This letter is to confirm our phone conversation on 5 -30 -84 regarding the landscaping requirements for CEC Equipment located at 14000 Interurban. Avenue. Originally we had submitted a siteplan denoting varies site issues and later re- submitted another site plan to substantiate the B.A.R.'s recommendation per the December meeting. From the submitted site plan and additional documentation a permit was issued by the City of Tukwila. Recently I had called for final inspection by the city and you had made note to some additional requirements in order to receive approval. 1) Re -stake along 140th. 2) Hydra seed retention pond 3) Additional plants to be added in front of bldg. for screening 4) Mowing /maintaining of grass at front of bldg. However, after further review by the city and after an on site inspection was made, the city has agreed that the landscaping provided at this time is sufficient and that no additional landscaping requirements will be persued by the city. As far as other punch list items, all of these issues have been completed at this time. Rick, I would like to wrap this bond issue up as soon as possible. Utility File MEMORANDUM Per my 12 /27/83 phone conversation with Joe Holden of CNA, the assessed value for the building and site combined for the subject property per. King County 9/15/80 tax statements is $740,000. Assuming the building alone is 2/3 the value of the combined site (breakout of this figure is not available), the approximate $35,000 remodel project: is definately below the 25% figure which triggers sidewalk requirements by the City: Therefore, there is no ":sidewalk requirement_ for this remodel. In order to obtain this information when a remodel project comes ins: in the future, I request your department obtain this information via the Building Permit application or other communication with the appli— cant so that the determination of sidewalk requirements can be made quickly. CEC EQUIPMENT, INC. DESCRIPTION OF BUILDING USE Lisr 31 1983 CITY OF TUKWILA PMDO In May of 1983 the Paul K. Haggard Company suspended o Interurban Avenue South. This company used the facility for product sales, service, rental of industrial equipment to the construction logging and material handling industry. It is the intent and purpose of the CEC Equipment Corporation to conduct basically the same type of business activities which would involve the product sales, service and rental of industrial equipment to the construction, logging, pipeline and material handling industry. Established customers and clients and walk -in traffic will enter the facility through the lobby entrance or through the parts lobby entrance into the building. Customers will conduct typical business transactions in buying, renting and requesting service and /or parts service to the product handled by CEC Equipment, Inc. Attached to this description of use is a series of brochures for clarifica- tion of the type of equipment handled by CEC Equipment. The office area, as it presently exists, will remain in use by CEC Equipment. The parts area will remain in use ir the same manner as used by the Haggard Company. A portion of the shop area will be used for the storage of rental equipment and preventative maintenance of the rental equipment. The service area will also do equipment repair and modification to new equipment that has either been sold to a customer or is to be incorporated into the rental equipment inventory. There will be approximately 5,000 to 6,000 square feet of shop area that will not be used for any activity associated with CEC Equipment, Inc., at this time, nor in the foreseeable future. The type of service activities will involve basically the maintenance and repair of the operating components within the equipment itself and some modification by adapting special equipment and auxilliary pieces of equipment to new or used machinery. There are no plans at this time to conduct any type of welding activity or painting activity within the building. There will be some minor spray painting with some aerosol cans which will be stored in a fire proof cabinet in the rental repair area of the shop. The second floor will have no alternations or modifications to any of the existing wall lines. Plans presently call for just a upgrading and cleaning of the area. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM IV) B DR -5 -83, Durbin Corporation Application December 15, 1983 INTRODUCTION The Durbin Ccrporation applied on December 1, 1984, for approval of modifications to an existing site. Known as the former Paul K. Haggard, Co. at 14000 Interurban Avenue, the site is being slightly altered to accomodate a new tenant. This user will essentially be the same as the former use: sales and rental of industrial equipment to the construction, logging and material handling industry. Used (rental) equipment will be stored on site or in the existing building. New equipment will be displayed in an area adjacent to So. 140th St. TMC 18.60.030(2)(E) and 18.60.060(3) require Board of Architectural Review (BAR) review of the proposal. FINDINGS 1. TMC 18.60.050 and 18.60.060(4) provide design review guidelines for considera- tion by the BAR. TMC 18.60.070 specifies the BAR may approve, approve with conditions or deny an application. The decision of the BAR is final unless appealed to the City Council per TMC 18.90.020. 2. Staff has reviewed the proposal, change of ownership, and the former use of the property relative to TMC Section 18.70.040 (Nonconforming Uses). Based upon information and documents provided by the applicant the conclusion was reached of permitting the proposal subject to only BAR review. The proposed use is essentially a continuation of the previous use. Since some modifica- tions to the existing site are proposed, the modifications require BAR approval. 3. Aside from painting the existing building tan with blue or burgundy door accents, the applicant does not propose exterior modifications to the building. A stairway on the south side of the bulding was removed because of its run down condition. Otherwise, the building remains unchanged. 4. Exhibit B shows three metal storage sheds near the southwest corner of the property. These will be removed. An existing gas pump (Exhibit A) will be moved 40 feet more westerly to inside a relocated cyclone fence. 5. The existing cyclone fence along the easterly property line is being relocated to 5 feet within the property. A recent land survey revealed the fence was on the easterly abutting property. This fence and the other portions of the existing fence will be modified by painting black and adding cedar slats for right screening. Page -2- PLANNING COMMISSION DR -5 -83, Durbin Corporation Application December 15, 1983 6. New pavement will be added to enhance vehicular circulation and provide 17 parking stalls. Additional parking will be installed around the additional parking stalls. A concrete display pad is proposed at the southwest corner of the site for display of a new vehicle equiped for purchase or rent. Staff has determined this display constitutes a sign per the Sign Code. The display conforms to building setback regulations of TMC 18.50 and will be reviewed in more detail by the Planning Director during review of a sign permit application. Along the southerly property line a concrete loading ramp and pad is proposed. This will not be used for display, but for loading and unloading of new and rental equipment. CONCLUSIONS 1. Since the aluminum building already exists on the site, alot of the design criteria do not apply. TMC Sections 18.60.050(1)(A) and (C), (2)(A) and (C), (3)(H), and (4) and 18.60.060(4)(B), (C), (D), and (F) apply to new structures when the entire site plan is under review. The proposal begins with an existing structure and site plan, the latter being only slightly revised. 2. Proposed landscaping around the new parking area (Exhibit A) accomplishes "appropriate...transition to adjoining properties" (TMC 18.60.050(1)(13), (2)(B) and (3)(F) and (G)). Where existing improvements,are retained (southerly and easterly portions of the site) cedar slats will be added to the existing cyclone fence. This will form a sight screen dissimilar to that indicated in TMC Section 18.52. However, these portions of the property continue in nonconforming status per TMC Section 18.70.020, thereby are not required to comply with TMC Section 18.52. But because additional parking, relocation of the gas pump and portions of the fence and construction of new concrete pads are proposed, the BAR discretionary design review extends to screening required due to the proposal.(TMC Section 18.70.090). In the past cedar slats in a cyclone fence have been considered adequate screening. 3. Modifications to the site (Exhibit A) increase overall circulation and loading "...safety, efficiency and convenience..." (TMC 18.60.050(2)(.D), (E), and (3)(B)). A larger entry pad onto So. 140th St. will facilitate access to and from the site. 4. The existing topography is essentially flat and does not contribute notable design potential for the development (TMC 18.60.050(3)(A)). 5. Important views and vistas appear nonexistent from the property relative to potential for enhancement by landscaping (TMC 18.60.050(3)(C)). Proposed landscaping along the westerly parking area should enhance the existing building. Page -3- PLANNING COMMISSION rr DR -5 -83, Durbin CorporaLion Application December 15, 1983 6. Vegetation to be installed appears protected by distance from parking and circulation areas. Wheel stops should be installed as well to protect the landscaping (TMC Section 18.60.050(3)(D)). 7. Existing gravel areas along the easterly and southerly portions of the property limit installation of landscaping in that these areas will contain new and rental equipment (TMC Section 18.60.050(3)(E). However, should the BAR so decide, some landscaping could be installed to supplement the cedar slat fence. 8. The proposed tan color for the building is probably within the range of the south face existing color (Exhibit B). This is acceptable, but the unspecified blue or burgundy color for doors needs to be specified (TMC 18.60.050(4)(D)). 9. Exterior lighting is not shown on the application to be anything other than what exists. Under TMC Chapter 18.70 the lighting may remain unchanged, e.g. retention of one of four existing parking lot light standards within the proposed new parking area (Exhibit A). 10. Although rental equipment is shown on Exhibit A to be stored inside the existing building, the very real probability exists that occasionally this equipment will be moved outside onto the existing pavement along the southeast corner of the building. This rental equipment is one of the major concerns of staff. Therefore, staff concluded the cedar slat fence is necessary along the easterly and southerly property line. New equipment available for purchase displayed in the "display area" (Exh.ibit A) is less of a concern due to the new and clean appearance of the equipment. Exhibit D shows the existing similar facility in Kent. Staff's opinion is the shown new equipment can be appropriately displayed to not take on the character of a "parking lot" or storage area. 11. BAR action does not obligate the City to approve a Building Permit which involves other considerations of the Uniform Building and Fire Codes. RECOMMENDATION Based upon the above, staff recommends approval of the application subject to: 1. Approval of signage by the Planning Director. 2. Final color selection being reviewed relative to brightness and extent of painted area to qualify as accents. 3. Installation of wheel stops in the new parking area.
