This letter confirms. the decision of the Tukwila Board of Architectural
Review to approve the subject application, as given at their meeting of
27 May 1982. The approval action is made according to the content of
Exhibit A of the application, subject to the following conditions:
1) Modification of Phase I and II limits per staff - suggested
alternative depicted on Exhibit A.
2) Installation of sidewalks on So. 180th St. per Ordinance 1233.
Sidewalks to be deferred on 57th Avenue So. until widening of the
street occurs or development occurs to the South.
3) Deletion of end -aisle parking stalls as depicted on Exhibit A.
4) Final approval of all facilities associated with development of
this parking, including drainage and utilities, shall be subject
to Public Works Department approval.
5) Prior to construction of this parking facility; .applicant shall
present to the Planning Division documentation by deed, easement
or other binding agreement from the property owner authorizing use
of the site for this purpose.

Mr. Kirsop asked to see a larger -scale illustration of the fire -lane con-
figuration within the river- environment zone. Signalization of the proposed
hotel driveway opposite Longacres was also discussed.
In response to Mrs. Avery's question, Baysinger indicated that glazing
material will be solar- bronze colored and not mirror - reflective. Mr. Kirsop
indicated his desire to see the fireline surfaced in some material more
visually - pleasing than asphalt.
MOVED BY MR. GILL, WITH MRS. AVERY'S SECOND, TO APPROVE APPLICATION DR -1 -82
ACCORDING TO EXHIBITS A,B AND C THEREOF, WITH THE FOLLOWING CONDITIONS:
1) MODIFICATION OF EXHIBITS A AND C TO PROVIDE SIDEWALKS ADJACENT TO
WEST VALLEY HIGHWAY PER ORDINANCE 1233.
2) SIGNING TO BE REVIEWED UNDER SEPARATE PERMIT APPLICATION.

C) Application DR- 3 -82: Jack A. Benaroya Co. Requesting approval of
site and landscaping for a parking area adjunct to the Pavilion Outlet
Center, So. 180th at Southcenter Parkway.
The staff report was read, and Robert Fehnel of the Benaroya Company was
present on behalf of the application. Mr. Fehnel stated his concurrence
with the proposed staff report conditions, with the exception of the suggested
placement of a sidewalk on the 57th Avenue frontage. Discussion followed regard-
ing phasing of the construction relative to the demand for parking generated
by the project.
The proposed use of a mid -block crossing point was discussed; staff noted
the reluctance of the Police and Public Works Departments to agree to
this configuration. The purpose of condition 3 was also clarified.
Discussion of the need for a sidewalk on 57th Avenue South resulted in the
Board's consensus to urge the appropriate authorities to defer sidewalk
improvements on this frontage until widening and full improvement occurs. Mr.
Fehnel noted that the Benaroya Co. is not opposed to installing sidewalks,
but would do so in the context of a comprehensive street improvement effort.
The Board agreed that the proposed landscape approach suggested on Exhibit "A"
coordinates with the existing landscape pattern established in Segale Business
Park.

ACCORDING TO EXHIBIT A THEREOF, WITH THE FOLLOWING STIPULATIONS:

INTRODUCTION:
The applicants are requesting approval
of site and architecture for an
off - premise parking area to serve the
developing Pavilion Outlet Center.
(formerly Doce's).
DISCUSSION:
The proposed parking lot layout
(Exhibit A) indicates that the facility
will be developed in phases, depending
on the amount of demand generated by
the project. The existing exposed
creekbed at the center of the facility
will be landscaped as a visual amenity,
and perimeter planting is provided per
TCM 18.52.030: While the proposed layout is generally adequate, we suggest
that certain changes be made, as described in the stipulations below, to
enchance visual quality in the phasing concept and to increase .convenience
of on -site maneuvering.
RECOMMENDATION:
Staff recommends approval of application DR -3 -82 according to Exhibit A
thereof, with the following stipulations:
1) Modification of Phase I and II limits per staff - suggested alternative
depicted on Exhibit A.

Per my meeting with Rudy Maynard and Chris E. Brown on 5/21/82, a plan was
presented for the new parking lot in the southwest corner of South 180th
Street and Southcenter Parkway. Included in this plan was a proposed
crossing in mid -block in South 180th Street.
My immediate response, per past policies of the Public Works Department,
was to deny a mid -block crossing in this arterial and request that the
developer's representative (Chris Brown) provide a crosswalk identified
at the intersection of South 180th Street and Southcenter Parkway. Mr.
Brown's response was that in his professional opinion, this mid -block
crossing was appropriate and had been adequately researched. A suggested
alternative to the intersection crosswalk was an overhead crossing. Accord-
ing to Mr. Brown, an overhead ramp was not cost effective for this type
of development.
I then requested Mr. Brown, before the Public Works Department commences with
their final plan review, submit his background information and justification
for this mid -block crosswalk proposal in a letter to Public Works so it can

be included in our final review. To date, I have, not received this letter
and request that it be submitted as soon as possible so that Public Works
may complete their review process.

more particularly described as follows:
Commencing at the northwest corner of the said southwest quarter
of the northeast quarter; thence S 88 °54'46" E along the north line
of said subdivision, 449.30 feet; thence S O1 °05'14" W, 36.0 feet
to the southerly margin of South 180th Street and the true point
of beginning; thence continuing S O1 °05'14" W, 365.78 feet; thence

GUIDE FORM SPECIFICATION
The luminaire shall be a General Electric Decashield Catalog Number (specify).
GENERAL
The luminaire will consist of a textured sheet steel housing and mounting shroud, a single spring latch on street side for easy
access to optical assembly, double captive screws for easy access to the ballast compartment.
OPTICAL ASSEMBLY
The optical assembly will consist of a textured sheet steel lens holder, a hydroformed ALGLAS- finished aluminum reflector and
a silicone gasket; a heat and impact resistant glass lens; a porcelain enclosed mogul multiple screw shell socket with lamp grips
mounted on the street side.
BALLAST
The luminaire will contain an integral ballast with all electrical components mounted on a ballast tray. The ballast shall be
prewired to the lamp socket and terminal board with quick disconnect.
