The approval decision was made according to the contents of Exhibits A, B and C thereof, with the following conditions: 1) Modification of Exhibits A and C to provide sidewalks adjacent to West Valley Highway per Ordinance 1233. 2) Signing to be reviewed under separate permit application. We appreciate your participation in the design review process. TukwilaEinning Department Marx Caughey Associate Planner S. Page -2- Planning Commission 27 May 1982 community was led to expect last year. He requested that the Board consider ways to enhance the visual quality of this "temporary" facility in light of the action to remove trees already completed. Discussion followed as to the interpretation of the "temporariness" of the parking area. Joseph Lynch, representing P & L Company, explained the timing of expansion of the Xerox Phase II site; construction of full improvements appears to be about one year away. The discussion then focused on the extent to which replacement landscaping should accompany development of the parking area. It was noted by the applicant that no curbing of the temporary parking area is contemplated. In response to Mrs. Avery's question, Mr. Brown explained the method by which erosion control and run- off /retention will be handled. Mr. Richards explained his concern about the survival of the remaining trees which are now exposed to wind and weather; additional plantings in the disturbed area would be helpful. MOVED BY MRS. AVERY, WITH MR. SOWINSKI'S SECOND, TO APPROVE APPLICATION DR -2 -82, SUBJECT TO THE FOLLOWING STIPULATIONS: A) THIS APPROVAL AUTHORIZES ONLY THE CONSTRUCTION OF A TEMPORARY ASPHALT - SURFACED PARKING AREA AS DEPICTED ON EXHIBIT C. The Commission recessed at 9 :08 p.m. and reconvened at 9:15 p.m. B). Application DR- 1 -82: Christensen Group, Inc. Requesting approval of site, architecture and landscaping for a 274 room hotel complex with related meeting and food service facilities located at West Valley Highway and So. 158th Street. Mark Caughey read the staff report. Jerry Baysinger, Project Architect, was present on behalf of the applicant. Mr. Baysinger pointed -out the principle use and aesthetic features of the project. Page -3- Planning Commission ir 27 May 1982 Mr. Kirsop asked to see a larger -scale illustration of the fire -lane con- figuration within the river- environment zone. Signalization of the proposed hotel driveway opposite Longacres was also discussed. In response to Mrs. Avery's question, Mr. Baysinger indicated that glazing material will be solar- bronze colored and not mirror - reflective. Mr. Kirsop indicated his desire to see the fireline surfaced in some material more visually - pleasing than asphalt. MOVED BY MR. GILL, WITH MRS. MOTION CARRIED UNANIMOUSLY. C) Application DR -3 -82: Jack A. Benaroya Co. Requesting approval of site and landscaping for a parking area adjunct to the Pavilion Outlet Center, So. 180th at Southcenter Parkway. The staff report was read, and Robert Fehnel of the Benaroya Company was present on behalf of the application. Mr. Fehnel stated his concurrence with the proposed staff report conditions, with the exception of the suggested placement of •a sidewalk on the 57th Avenue frontage. Discussion followed regard- ing phasing of the construction relative to the demand for parking generated by the project. The proposed use of a mid -block crossing point was discussed; staff noted the reluctance of the Police and Public Works Departments to agree to this confiiguration. The purpose of condition 3 was also clarified.. Discussion of the need for a sidewalk on 57th Avenue South resulted in the Board's consensus to urge the appropriate authorities to defer sidewalk improvements on this frontage until widening and full improvement occurs. Mr. Fehnel noted that the Benaroya Co. is not opposed to installing sidewalks, but would do so in the context of a comprehensive street improvement effort. The Board agreed that the proposed landscape approach suggested on Exhibit "A" coordinates with the exi'sti landscape pattern established in Segale Business Park. MOVED BY MRS. AGENDA ITEM • DR -1 -82: Christensen Group INTRODUCTION: This project, a 274 -room hotel of 8 floors with associated meeting and food. service facilities, is the first to be processed under the City's new zoning code. Formerly, hotels were a condi- tional use in. most zones; they are now permitted outright in the C -2 zoning district in which this site is located. The applicants are requesting approval of site, architectur-e.and landscaping. DISCUSSION: Site (.Exhibit A) 1) Access: CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT itiatktevailva The only ingress /egress to the hotel site is from West Valley High- way. The northerly driveway aligns with S. 158th Street leading to Longacres racetrack. To the south is a secondary access point which is to accomodate one -way turning movements only. A "pork - chop" divider at the driveway throat would help reinforce this concept. 2) Shoreline Setbacks: Per requirements of the shoreline overlay zone (TMC 18.44), no portion of the hotel is situated within 40' of the ordinary highwater elevation. As allowed in TMC 18.44.114, however, a portion of the firelane at the south edge of the building is within the "river environment" limits. Further, the hotel banquet, lounge and dining rooms are located within 100' of the highwater level and are purposely set at a height less than 35'. 3) Parking: A total of 509 spaces are provided on -site, exceeding the minimum requirements of TMC 18.56. Per code, 447 spaces are needed for the hostelry and food service facilities. Approximately 16% of the total allotment is provided in "compact" car dimensions. Page -2- DR-1-82: Christen Group 4) Sidewalks: City Ordinance 1233 requires sidewalk improvements on the site's West Valley Highway frontage. These improvements are not reflected on Exhibit "A" and should be included. Architecture (Exhibit B) 1) Building Height: Per TMC 18.50.025, building heights up to 115' are permitted outright in this sector of the City. However, the proposed hotel tower rises only 84' above average grade, with 8' additional height needed for the elevator penthouse. 2) View Blockage: As part of the project environmental. impact statement, staff requested that the tower portion of the project be analyzed for potential view blockage. An excerpt from the view study is attached to this report. Development of the site will convert an open field into an eight story hotel. The development will be visible from much of the surrounding community. However, only a few neighboring properties will have views obstructed due to the project. Northerly views from the 3 story River View Office Complex south and from Christensen Trail, across the river from'the site, would have views blocked. Other views will be altered when traveling by car on I -405 and West Valley Highway. The change in character due to the hotel development will be determined as a positive element of the man -made environment by some residents, workers, and commuters in Tukwila and as a detrimental aesthetic impact by others. 3) Materials: The project will be constructed of textured concrete plaster, painted in a neutral tone with contrasting horizontal elements of solar - bronze glazing. The prominent use of "hard "'textures in this project will coordinate well with the established architectural theme of the "Tecton" office project located on the opposing river bank. Landscape (Exhibit "C ") While Exhibit "C" is intended only as a conceptual landscaping evaluation, rather than a specific planting plan, we are pleased with the extensive and varied site treatment approach suggested therein. To "soften" the expansive quantities of "hard" pavement texture in the surrounding parking lots, tree cut -outs have been provided. Also, the requirements of the shoreline overlay zone for large hardy shade tree and live ground cover Page -3- DR-1-82: Christ :en Group MC /blk landscape treatment in the "low - impact" and "river" environment areas appear to be satisfied. During City Council reivew of the project's preliminary waiver, the applicants were required to retain significant indigenous trees. on the riverbank; this intent, will be met to the extent that flood protection facilities development allows. RECOMMENDATION: Staff recommends approval of application DR -1 -82 according to Exhibits A,B and C thereof, with the following conditions: 1) Modification of Exhibits A and C to provide sidewalks adjacent to West Valley Highway per Ordinance 1233. ) Signing to be reviewed under separate permit application.
