exits.
The north area designated on the map contains 182 parking stalls
of which we will utilize 104 stalls for new car display (including
space for a canopy). The south area designated on the map contains
126 stalls of which we will utilize 51 stalls for new car display.

Re: Sound Ford /Parkway Plaza Parking Lot Car Sale
You have requested that we provide additional information regarding the
parking situation at Parkway Plaza during the Sound Ford parking lot sale
on July 22 -24, 1983. Please be advised as follows:
There are presently 1,516 parking spaces available to serve Parkway Plaza.
The City of Tukwila Zoning Code requires 1,660 parking spaces for the stores
in this area. The parking lot car sale will occupy not more than 155 spaces
for a total deficit of 300 spaces.
On December 21, 1983, we entered into a Property Use and Development Agreement
with the City of Tukwila, which sets forth a cooperative parking arrangement
for Parkway Plaza. According to paragraph 6 of the Agreement, we are permitted
to operate with a parking deficit of no more than 300 spaces. As stated
above, the parking lot car sale will create a temporary deficit of 300 spaces.
Based on the analysis contained in paragraph 3.A. of Exhibit 2 to the Property
Use and Development Agreement, there is presently a parking deficit of 145
spaces. Even with this deficit, the use of 155 spaces for the parking lot
car sale falls within the 300 -space deficit limit.
We believe that the temporary parking deficit created by the Sound Ford car
sale will not create a parking problem for the tenants or customers of
Parkway Plaza.

We are pleased to allow you to conduct your proposed automobile sale in a
portion of the Parkway Plaza parking lot. So that there will be no
ambiguities or misunderstandings concerning the parameters of your use
of our property, I have set forth a few self - explanatory paragraphs below
concerning your duties.
1. You shall begin setting up for the sale on Thursday, July 21,
1983. The sale itself shall be from Friday, July 22 through Sunday, July 24,
1983. The minimum operating hours at Parkway Plaza are as follows: 10:00 a.m.
to 9:00 p.m. Monday through Friday, 10:00 a.m. to 6:00 p.m. Saturday, and
noon to 5:00 p.m. on Sunday. The restaurants in Parkway Plaza customarily
maintain longer hours. You shall be required to conduct your sale during
the minimum operating hours set forth above, but you may begin the sale
earlier, or end the sale later, than the minimum operating hours.
2. You shall obtain all necessary permits and licenses from all
appropriate governmental agencies prior to setting up your parking lot
display. Attached hereto is a description of some governmental requirements.
The attachment is not meant to specify all government permits or licenses
which may be required. You shall also abide by all governmental regulations
applicable to such sale.
3. You shall provide security service for the display and shall
cordon off said display at all times. You shall also have a security guard
present at the display during all non -sale hours.
4. Your display shall be -in the Parkway Plaza parking lot in the
area designated in red on the attached site plan.

5. Neither Jack A. Benaroya Company nor its employees or agents shall
be liable for any injury or damage to persons or property caused by or
resulting from your use of our property. You shall defend and hold Benaroya
and its employees and agents harmless from any claim, action and /or judgment
for injury or damage to persons or property suffered due to your use of our )1
property. Prior to commencing your sale, you shall furnish to Benaroya a ,
certificate of comprehensive public liability insurance in an amount not less //
than $1,000,000, naming the Jack A. Benaroya Company as an additional named
insured under said policy.
6. You shall advertise the Parkway Plaza parking lot sale in both
Seattle daily newspapers and on television. All advertisements shall expressly
refer to "Parkway Plaza on Southcenter Parkway" as the location of the sale.
7. You will take all actions necessary to minimize traffic and parking
congestion for Parkway Plaza patrons, and you will instruct your employees
to park only in the area designated in orange on the attached site plan. You
shall provide sufficient supervision to ensure an orderly and safe sale.
8. You shall obtain the prior approval of Tracy O'Day of'the Jack A.
Benaroya Company of all banners, signs, and other advertising displays.
9. You agreeto abide by all regulations set forth in the attachment
hereto. The Jack A. Benaroya Company shall also have the right, at any time,
to request that reasonable changes or alterations be made in the manner of
the sale, in order to protect its interests. You shall immediately respond
to and abide by any such reasonable requests.
10. You shall take all steps necessary to ensure that Parkway Plaza
does not become littered due to the sale, including, if necessary, providing
trash receptacles. Each evening, after the sale, you shall clean all litter
caused by the sale.
Your signature in the space below constitutes your acceptance to the above -
described terms and conditions of the parking lot sale. After you have
signed this agreement, please return the signed original in the enclosed,
self- addressed envelope. A copy of this letter is enclosed for your records.
In closing, we are very pleased that you have decided to conduct another sale
in the Parkway Plaza parking lot. If we can be of any further assistance, or
if you have any questions concerning the above, please feel free to contact
us. Thank you for your cooperation.

PLEASE PROVIDE THE FOLLOWING ITEMS:
1. Site layout or floor plan (drawn to scale) showing location of the event and
placement of any structures or stationary vehicles,' adjacent buildings, and
proximity to street. If the event is to be staged in an existing parking lot,
• the drawing should indicate total number of parking stalls that will be taken
out of service, location of fire vehicle access points, and separation of
pedestrian from vehicular traffic.
2. If the event includes the use of temporary structures (such as tents) a certi-
. ficate of flame retardancy of tent materials or certificate of recent flame
retardancy treatment of materials is required. 'Certificate is to come from
the manufacturer or company doing the treating.
3. If the event is a warehouse sale, floor plan must show location of exits, fire ;R
extinguishers and aisles.
4. Applicant must apply to the Building Official for Temporary signing.
APPLICANT MUST PROVIDE THE FOLLOWING DURING THE EVENT:
1. Exit signs must be posted per U.B.C. requirements. If the structure is a tent
and is to be closed, exits must be posted.
2. NO SMOKING signs must be conspicuously posted.
3. Fire extinguishers are to be provided per Fire Department requirements. (433 -1859:
4. All electrical wiring is to be installed under permit from the State Electrical
Inspector.
5. On site traffic control must be provided. In case of overflow of parking lot,
list alternate parking sites.
6. Arrangements must be made for night time security.
7. Provisions for litter control of the event area must be made.
8. Convenient public restroom facilities are to be provided.
FILING PROCEDURE
1. Filing of application is to be made on a form furnished
by the Clerk and must have required drawings attached.
2. Application will be forwarded to the following Departments

Thank you for the information supplied yesterday regarding the proposed
outdoor auto sales promotion at Parkway Plaza. As you know, the provisions
of the recorded agreement implementing a cooperative parking facility at
Parkway Plaza require approval by the Planning Director of outdoor promotional
events. The material included in your February 14th transmittal has been
reviewed, and the proposed event has been discussed with representatives
of the Parkway, Plaza Merchants' Association. This letter constitutes
approval of the auto sale according to the terms described in your transmittal.
However, please take note of the following concerns:
1) Parking count - -The aforementioned cooperative parking agreement was
drafted to ensure that outdoor /seasonal promotion activity will not
interfere with on -going commercial activity in the complex,
especially once the cinema is operating. Since the proposed auto sale
will predate the opening of the six -plex theater, parking counts are
not required at this time. As a matter of record, however, it is the
City's intent to require records of actual parking useage at Parkway
Plaza after theater operations begin, prior to approval of any
promotional event which displaces use of available parking stalls.
Signing - -By way of reminder, all signing for the event including
temporary signs must conform to the stipulations of TMC Title 19.
Please coordinate with Building Official Al Pieper on matters pertinent
to signing.
3) Proximity of display vehicles to the street -- Consistent with the City's
concerns to minimize hazardous distraction of motorists' attention
from Southcenter Parkway, please locate all display vehicles and signing
away from the roadway. It would be particularly helpful in this regard
if you would refrain from placing display vehicles in the row of
parking stalls closest to the Parkway as' indicated on your site plan.

4) Outdoor Sales Event Permit -- Please coordinate with the City Clerk's
Office to obtain this document prior to the start of the event.

Minutes of the Tukwila Planning Commission meeting of November 18, 1982.
Chairman Kirsop convened the meeting of the Planning Commission at 8 :05 p.m
in the City Council Chambers. Other Commissioners in attendance were Mr.
Arvidson, Mr. Sawinski, Mrs. Avery, and Mr. Knudson. Caroline V. Berry and
Mark Caughey represented Planning staff.

Ms. Berry reported that an announcement of the December 6, 1982 public
hearing for the code amendment to allow PRDs in Single Family Residential
districts will be made in the upcoming Hazelnut as requested by the City
Council, in addition to the regular legal notices that are published.
PUBLIC HEARINGS
A. Application 82 -19 -CUP, General Electric Co. requesting approval of a
conditional use permit to install an earth satellite receiving antenna
system at the southwest corner of Tukwila Parkway and Andover Park East.
Ms. Berry presented the staff report for the requested conditional use permit
to install an earth'satellite receiving antenna system for General Electric Co.
Chairman Kirsop opened the public hearing at 8 :20 p.m.
-Mr. George Kresovich of Hillis, Phillips, et al., 403 Columbia St., Seattle, WA.
described the proposed project that will be used for communications within
General Electric Co.
-Mr. Earle Mullen, Utility Systems Manager for General Electric, Schenectady,
New York addressed the issue of'radiation safety. Energy is beamed at an

1) IT IS UNDERSTOOD THAT THE COOPERATIVE PARKING FACILITY IS APPROVED
UNDER THIS APPLICATION UPON FINDING BY THE PLANNING COMMISSION THAT SUCH
ACTION IS TAKEN IN THE PUBLIC INTEREST. THE COMMISSION RESERVES THE
RIGHT TO REVIEW THIS COOPERATIVE PARKING FACILITY AGREEMENT ANNUALLY
AND MAY REQUIRE CANCELLATION THEREOF OR MODIFICATION OF ITS TERMS UPON
FINDING OF ADVERSE IMPACTS TO PUBLIC SAFETY OR HEALTH.
2) OUTDOOR PROMOTIONAL EVENT'S WITHIN THE PARKING AREA WHICH DELETE FROM
SERVICE AVAILABLE PARKING MAY BE ALLOWED WITH APPROVAL BY THE PLANNING
DEPARTMENT DURING PERIODS OF SIMULTANEOUS OPERATION OF THE THEATER,
RETAIL SPACE AND FOOD SERVICE FACILITIES.
3) NO MORE THAN 300 SPACES BELOW THE TOTAL NUMBER OF PARKING STALLS REQUIRED
BY CODE FOR THE PROTECT SHALL BE PERMITIby UNDER THE COOPERATIVE PARKING
FACILITY AGREEMENT.
4) THE TERMS OF THIS COOPERATIVE PARKING FACILITY APPROVAL SHALL BE SET
FORTH IN A FORMAL INSTRUMENT WHICH SHALL BE RECORDED WITH THE KING COUNTY
DEPARTMENT OF RECORDS AND ELECTIONS AND SHALL RUN WITH THE LAND. SAID
INSTRUMENT SHALL BE RECORDED PRIOR TO ISSUANCE OF BUILDING PERMITS FOR THE
THEATER COMPLEX CONVERSION.
Staff indicated no problems with the above conditions. Chairman Kirsop
clarified that condition number two (2) required each event obtain a separate
approval.

OTHER BUSINESS
-Mrs. Avery informed the Commission Chuck E. Cheese Pizza Time Theater opens for
business next week. The Planning Commissioners may want to watch the parking
at Center Place t� see how the cooperative parking facility is working.
.-Chairman Kirsop commented on the success of,amusement centers in Southcenter.
Question of installation of the bike racks occurred.
-Mr. Knudson commented on the height of the fence of the proposed G.E.
communication facility. In general, it was felt this will be reviewed by
Andover Architecture Control. '
-Ms. Berry reminded the Commissioners that the next Planning Commission meeting
is scheduled for December 16, )982.

INTRODUCTION
The developer /operator of Parkway Plaza North,
Jack A. Benaroya. Co., is contemplating several
significant tenant improvements to the center,
principally a five -plex theater and a new
retail space formerly occupied by Jafco's
warehouse area. It has become clear in dis-
cussing these improvements that the proposed
tenant mix cannot satisfy on -site the strict
demands of the zoning code for the minimum
quantity of parking spaces required. There-
fore, the applicants have assembled a proposal
for cooperative use of available parking based
on differentiating peak useage periods among'
the various tenants.

It is apparent from this analysis that only 8% of the total square footage in
Parkway Plaza (including the proposed theater) would be oriented toward nights
and late evening hours of operation. Secondly, even that portion of the space
devoted to daytime use is heavily weighted toward lighter parking demand uses,
such as furniture and home furnishings. It is for these reasons that the
parking lots at Parkway Plaza are so often under -used even, during normal retail
hours.
This presents a classic case where the cooperative parking facility ought to
be recognized and sanctioned.
In fact, a movie theater which plans to -open at 5:30 p.m. on weeknights, and
will do most of its business on weekend nights, will be using the-same parking
now devoted to retail stores which otherwise would sit vacant at those hours.
In addition, when the surplus of available parking stalls in Parkway Plaza
West is observed, it is apparent that there would be no real parking shortage
for the theater. This may be enhanced by.theater patrons who elect to park
in Parkway Plaza West while dining at one of the three restaurants on that
.side of street, and then walk to the theater. Introduction of the theater
is advocated on economic grounds by both the property owner and the operator/
tenant because there is sufficient parking available from a practical point
of view.
