DR -4 -83, Foster Golf Links Clubhouse, City of Tukwila INTRODUCTION The City of Tukwila on November 30, 1983 applied for approval of addition of an enclosed stairway at the southerly corner of the Foster Golf Links Clubhouse (see attached exhibits). TMC 18.60.030(.2)(E) and 18.60.060(3) require Board of Architectural Review of the proposal. This addition is necessary to fulfill Uniform Building Code exiting requirements for public assembly on the upper floor of the clubhouse. FINDINGS 1. TMC 18.60.050 and 18.60.060(4) provide design review guidelines for considera- tion by the BAR. TMC 18.60.070 specifies that BAR may approve, approve with conditions, or deny an application. The decision of the BAR is final unless appealed to the City Council per TMC 18.90.020. 2. The Foster Golf Links Clubhouse was acquired by the City May 1, 1978 in its present external configuration. The site also remains essentially unchanged. 3. To satisfy Uniform Building Code exiting requirements for the upper floor public assembly area, an external stairway must be added. Enclosing this stairway encompasses an 8' - 7 3/4" x 13' - 3" area abutting an existing exit from the main floor (Exhibits B and C). Design of the enclosure matches the existing roof configuration and angle and the existing building materials and colors (Exhibits D and E). Alteration of the existing parking and land- scaping is not proposed. 4. Most of the desgin criteria of TMC 18.60.050 and TMC 18.60.060(4) relate to new development proposals, not specifically to remodeling of or small additions to existing buildings. A building height increase, building setback decrease, or reduction of landscaping are not proposed. CONCLUSIONS 1. TMC 18.60.050(1)(A), and (B) do not appear applicable due to the site plan being already established. Exhibit A indicates the clubhouse scale will continue to be appropriate to the overall property(TMC 18.60.050(1)(C)). The character and design of the clubhouse is established, therefore, not subject to this review (TMC 18.60.050(2)(C)). However, the addition harmonizes with the existing building (TMC 18.60.050(2)(A) and 18.60.050(4)). Landscaping, screening and vehicular and pedestrian circulation are not an issue (TMC 18.60.050(2)(B), (.D) and (E) and 18.60.050(3)). 3. External lighting and other structures are not proposed, therefore, Section 18.60.050(5) does not apply. 4. Of the Special Review Guidelines of TMC 18.60.060(4) only subsections (B) and (E) are remotely applicable. Relative to these two sections the proposal increases public safety in the clubhouse and produces very minimal environmental impact. RECOMMENDATION Based on the above staff recommends approval of the application as submitted.
