas. TUKWILA PLANNING COMMISSION Rick Beeler Associate Planner BLK (MNTS.PC) CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM IV) A. • DR -6 -84: Gull Industries INTRODUCTION On April 26, 1984, the Board of Architectural Review approved the site plan, building elevations and color scheme for the remodel of the existing Gas -n -Go service station (Exhibits A -C). Subsequent design work produced revisions (Exhibits D -F). At the November 22, 1984, Planning Commission meeting the in- formal consensus was that these revisions should be reivewed by the Board of Architectural Review. FINDINGS 1. TMC Section 18.60.030(2)(A) required Board of Architectural Review approval of the original proposal per design guidelines of TMC 18.60.050 and TMC 18.60.060. 2. The revisions to the plans originally approved on April 26, 1984, are: A. Roofline of southwest building elevation. B. Removal of covering'.of mechanical and service area of southwest building elevation. C. Fencing instead of a wall in the northwest building elevation. D. Addition of telephone booths to northwest building elevation. E. Change of colors to dark brown trim and brown -grey building walls. 3. The overall site plan and landscaping plans remain essentially unchanged. CONCLUSIONS 1. Not all of the design criteria of TMC 18.60.050 and.TMC 18.60.060 apply to the revised design. Only the applicable criteria needs to be addressed, and the remaining criteria continue to apply to the unchanged balance of the proposal. 2. The new roofline along the southwest building elevation is less harmonious with the existing building, thereby reducing design unity of the overall project (TMC 18.60.050(2)(A) and 18.60.050(4)(C)). This increases the visual impact'upon adjacent southwesterly properties (TMC 18.60.050(2)(B)). Page -2 - PLANNING COMMISSION DR -6 -84: Gull Industri s 3. Removal of the covering although interrupted. by an opening, increases the potential for noise impacts to be generated to adjacent properties (TMC 18.60.060(4)(D)). In addition the original roof provided visual screening of mechanical and service equipment from view of the adjacent southwesterly properties (TMC 18.60.050(2)(B) and TMC 18.60.050(4)(E)). 4. The original wall along the southwesterly and northwesterly building ViblArr°A) elevations minimized view of the mechanical and service equipment by adjacent • properties (TMC 18.60.050(2)(B) and TMC 18.60.050(4)(E)). A cyclone ":fence '. and telephone booths replaced these walls in the revision, thereby increasing the potential for noise incursion on adjacent properties (TMC 18.60.060(4)(D)), lessening design unity of the project (TMC 18.60.050(2)(A) and TMC 18.60.050(4)(C)) and increasing the visual impact of the project (TMC 18.60.050(2)(B)). 5. Colors recently selected are less contrasting and visually interesting than the originally proposed red, white and blue gutter, medium beige trim and light beige wall colors. The former colors produce an "accent" which is a very desirable unifying element of the overall building (TMC 18.60.050(4)(D)). 6. Because of the above conclusions and lack of supporting basis for, the design change, the reasonable conclusion is preference for the originally approved plans. However, the applicant may be able to present supportive reasons for the design change at the Planning Commission Meeting. RECOMMENDATION Staff's preliminary recommendation is that the revised plans be rejected in form of retention of the existing approved plans. A final recommendation will be offered at the meeting following the hearing comments from participants. Chairman Knudson opened the meeting at 8:05 p.m. Other Commissioners pre- sent were Ms. Avery, Mr. Sowinski, Mr. Orrico and Mr. Larson. Representing staff were Rick Beeler and Brad Collins from the Planning Department. CITY COUNCIL ACTIONS Mr. Collins briefly summarized the recent actions of the City Council. .PUBLIC HEARING Application 84 -11 -R: Western Pacific Properties, Inc., requesting rezone of 1.75 acres from RMH (High Density Multi Family) to P -0 (Professional Office). Mr. Beeler summarized the staff report. Chairman Knudson opened the public hearing. Vincent Ferrese, Mithun & Assoc., respresenting the applicant, explained the proposal. He stated a a minor traffic study regarding the turning movements for access to the property will be submitted with the building permit application. There being no further testimony, the public hearing was closed.. MR. COPLEN MOVED TO APPROVE THE APPLICATION. MS. AVERY SECONDED THE APPLICATION MR. COPLEN MOVED TO TABLE THE MOTION FOR FIVE MINUTES. MS. AVERY SECONDED THE MOTION, WHICH WAS APPROVED UNANIMOUSLY. MR. ORRICO MOVED FOR A FIVE MINUTE RECESS. MR. LARSON SECONDED THE MOTION, WHICH WAS APPROVED UNANIMOUSLY IN ORDER TO DETERMINE THE FACTUAL AREA OF THE REZONE APPLICATION. The meeting was reconviened. MR. Mr. Beeler read the staff report. Marshal Stevens, representing the Hydrotube, reviewed the differences in the proposed new design from the orignal design approved by the Planning Commission. John Shirley, architect for the application, explained the construction and design. Discussion ensued surrounding the appropriateness of the location of the proposal, adequacy of parking, the traffic generation by similar facilities and the prior Planning Commission approval of a cooperative parking agreement. MR. LARSON MOVED TO APPROVE THE REQUEST FOR EXTENSION OF THE HYDROTUBE PROJECT AT THE PAVILION SUBJECT TO THE TWO CONDITIONS RECOMMENDED BY STAFF. MS. AVERY SECONDED THE MOTION. It was clarified that the motion intended for extension of the original conditions imposed on the conditional use permit. MOTION PASSED 4 -2. Mr. Stevens estimated construction would begin in approximately two months. Application 83 -16 -CUP: Burlington Northern Railroad, review of changes to the approved conditional use permit. Mr. Beeler summarized the staff report. Mort Thomas, representing the application, explained the changes and plans to complete asphalt paving of the site when soil conditions are satisfac- tory. Mr. Beeler summarized the staff report and recommended an additional con- dition of the building being located along the easterly part of the pro- perty. Chuck Grose, representing the application, explained acceptability of the additional staff recommendation and that exterior lighting will be direc- tion off the building to minimize impact in the adjacent residences. MR. SOWINSKI MOVED TO APPROVE THE APPLICATION WITH THE RECOMMENDATIONS OF .STAFF OF CONDITIONS 1 THROUGH 8. MR. ORRICO SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. Roger 011enberg, representing Gull Industries, briefly summarized the pro- posal. Discussion occurred regarding the Interuban Avenue arterial project and the Metro Park and Ride facility surrounding the applicant's property. MR. COPLEN MOVED TO APPROVE THE APPLICATION WITH THE RECOMMENDATIONS OF STAFF. MOTION WAS SECONDED BY MR. SOWINSKI, WHICH WAS UNANIMOUSLY APPROVED. Application DR- 05 -84: Western Pacific Properties, requesting approval of two 2 -story office buildings at approximately 13989 57th Ave. So. Mr. Beeler summarized the staff report and revised recommended condition No. 2 to read: 2. Modification of the easterly parking and loading area adjacent to Phase I and 57th Ave. S. to include landscaping at least 10 feet wide. Vince Ferrese, representing the application, summarized the proposal and responded to concerns raised by staff in the staff report. He explained the orientation of the warehousing to van operation instead of trucks. It was also stated that phase I can include additional •landscaping adjacent to 57th Ave. So. ORRICO MOVED TO APPROVE THE APPLICATION WITH THE REVISED STAFF'S RECOMMENDED CONDITIONS. MR. LARSON SECONDED THE MOTION, WHICH WAS CARRIED UNANIMOUSLY. OTHER BUSINESS Special meeting of May 10, 1984 The consensus of the Commission was to hold a special meeting on this date for design review of the Hydrotube at the. Pavilion. The Commission requested that such requests in the future be submitted in writing. Presentation of Staff Reports The Commission favored summarization of staff reports in the Planning ,Commission meetings•and hearings. The consensus of the Commission was to continue to read the staff reports unless a motion passes to summarize the reports. The meeting was adjourned at 10:50 p.m. TUKWIL�p N •OMMISSION Rick Beeler Associate Planner RB /blk CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT DR- 06 -84. Gull Industries AGENDA ITEM INTRODUCTION The existing Gas -n-Go Service Station has recently been acquired by Gull Industries who intends to remodel the existing facility. The existing 1,647 square foot building will be remodeled and repainted. Another 438 square feet will be added along the westerly and southerly portions of the building. The site plan will also be revised to achieve additional efficiency and accomodate heavy trucks. FINDINGS 1. TMC Section 18.60.030(2)(A) requires Board of Architectural Review of the pro- posal. TMC 18.60.050 and TMC 18.60.060 contain design review guidelines for the Board to utilize in reaching its decision. The Board may approve, modify, or deny the application. 2. The subject property is located in the C -2 (Regional Retail) zone of the City and consists of 27,624 square feet. Located along the south side of Interurban Avenue South the property is in close proximity to the intersection with I -5. Formally named "Gas- n -Go," the mini mart will be expanded by Gull Industries to include a new refrigerator and an enclosure of the westerly por- tion of the building (438 square feet). Pursuant to the Interurban Avenue South project wherein additional right -of -way is being acquired the applicant will be installing a 4' planter strip adjacent to the curb and an 8' sidewalk adjacent to the existing planter area along the property line. New landscaping will be installed therein and along the westerly and easterly pro- perty lines adjacent to the existing concrete walls. The two curb cuts onto the property will be revised slightly according to constraints of the site plan and Interurban Avenue South project. The existing westerly pump island will be removed and replaced by a relocated new pump island in a more westerly location. Cut -outs in the perimeter walls of the property will be made in order to accomodate sidewalk connections to the adjacent property whereon is proposed a Metro park and ride facility. (See Attachment B.) 3. The existing building design will be maintained and similar metal panel exterior materials will be used in the expansion areas of the building. The building will be painted beige and trimmed with a darker middle tone beige. The existing gravel and rock roof will be maintained. Roof eaves will be painted an off -white on the underside, as well as the inside edge of the roof gutters. A dark navy blue will be painted on the underside edge with a deep red the outside of the gutter. (See Exhibit C.) .Page -2- PLANNING COMMISSION DR- 06 -84. Gull Industries April 26. 1984 4. Exterior lighting will be provided via 30' freestanding light at the north- west corner of the property and a 40' pole light at the west corner of the property and an additional light at the south corner of the building. Parking for six cars will be provided on the site. Additional concrete for internal sidewalk pedestrian circulation and pad for the new gas Dump area is proposed. 5. A Declaration of Non - Significance was issued for the proposal. 6. The City. Metro and the applicant have been in close contact and coordination of their respective projects to accomplish compatibility of site plans and access. CONCLUSIONS 1. Development of the proposal has been appropriately coordinated with the Interurban Avenue South project currently in the planning process of the Public Works Department and also the surrounding Metro park and ride lot deve- lopment (TMC 18.60.050(1)(A) and TMC 18.60.060(4)(A)). The pedestrian cir- ulation on the site is differentiated from the existing pavement by new concrete paths and connections to the sidewalk system in Interurban Avenue South the Metro park and ride lot. Existing landscaping along Interurban Avenue South is retained and supplemented by deciduous trees planted at the opposite corners of the property along the street. 2. Parking is proposed adjacent to the building for 4 cars. and 2 stalls are indi- cated at the westerly corner of the site. Services are confined to the southerly portion of the building within walls and wood gates. Therefore the visual impact upon adjacent areas is minimized (TMC 18.60.050(B)). 3. The existing building is essentially maintained in its existing form and design therefore several of the required findings of TMC 18.60.050 do not apply. The existing low profile scale of the building is continued in the remodeling and extension (TMC 18.60.050(1)(C) and (4)(B) and (C)). 4. Landscaping in the proposal accomplishes transition to the adjacent Metro park and ride lot which encompasses the perimeter of the property except along Interurban Avenue South (TMC 18.60.050(2)(6) and TMC 18.60.060(4)(B)(D)). This landscaping also contributes to the existing building (TMC 18.60.050(3)(C)). Along the southerly portion of the property the existing 2' high concrete wall is topped by a 3' fence with wood slats which accomplishes the transition in this area due to the minimal area permitted for landscaping while providing for adequate movement for service vehicles (TMC 18.60.050(D)(E)(F)(G)). 5. The circulation system for pedestrians and vehicles on the property appears to function efficiently and conveniently for patrons. employees and service vehicles (TMC 18.60.050(D)(B) and TMC 18.60.060(4)(C)). RB /blk coordinated with and found compatible with the ultimate development Interurban Avenue South per the Public Works Department (TMC 18.60.050(E)). 6. The existing building and small addition thereto is of an architectural style typical of service stations and mini marts. Relative to existing conditions, the proposal is a commendable improvement (18.60.050(4)(A)(B)(C)(D) and TMC 18.60.060(4)(A)). The affect of the proposed exterior lighting adjacent to the building is unclear per the submitted plans.
