FINDINGS
TABLE 1
The applicant is requesting a wavier for the size
requirements for permanent wall sign. The applicable sign
code regulations are listed below in bold, followed by
pertinent findings.
Section 19.32.140
Upon application to and approval by the Planning Commission,
the permitted sign areas provided in table 1 may be
increased no more than fifty percent for each doubling of
the required minimum setback distance for wall upon which a
particular sign is to be placed, but in no case shall sign
area exceed that permitted in Section 19.32.150.
The area of all signs on exposed building face for each
business shall be as provided in table 1.

The applicant is requesting special permission to put up a wall
sign of 550 square feet. Base upon the exposed building face the
applicant is permitted outright a sign of 150 square feet.
The applicant's building is set back 150 feet from West Valley
Highway. The zoning for this property is M - 1 which requires a
front yard setback of 25 feet. Since the building is setback
further then the required distance, the applicant is requesting
special permission under section 19.32.140 for a larger wall
sign.
Based upon the distance setback, the maximum size of sign the
Planning Commission approve is 525 square feet. The Planning
Commission has the discretion to approval a sign size from 150
square feet up to 525 sf. Under the sign code, the largest

permitted sign in the city is a billboard, which can not exceed
300 square feet in area.
CONCLUSION
The applicant's request exceed the allowable sign area the
Planning Commission has the authority to approve. The purpose
request exceeds the size of a billboard by approximately 225
squared feet. However, the applicant does have some bases for
requesting a larger sign due to the existing building setback
distance from the road.
RECOMMENDATION
Staff recommends the applicant's request as submitted be denied.
However, the Planning Commission should considered a sign size of
200 square feet.

The meeting was called to order at 8:00 p.m. by Chairman Jim
Haggerton. Members present were Messrs. Haggerton, Hamilton,
Cagle, Kirsop, Knudson and Verhalen.
Representing the staff were Jack Pace, Moira Bradshaw and Joanne
Johnson.
APPROVAL OF MINUTES - MR CAGLE MOVED AND MR. VERHALEN SECONDED A
MOTION TO APPROVE THE MARCH 23, 1989 MINUTES AS WRITTEN. MOTION
UNANIMOUSLY APPROVED.
V 89 -1 -SPE - RAMLYN ENGRAVING & SIGN - Request for special .
permission to waive the size requirements for a permanent wall
sign. A 550 square foot permanent wall sign is being requested.
Chairman Haggerton stated for the record that since the appli-
cant, Mr. Dick Mulient was a business associate, he would be
willing to excuse himself if the applicant felt it would con-
stitute a conflict of interest for him to sit on the Board for
this agenda item.
Mr. Mulient assured the Board that he had no objection.
Mr. Jack Pace, Senior Planner, reviewed the staff report recom-
mending denial of the request for a 550 square foot sign, but
added that staff would recommend a sign size of 200 square feet.
The applicant, Mr. Dick Mulient, 19022 - 72nd S., Seattle,
requested approval of the request for the 550 sign size as
submitted. However, if the Board disapproved of this sign size,
he would be satisfied with a reduced sign size of 300 square
feet.
No one spoke in favor or in opposition to the request. The
Public Hearing was closed at 8:20 p.m.
Discussion ensued on the proposal.

STAFF'S RECOMMENDATIONS REGARDING 89 -1 -SPE AND THE SIGN SIZE BE
LIMITED TO 200 SQUARE FEET. MOTION APPROVED WITH CAGLE, KNUDSON,
VERHALEN, HAGGERTON, KIRSOP VOTING YES. MR. HAMILTON VOTED NO.
Staff's recommendation was that the applicant's request as
submitted be denied. However, the Planning Commission should
consider a sign size of 200 square feet.
PRESENTATION - KING COUNTY SENSITIVE AREAS
Jim Tracy, Manager, King Co. Parks, Planning and Resources Depart-
ment; and Riley Atkins, Recourse Planner for King County gave a
presentation to the Planning Commission on King County's sensi-
tive areas program. They discussed their planning and implemen-
tation process, the obstacles to be overcome and mapping of
sensitive areas, as well as their experiences in amending their
sensitive areas ordinance and rules.
DIRECTORS REPORT
Mr. Pace discussed the status of the Cascade View annexation as
well as some of the issues the Planning Commission will be
dealing with in the coming year.
ADJOURNMENT
The meeting was adjourned at 9:50 p.m.

Subject: SIGNAGE FOR SEATTLE FURNITURE FACTORY
Attn: City Planning Commission
Please accept this as a formal request for consideration on the
part of the City Planning Commission to allow a wall sign as shown
in the attached documentation.
The original sign request was for a sign 100'x10' which is 40' less
thankthe previous tenants sign which was recently removed. Since
that size of sign is out of the question to conform to the code, we
have scaled down the drawing, and re- configured the artwork to fit
as close as possible to the code. The total building area for this
tenant is 56,400 square feet. The particular wall where the sign is
to be painted is 8640 square feet. The set back to the respective
wall is 150' from the West Valley Hy. property line. We therefore
respectfuly request your allowance to paint this sign as shown under
provisions of city code 19.32.150.
One additional point we wish to bring up if that in our opinion this
tenant has shown a great deal of concern towards staying within the
codes and to not create an image equal to others in the same type of
business. He has been very clear to us about this and for this
reason we agreed to bring his case for your perusal.
