The meeting was called to order at 2:17 p.m. by Acting Chairman Mark Caughey. Committee members present were Phil Fraser, Senior Engineer, representing the Public Works Director, and Fire Marshal Jim Hoel. Application 81 -30 -SS (Daly -Kato Short Plat) Mr. & Mrs. Kato, Attorney Matt Sayer and Don Dally were present on behalf of the application. Discussion focused on access provisions for the proposed subdivision. It was aigreed that the precise description of the easement from Sunwood Boulevard to parcel one would appear on the final plat recording document., Mr. Dally provided a copy of the legal description of an existing access easement from Southcenter Boulevard to parcel 2. After discussion, it was the Committee's consensus that the easement should be accepted as the legal access corridor to parcel 2, but that the City would withol:d judgment on the actual engineering feasibility of its use. MOVED BY MR. FRASER, WITH MR. HOEL'S SECOND, TO APPROVE SHORT PLAT APPLI- CATION 81- 30 -SS. MOTION CARRIED. The Committee adjourned at 2:28 p.m. TUKWILA SHORT SUBDIVISION COMMITTEE Mark Caughey Associate Planner e 4 w" City of Tukwila � z •190S 6200 Southcenter Boulevard Tukwila Washington 98188 Frank Todd, Mayor M EMORANDUM TO: Short Subdivision Committee Members FROM: Planning Department staff DATE: 31 August 1981 SUBJECT: Meeting of 3 September 1981 The Committee will meet next on Thursday, September Third at 2:00 p.m. in City Hall Conference Room #3 to discuss the following application: Application 81- 30 -SS: Dally -Kato Short Plat • This application requests division of 1 lot into two separate parcels, the larger containing 55,000 square feet, the smaller 19,000 square feet. Parcel one's southerly boundary is intended to match the limit of R -4 zoning recently granted for Phase III of the Sunwood Condominium Develop- ment. Reviewing the "principles of acceptability" contained in TMC Section 17. 08.030, we have some concerns about this application as submitted. First, there is the principle of: 1) Creat(ing) legal building sites with respect to zoning and health regulations. According to the City's topographic reference map, proposed parcel 2 has an average slope from south to north of 30% or more. While this condition has been overcome by other developments fronting on Southcenter Boulevard, there is still some doubt about the build - ability of this site, especially given the difficulty of excavation traditionally found in this area due to the relatively thin soil mantel over bedrock. The second acceptability principal is that of: 2) Establish(ing) access to a public road for each segregated parcel. The access issue is not clearly- addressed at this point. Parcel 1' is not quite connected directly to Sunwood Boulevard. An easement some 100 feet wide but only several feet deep is proposed, but no description thereof is provided. Access to parcel 2 is more questionable. Again, due to .topography and to current city development policy, it is not likely that this parcel will access directly to Southcenter Boulevard. Therefore, parcel 2 will become Page -2- Short Subdivision Co ttee 81-30-SS MC /blk technically land - locked if the plat is approved as submitted. The plat proponent has expressed justified reluctance to grant an easement for access across parcel 2, potentially bringing commercial traffic through the resi- dential project. Staff has suggested that the developer negotiate such an easement with the commercial property to the east. In any case, this issue should be resolved definitively before the plat is approved.
