Approval Action At the regular meeting of the Planning Commission last evening, the Board of Architectural Review approved application DR -4 -82 authorizing construction of additional warehouse and office space at your location on Southcenter Parkway. In its decision to approve your application, the Board imposed the following stipulations: 1) Approval is based on exhibits A,B and C of the application except as they may be modified by these conditions of B.A.R. approval. When grading and alignment are available from Public Works, sidewalks shall be provided on the Southcenter Parkway frontage of the site per the requirements of Ordinances 1158, 1217 and 1233. 3) All outdoor storage areas shall be screened as provided in TMC Section 18.44.140(2C). Frontage landscaping on Southcenter Parkway shall be fifteen (15) feet in width and shall be continuous except where driveway access breaks are indicated on exhibit A. Plant material selection and place- ment for the frontage landscape area shall be subject to staff approval prior to issuance of an occupancy certificate. MC /blk xc: Kenneth Long Assoc. 17 December 1982 TUKWILA;PLANNING DEPARTMENT f/ Mirk Caughey Associate Planner AGENDA ITEM INTRODUCTION In January, 1982, the City of Tukwila, with concurrence .of the State Depart- ment of Ecology, approved a shoreline management substantial development permit to allow the following remodel/ expansion of the Gaco Western Plant: 6000 Sq. Ft. - Office Space 8000 Sq. Ft. - War'ehouse Since that time, the new zoning ordi- nance has gone into effect, mandating B.A.R. review of building permit • actions for sites within. the Shoreline zone. The original Gaco Western building was designed and constructed prior to adoption of the City's Shoreline Master Plan Program. DISCUSSION. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT • DR -4 -82: Gaco Western Remodel 1) Relationship of the structure to the site. December 16, 1982 Section 18.60.050 of the Zoning Code specifies review criteria to guide the B.A.R. decision - making process; staff has summarized our response to each of the five major topic - headings: The proposed office construction consists of a second -floor above the existing office /laboratory suite at the northeast corner of the building. The materials will coordinate with the existing architectural concept,.but will also introduce a note of variety through the use of floor -to- ceiling spandrel glass sections. , The proposed warehouse expansion on the south side of the building will . duplicate the mass and surface texture of the existing warehouse section of the building. The new warehouse section will replace an outdoor steel -drum storage yard,'which will enhance the appearance of the site as viewed from the river dike. Both the proposed office addition..and the warehouse enclosure are situated be- yond the "river" environment management zone and will not affect existing improvements to the river dike or natural shoreline vegetation. The warehouse addition will be situated one foot from the south property line (no side yard is required in the M -2 zone) and will approximate the visual character of the adjoining Mitchell Moving and Storage building. Neither. proposed addition will alter the existing patterns of pedestrian or vehicular traffic either on the site proper or in the immediate geographic. vicinity. Frontage sidewalks would normally be required for a remodel of this magnitude. However, as a plan line for sidewalk elevations has not yet been established for this reach.. of Southcenter Parkway, it may be necessary for the applicant to obtain a waiver from the City Council to defer sidewalk contruction until the precedent engineering work is completed. 3) Landscape & site treatment The Gaco Western site is extensively landscaped, especially in that portion of the low - impact zone between the east wall of the building and the dike. This flat, wide lawn area is an excellent outdoor recreation resource for the firm's employees, and will not be diminished in any way by the proposed construction. To enhance the utility and attractiveness of this area, however, we suggest that the following steps be taken: 1). Per TMC Section 18.44.140(2C), the barrel- storage area on the east side of the existing warehouse (grid area C -13 & 14 on site plan exhibit A) should be screened with fencing or tall plantings. 2) Per Section 18.44.130(2C), the west edge of the dike could be planted with shade trees. Since the building and dike predate shoreline regulations, and 'since. the remodel work does not impinge on the river environment, we do not require the addition of large trees, but suggest their inclusion for serious consideration by the property owner. We mentioned earlier the addition of frontage landscape berms between the site parking /loading area and Southcenter Parkway. The 15' width as proposed on exhibit "A" is consistent with the landscape requirement of TMC 18.52.020, but the exact planting material to be placed therein has yet to be determined. We suggest that the frontage berm be made continuous except where breaks are necessary for driveway access. 4) Building design The designer's intent in this case has been to preserve the existing scale and visual attributes of the Gaco Western building and to observe the established character of the neighborhood's heavy industrial use orientation. While the remodel work as proposed may lack interesting or distinctive detail, ■ Page -3- Planning Commission eport DR -4 -82: Gaco Western .iodel December 16;1982 M2/b1k it appears that flamboyant or innovative architectural experimentation would not fit compatibly with the shoreline setting nor with the uses adjoining the site. We have no particular concerns regarding the architectural merits of this proposal. 5) Miscellaneous structures /street furniture None are proposed at this time.
