that the document was authorized.for.recording,,.but that it was .diverted
accidently to an unrelated and forgotten. We rediscovered the
omission last week during a routine file audit and contacted your office
by telephone this afternoon to enlist your cooperation in executing and
recording this document so that we may lay this matter to rest.
When you receive the auditor's file number following recordation with the
King County Department of Records and Elections, please send us an

The Public Works Department has reviewed the attached July 29, 1981
plan and approved it per the following comments:
The developer shall apply for and receive a Street Use Access /Curb
Cut Permit 24 hours in advance of beginning construction. (Permit Fee - $25.00)
A "Right Turn Only" sign per MUTCD shall be placed at the exit of
this access. This access is considered only for right turn in and out
northbound traffic and shall be so signed and striped.
Prior to issuance of this permit, the developer shall provide a covenant
to the City, running with the land, that states if this access is considered
unsafe by the City Public Works Director in the future, the owner of said
property shall, at his /her sole expense, revise or eliminate said access per
the requirements of the City. Such revision shall occur within 30 days of
written notification by the City Public Works Director.
Curbs and drive aprons shall be installed per the Standard Plans of
the City.
This access shall be carried -out per the stipulations and requirements
of the Board of Architectural Review, specifically to obtain Planning staff

This letter confirms the decision of the Tukwila Borad of Architectural
Review at its regular meeting of 23 April 1981 approving site modification of
the Schneider office building at 65th Ave /Southcenter Blvd. to allow an off -
street loading space. Stipulations of the approval action are described in the
enclosed excerpt from the meeting minutes.

staff report in an effort to update and report accurately the opinions of
the applicant's traffic consultant.
Jim Paul, architect for the project, presented a letter from transportation
consultant Kenneth Cottingham regarding his recommendations for the parking
area layout. Mr. Paul then discussed the internal operating procedures of
Wendy's Restaurants to illustrate their effect on control of traffic. flow
through the drive -up facility.
Mr. Collins asked for clarification of the number of employees anticipated,
leading to discussion of where to designate employee parking and assurance
that the two stalls closest to the northeast corner of the site will be so-
used.
MOVED BY MR. ORRICO, WITH MRS. AVERY'S SECOND, TO APPROVE THE DEVELOPMENT
PLAN FOR WENDY'S RESTAURANT, ACCORIDNG TO EXHIBITS "A" AND "C" OF THE
APPLICATION SUBJECT TO THE FOLLOWING STIPULATIONS:

conditions to include an off - street loading space for their office
building at the northeast corner of Southcenter Blvd. and 65th Ave.
South.
Mark Caughey presented the staff report.
Craig Ross was present on behalf of Schneider Homes, and explained the
need for the proposed loading space.
'Mrs. Avery noted that the loading space issue was discussed at length
without resolution during the Board's original review of the building. The
Commission should look more carefully in the future at adequacy of loading
space proposed for commercial buldings.

Mr. Caughey suggested that signing for the one -way loading space should
be specified by the Public Works Director at the time of permit approval.
MOVED BY MRS. AVERY, WITH MR. ORRICO'S SECOND TO APPROVE THE SITE MODIFI-
CATION PROPOSAL FOR THE SCHNEIDER OFFICE BUILDING, AS DEPICTED ON EXHIBIT
"A ", .ACCORDING TO THE FOLLOWING STIPULATION:
1) PRIOR TO EXECUTION OF THE LOADING AREA IMPROVEMENTS, APPLICANTS SHALL
OBTAIN STAFF APPROVAL OF A LANDSCAPE RESTORATION PLAN FOR ALL EXISTING
PLANTED AREAS DISRUPTED BY THE IMPROVEMENT ACTION.
Mr. Orrico left the melting at 9:44 p.m.; the Chair declared a recess at
9:45 p.m.
C) Fort Dent Office Associates: Requesting approval of site and arch-
itecture for a proposed office building at the easterly terminous of
Southcenter Blvd. adjacent to Fort Dent Park.
Mark Caughey presented the staff report.
Jerry Sheets, representing Fort Dent Office Associates, and Roger Carlson,
Lance Meuller Associates described a solar asimuth reflection study which
anticipates roadway glare conditions and a solution for mitigating such
conditions through strategic location of large trees on site.
Following discussion of the applicant's remarks, the chairman expressed the
Board's consensus of opinion that the applicants may proceed through the
approval process with the reflective -glass concept.
D) Alfred Croonquist, Architects (McCann Project 573/461): Requesting
approval of site and architecture for an industrial building within
the Southcenter South Industrial Park development on West Valley
Highway.
Mark Caughey read the staff report.
Al Croonquist, architect, was present on behalf of the application. In
response to the chair, he stated that the building has not yet been formally -
leased.
Mr. James asked about the amount of truck - movement activity anticipated
with the project. Mr. Croonquist explained that the number of truck doors
may be reduced in favor of office - fronts once a tenant's needs are defined.
Mr. James also expressed concern about storage and handling of hazardous
material within the project, noting that it is difficult to anticpate the
impact of such activity when discussing a speculative building.
The applicants are requesting ap-
proval of site modification to
add an off - street loading space to
an existing office building. The
subject property is zoned C -1.
Two alternative configurations for
the proposed loading space are
presented for your consideration.
DISCUSSION
At this time, there is no off -
street loading space conveniently
available to the Schneider Office
Building. For small structures
of this type with relatively low
parking area traffic congestion,
the parking lot can usually fulfill
the off - street loading requirement.
However, in this case, the parking
area is elevated approximately 5'
above the first floor level of the
building, greatly inconveniencing
movement of bulky freight items
which certain tenants must handle
occassionally.

INTRODUCTION
To provide a loading space convenient to the building, the applicants suggest a
one -way "drive through" at the west edge of the site with two curb breaks on 65th
Avenue S. (Exhibit A).' Exhibit "B" provides a single curb -break with a back -up
ramp leading from 65th Avenue to the northwest corner of the building. While
this option produces less disruption of streetside landscaping, the. Public Works
Department objects to the potential safety hazard presented by delivery vehicles
executing backing movements in close proximity to the 65th Ave /Southcenter Blvd.
intersection.
RECOMMENEATION
Staff recommends that the site modification proposal for the Schneider Office
Building, as depicted on Exhibit "A ", be approved according to the following stip-
ulation:
