INTRODUCTION
J.R. Cinemas of 17300 Southcenter Parkway has made an application dated October 26,
1983, for a freestanding sign with 5 lines of reader board (see Exhibit 1).
TMC 19.32.140(D) requires approval where a reader board is used on a freestanding
sign. Pursuant to other required approvals in the Sign Code (Title 19), approval
is interpreted to mean approval by the Planning Commission.
FINDINGS
1. TMC 19.32.140(D) states "the freestanding sign shall contain no promotional
copy but shall be limited to the name of the company or activity being iden-
tified and trademark or logo, except where an approved reader board is used."
2. The sign face is 68 square feet on one side and 136 square feet on all sides
not including the sign base (Exhibit 1).
3. The street frontage for Parkway Plaza for the north building is approximately
77o linear feet.
4. TMC 19.32.070 states "any freestanding sign should be set back from all
property lines a distance at least equal to the overall height of the sign."
5. The proposed sign height including the base is 10 feet 4 inches (Exhibit 1).
6. The proposed sign setback is 9 feet 8 inches (Exhibit 2).
7. TMC 19.28.010(I) states "there shall be no signs or sign supports which shall
obscure vision between the height of three feet and ten feet of the street or
driveway grade allowed within forty feet of intersections of streets and /or
driveways."
8. Exhibits 2 and 3 show that the proposed sign is located within forty feet of
intersection of the access road driveway and Southcenter Parkway.
9. TMC 19.22.040(A) -(D) restricts each freestanding internal information sign as
follows:
(A) Freestanding signs shall not exceed an overall height of five feet
above average grade of adjacent street or driveway, unless otherwise
approved by the Planning Commission.

(B) The message conveyed by a freestanding sign may be located on a
background area not to exceed four square feet. A double -face sign may
not exceed eight square feet.
(C) Freestanding signs which shall obscure.vision between the height
of three feet and ten feet of the street or driveway grade shall be
set back at least forty feet from the intersections of streets and /or
driveways.
(D) All freestanding signs shall be located in a landscaped area or on a
decorative base, unless otherwise approved by the Planning Commission.
10. According to sign permit #1121 the present Parkway Plaza sign located at the
same place is a legally nonconforming sign.
CONCLUSIONS
1. The allowable sign area for the north Parkway Plaza building is 100 square
feet with a total of 200 square feet for all sides per TMC 19.32.140(C).
2. The proposed sign is not set back from all property lines a distance at
least equal to the overall height of the sign.
3. The proposed sign would present a public safety hazard, particularly because
of noncompliance with TMC 19.28.010(I) and 19.22.040.
4. The sign owner (JR Cinemas) and the property owner (Jack A. BenaroyaCo.) have
represented a willingness to relocate the proposed sign in conformance with
TMC 19.28.010(I) and 19.32.070.
RECOMMENDATION
1. Approve the reader board per TMC 19.32.140(D) subject to the following stipula-
tions:
(A) The proposed sign be modified and relocated to comply with all
requirements of the Sign Code.
(B) The present Parkway Plaza sign situated at the proposed same location
be removed completely or brought into compliance with TMC 19.22 as an
internal informational sign showing the address of Parkway Plaza. The
address is authorized as necessary, particularly for emergency vehicles,
to resolve locational probems that can occur when response is only to
addresses not visible from the street.
2. Subject the revised sign proposals to the approval of the Planning Director.
