Last night the Tukwila Planning laer.uai=faRent approved the Conditional Use
Permit for the Pavilion Bar and Grill video game amusement center, subject
to the following conditions:
1) Installation of a ten - unit.. bicycle rack at the northwest entry,
the type and placement of which are subject to Police Department
approval.
2) Business hours for the video game amusement center shall coincide
with business hours for Pavilion Outlet Center.
3) The video game amusement center shall be staffed by an on- premise
manager or floor supervisor at all times the facility is open for
business.
4) The Planning Commission shall reserve the right of annual review of
the Conditional Use Permit as provided in Section 18.64.070 of the
Tukwila Municipal Code. If substantial public safety impacts
resulting from operation of the video amusement center are found,
the Commission may revoke or modify said Conditional Use Permit as
necessary to mitigate such public safety impacts.
Now that the Conditional Use Permit has been approved by the Planning
Commission, a business license'may be processed by the City Clerk`s Office.

1600 square feet and will include approximately 50 devices.

the responsible official that no significant impacts are
anticipated.

lity thereto.

ity of the proposed use or in the district in which the subject
property is situated;
Conclusion: Any detrimental impact will mostly likely be
confined to the outlet center and should not af-
fect the community at large.
(2) The proposed use shall meet or exceed the performance stanriards
that are required in the district it will occupy;
Conclusion: The proposed use will conform with all performance
standards of the C -2 (Regional Retail) zoning dis-
trict.
(3) The proposed development shall be compatible generally with sur-
rounding land uses in terms of traffic and pedestrian circulation,
building and site design;
Conclusion: As an internal tenant space, the use should have
no identifiable effect on traffic and circulation
at the outlet center, with one possible exception:
The youthful age -group which will be attracted to
the video arcade may make extensive use of bicycles
as a means of travelling thereto. The Police De-
partment suggests that a lockable bicycle rack
near the northwest entrance to the center will
help prevent bicycles from being left haphazardly
on the sidewalk, and will discourage incidences
of bike theft.
(4) The proposed use shall be in keeping with the goals,and policies
of the Comprehensive Land Use Policy Plan.
Conclusion: The proposed use does not conflict with the pro-
visions of the Comprehensive Plan.
(5) All measures have been taken to minimize the possible adverse
impacts which the proposed use may have on the area in which it
is located.
Conclusion: To minimize the potential adverse effects of the
video game center upon the Pavilicn and upon the
wider community, the following measures are sug-
gested:
RECOMMENDATION
1) Business hours of the video game center shall
coincide with those of the outlet center as a
whole.
2) An on- premise manager or floor supervisor shall
be on duty at all times the video game center
is open.
