This letter confirms the decision of the Tukwila Board of Archi.
tectural Review at its 28 August 1980 meeting to approve the
landscape plan for Parkway Square, according to the following
stipulations:
1) Modification of Exhibit "A" to reflect a mix-
ture of evergreen and deciduous shrub material
.on the east and south perimeter planting areas
of the site.
2) Initial planting size for all trees installed
on the perimeters of the project site shall con-
form to the tabular specification depicted on
Exhibit "A ".

Enclosed for your review is a revised copy of the Parkway
Square landscape plan. Changes have been made to conform
with the August 28, 1980 findings of the Tukwila Planning
Commission. Please note the following changes:
1. Evergreen shrubs (Raphiolepis indica) have been
added to east and south perimeter planters as
requested.
2. The note regarding planting sizes and substitutions
has been removed.
Hopefully these modifications are acceptable. Please
notify us as soon as possible so landscape installation
can commence. Additional copies (specify amount needed)
will be sent to you upon approval of proposed plan.

Plan which is the subject of
this report.
DISCUSSION
Westerly Planting Strip: During
its previous review of this
project, the Board specified
that a minimum 15' wide planting
area and 5' wide sidewalk be
provided on the site's frontage
to Southcenter Parkway. Both
of these requirements have
been depicted in compliance on
Exhibit "A" without encroachment
into the public right -of -way.

Plant Material Adequacy: Generally, the proposed planting plan represents
adequate variety in form, color and initial planting size. Peripheral planting
areas will be bermed approximately 2 feet above adjoining grade to enhance their
function of screening public views into the parking area.
The proposed "Sargent Cherry" which will be the principal tree specimen installed
on the Southcenter Parkway frontage compares favorably with the "London Plane"
which will be featured on the street frontage of the Doubletree Hotel site
immediately north of Parkway Square. Both trees attain a 30' -40' average
height and are characterized by rounded foliage canopies at maturity.
Staff requests attention to the following points:
- The proposed "Spiraea" shrubs to be installed throughout the east and
south perimeter planters are deciduous. The "London Plane" trees to be

placed in the same planters are also deciduous. The result may be a
fairly bleak appearance to these portions of the site during the winter
months. We suggest that an evergreen broadleaf shrub variety be inter-
spersed with the "Spiraea" to alleviate this problem.
- A note on Exhibit "A" allows the landscape contractor flexibility in
selecting plant material initial size according to availability. We
suggest that a stipulation be attached to approval of Exhibit "A" pro-
viding that the subject note does not apply to trees which will be
installed in perimeter planting areas. This provision will insure
more rapid maturing of "screening" plant materials.
- To provide additional shading to the public parking area in front
of the "Toys -R -Us" building, and to "soften" the parking area's hard
surface textures, we suggest the use of pavement cut -outs as shown:

RECOMMENDATION
Staff recommends approval of the landscape /irrigation plans for Parkway Square
as depicted on Exhibits A, B and C of the application, subject to the follow-
ing conditions:
1) Modification of Exhibit "A" to reflect a mixture of evergreen and
diciduous shrub material on the east and south perimeter planting
areas of the site.
2) Initial planting size for all trees installed on the perimeters of
the project site shall conform to the tabular specification depicted
on Exhibit "A ".
3) Addition of shading trees within the paved parking are situated
westerly of the "Toys -R -Us" building and north of the southerly -
most driveway entrance to the project from Southcenter Parkway.
The quantity, location and type of tree selected for this area
shall be subject to staff approval.

The required number of trees and shrubs, true to name, and in accordance
with the sizes specified on the planting plan should be used. All plants
shall be dug, moved and planted in a manner that will minimize damage to
the roots. They shall be of symmetrical growth, and In the cane of street
and shade trees shall have a straight trunk throughout their height. All
nursery stock shall be free of insect pests and diseases.
All plant materials shall be subject to the approval of the owner repre-
sentative. All plants which are found unsuitable in growth or condition
or which are not true to name shall be removed at the expense of the
Contractor and replaced with acceptable plants as specified.
