CALL TO ORDER Council President Stoknes called the Tukwila City Council Committee
of the Whole Meeting to order at 7:08 P.M.

STAFF MEMBERS PRESENT Mayor Gary Van Dusen, Maxine Anderson (City Clerk), John Colgrove
(City Attorney), Moira Bradshaw (Associate Planner), Alan Doerschel
(Finance Director), John McFarland (City Administrtor), Jack Pace
(Senior Planner), Viki Witschger (Personnel Officer).

PRESENT
The Sensitive Area Inventory presentation was introduced by
Associate Planner Moira Bradshaw and Senior Planner Jack Pace.
Ms. Bradshaw stated there is little land left for development and
what is left is mostly sensitive.
The inventory descriptions are slopes, wetlands and watercourses.
Jack Pace, Senior Planner, showed slides depicting the concerned
areas.
City Attorney John Colgrove stated the City will have to exercise
police power in regulating the comprehensive plan and zoning.
The City will have to draft the nature of what is contemplated.
Ms. Bradshaw stated there will be a draft ordinance for discussion
with a public hearing and hopefully the ordnance will be ready
for adoption in December.
Councilmember Harris expressed a Task Force Committee might be
useful to study this matter even though it might delay the schedule
and prevent the adopter] in December.
Councilmember Robertson stated he would be opposed to anything that
would delay the ordinance. The information will be sent out to the
citizens prior to the public hearing.
Councilmember Moriwaki agreed the Task Force Committee would lengthen
the process so the ordinance could not be passed prior to the
end of December.
Councilmember Hernandez stated the City can have a public hearing
and then the Council will know the interest of the citizens and
get their input.
Planning Commissioner Jim Haggerton stated as the public hearing
input is observed the Planning Commission will know the interests
of the people and the passage of the ordinance will be prolonged
if necessary.
Ms. Bradshaw stated the public hearing is scheduled for November 9.
If necessary the schedule can be prolonged. She stated one
issue is what percentage grade should be protected? Forty per cent
grades are mainly behind developments where people do not build.
On Issue #1 Should wetlands of less than an acre be allowed to
be filled? The recommendation was there would probably be major
and minor categories; there would be no net loss.
Issue #2 Will storm water retention be allowed in pre- existing
wetlands and watercourses or wetlands and watercourses created as
mitigation? The recommendation was no direct discharge without
detention and filtration.
Issue #3 Will piping /culverting of watercourses be allowed?
The recommendation was "yes" subject to planning, reasonable use,
hydraulic and habitat capability and the criteria within ordinance.
For driveways if no other means of access.

Issue #5 Should land with sensitive area characteristics be
allowed to transfer the allowed development onto other portions of
the property that are not sensitive? The recommendation was "yes"
if it is a planned unit development and there are set back
deviations. *See Insertion Below.
Jack Pace, Senior Planner, stated on the percentage grade that
should be protected, there is a need for flexibility and he
explained the zero lot line.
Ms. Bradshaw stated the Planning Department will have another
overlay in about two weeks and it will be ready by November 9
for the Planning Commission.
Council President Stoknes called for a ten minute recess.
The Committee of the Whole Meeting was called back to order by
Council President Stoknes, with Council Members present as
previously listed.
Councilmember Hernandez stated with a reduced footage the City
could save $125,000 over a period of time.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE MAYOR BE
AUTHORIZED TO SIGN A LETTER OF INTENT WITH SECURITY PACIFIC BANK
TO LEASE OFFICE SPACE AT 6300 SOUTHCENTER BOULEVARD WITH A 20%
REDUCTION IN SPACE. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THE COUNCIL SET THE
DATE OF OCTOBER 9, 1989 AS THE PUBLIC HEARING DATE FOR WHITCO
PROPERTIES APPEAL. MOTION CARRIED.
Martin Norby, Research Intern, presented the results of the 1989
Citizen Survey with the overhead projector. The main results
showed the citizens did not wish to pay for street improvements,
did not want any more annexation areas, and approved services,
Mayor Van Dusen reported he has received a letter from King County
Library System stating the library contract in 1990 will be about
$124,080.
Councilmember Moriwaki stated he would like to make a report
on the Surface Water Management Program but due to the late hour
it can be on the agenda of the next meeting.
MOVED BY DUFFIE, SECONDED BY ROBERTSON, THAT COUNCIL GO INTO
EXECUTIVE SESSION TO CONSIDER LABOR NEGOTIATIONS. MOTION CARRIED.
MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT COUNCIL GO OUT OF
EXECUTIVE SESSION. MOTION CARRIED.
Council President Stoknes adjourned the Committee of the Whole
Meeting.

The Council and Commission discussed the issue of density transfer
from the sensitive portion to the unsensitive portion of a site and
agreed that it not be automatically allowed in the SAO. Nor did
the Council /Commission feel that flexibility was necessary in yard
standards in R -1 zones in the PRD process.
