Dear Mr. Smith
The Planning Department has reviewed your application for a temporary
permit to install a portable tent structure to be used for commercial
exhibits at the Doubletree.Plaza, June 23 through June 27, 1982, as
described in your June 9, 1982 letter. Consistent with the City's
outdoor promotional event policy procedure, we hereby authorize the
proposed pavilion event.

Please consider this letter as an application to apply for a
temporary permit to install a portable tent structure at the
Doubletree Plaza Hotel in Tukwila, Washington.
We plan to install a series of 20'x40' free standing portable
canopy structures. These will be joined together to create
a structure 40'x140' in length.
This structure is to be erected in the East parking area
directly behind the Doubletree Plaza Hotel. (Please see
enclosed drawing #1.) This tent structure will be centered
somewhat on the main entrance to the hotel on this back
roadway area. These canopies would be tied down every 10'.
We would maintain a distance of 12' to the building at the
closest point.
This canopy is constructed of a vinyl material which is
inherently fire proof and meets and exceeds all fire code
regulations. (Please see enclosed flame certificate.) We
would also install fire extinguishers and no smoking signs
throughout the tent.
The purpose of this tent pavilion is to house the commercial
exhibitors, which will be participating in the 1982 Washington
State Pharmaceutical Association Convention, planned for
Wednesday, June 23 through Sunday, June 27th.
This portable tent structure would be erected on Wednesday,
June 23rd at 9:00 a.m. The exhibitors would move into this
tent Thursday, June 24th at 11 :00 a.m. and work until
approximately 6:00 p.m. The convention will open to the

general public Friday, June 25th at 10:00 a.m. and run until
approximately 6:00 p.m. These same hours would apply for
Saturday also. The convention would close Sunday, June 27th
at 3:00 p.m. at which time the tent would be removed.
In addition to this tent, we will install 38- 7'x10' fabric
display booths as illustrated in drawing #1 and #2. These
booths would be constructed of a flame proof fabric material
consisting of an 8' high drapery backwall and 36" high side
dividers. There will also be draped tables, chairs, exhibits
and display material throughout this structure, which all
meet any state fire code regulations. I have enclosed a
floor plan of the exhibitors set -up indicating which company
will be occupying which space. (Please see drawing #2.)
Restroom facilities utilized will be located inside the
Doubletree Plaza.
As this is a private convention attended by members of the
Association by invitation only, all provisions for litter
control and security will be provided by the Doubletree
Plaza Hotel. The person to contact at the Doubletree Plaza
would be Paul A. Knecht, Director of Catering, Doubletree
Plaza Hotel, 16511 Southcenter Parkway, Seattle, WA, 98188,
phone 575 -8220. The contact for the Washington State
Pharmaceutical Association is Mr. Raymond Olson, 1402 Third
Ave., Suite 517, Seattle, WA.
I have enclosed a site location (drawing #3) which shows
the approximate location of the tent in relation to the
Doubletree Plaza Hotel. This back roadway area of the
hotel would be secured off at both ends and no vehicle
traffic would be allowed to enter near this tent area
except during set -up and dismantle of displays. We would
also cordon off approximately 18 parking stalls, however,
the tent area itself would only utilize approximately 12
stalls.

SUBJECT: Permit Process for Outdoor Sales and Promotional Activities
PURPOSE: To Establish an Administrative Procedure for Reviewing and
Controlling the Issuance of Permits for Temporary Outdoor
Sales and Promotional Events
The increasing'popularity of outdoor sales activities in the City's business
district has resulted in a haphazard approach to their regulation in the
absence of specific administrative instructions in the zoning ordinance.
.This policy procedure outlines a process which will ensure orderly and timely
decision - making on requests for outdoor promotional events.
PROCEDURE:
A) Applicant shall prepare and submit to the Planning Department a written
description of the proposed event, including the following :information:
Purpose of the event,Address where it will be held
- Dates and hours of operation, inclusive ✓
Materials to be displayed or entertainment activities to be provided ✓
- Provisions to be made to control littering in the event area
- Security provisions to be followed (i.e., hiring of private guards)
- Shelters or structures to be utilized in concert with the event
- Name and address of contact person
- Tukwila Business License Number ✓
B) Accompanying the transmittal narrative just described shall be a site layout
diagram describing the location of the event and placement of any structures
or stationary vehicles associated therewith. If the event is to be staged
in an existing parking lot, the diagram should indicate the total number of
parking - - - - _ -- - - • stalls which will be •
taken out of service during the event, location of fire access points and
separation'of pedestrian areas from vehicle traffic.
C) If the event includes the use of temporary structures such as tents, such
useage shall be approved prior to construction by the Building Division
and the Tukwila Fire Prevention Bureau.
D) Within 5 working days of receipt of the foregoing material, the Planning
Director shall approve the outdoor promotional event with pertinent
conditions, if any, or shall deny the request in writing, stating the reasons
for such denial.

E) An applicant dissatisfied with the Plannihg Director's decision to
condition or deny a permit for an outdoor promotional event may appeal
that decision to the Mayor in writing within 5 working days of the
decision date.
F) Applicant shall present satisfactory evidence of possession of a current
City Business License prior to authorization of the promotional event.
