The meeting was convened at 2:23 p.m. in City Hall. Conference Room #3 by the Acting Committee Chairman Mark Caughey. Committee members in attendance were Fire Chief Crawley and Public Works Director Uomoto. ITEM #1 APPLICATION 80 -1 -SS: JEM LOCKE SHORT PLAT The application was tabled at the 7 February 1980 meeting to permit staff the opportunity to .research the status of neighborhood street improvements. The application was rescheduled for the short plat meeting of 20 March 1980 but the applicants did not appear at that time. Subsequently, the matter was rescheduled to the 10.April 1980 meeting but was removed from the agenda at the request of the applicant. Accordingly, this item will be held in abeyence until the applicant requests.re - agendizement before the committee. ITEM #2 APPLICATION 80 -6 -SS; BARTLEY SHORT PLAT Ms. Susan Bartley was present on behalf of the application. The committee noted that the applicant is requesting permission to divide a large, existing parcel.into two single- family building sites. One site already contains an older cottage in poor.repair. Chief Crawley had visited the site prior to the meeting and expressed concern about accessing the rear parcel due to the steep rise in topography at its westerly edge. Mr. Bartley indicated that a separately driveway opening for each parcel will probably be necessary, and that some retaining wall work will be needed to.support the rear parcel driveway. Chief Crawley also observed that. .the field stakes on the property appear to be inconsistent with the proposed short plat property lines. TTHE COMMITTEE VOTED UNANIMOUSLY TO APPROVE APPLICATION 80 -6 -SS WITHOUT CONDI- TIONS. There being no further business before the committee, the meeting adjourned at 2:40 P.M. The following items will be considered at that time: 1) APPLICATION 80 -1 -SS: Gem Locke Short Plat This application was tabled at the meeting of 7 February 1980 to enable the Public Works Department to research the potential impact of widening 59th Avenue South on the developabi of segregation parcel 2 proposed in the short plat. Information obtained from the junior engineer indicates that a street improve- ment project is scheduled to begin in this area in July: 1980. All reconstructed improvements will take place within the existing 50'. right-of-way, and that no further dedication of frontage lands will be required of the applicant or his neighbors. 2) APPLICATION 80- 6 -SS': Bartley Short Plat The applicants wish to divide a single- ownership parcel into two building sites, each containing at least 7,200 sq..ft. as required by zoning for the area. Segregation parcel 1 contains an existing single- family house. The proposed land division will not adversely- affect the existing setback relationships of that structure. Segregation parcel 2 is connected to 58th Avenue South by a 20' wide access corridor. . The meeting was convened at 2:07 P.M. in City Hall conference room #3 by Acting Chairman Mark Caughey. Committee members present were Fire Chief Hubert Crawley, Acting Public Works Director Phil Fraser, and Acting Plan- ning Director. ITEM #1 APPLICATION 79-43-SS - COLE FAMILY SHORT PLAT Mrs. Ethylmae Cole was present as applicant. Mr. Caughey explained the purpose of the proposed short plat and explained the need to revise it so that all segregation parcels will have 12,000 sq. ft. of area as provided in the applicable zoning district. Mrs. Cole presented an alternative short plat application which satisfied the lot area requirement by reducing the number of segregation parcels proposed from three to two. MOVED BY MR. FRASER, WITH MR. CRAWLEY'S SECOND, TO APPROVE THE COLE FAMILY SHORT PLAT, AS REVISED BY THE SURVEYOR OF RECORD DATED 2/7/80. MOTION CARRIED 3 -0. ITEM #2 APPLICATION 80 -1 -SS - GEM LOCKE SHORT PLAT Mr. Locke and Mr. Leonard Schroeter were present as applicant.. Discussion of the proposed single - family building site centered on the amount of flat area available for !construction. A plan submitted in June 1979 to the Board of Adjustment showed a possible building configuration for the property, . employing a front yard setback, variance. Mr. Crawley inquired into the status of a previous city action to abandon 59th Place South, and into the status of future widening of 59th Avenue South. Mr. Fraser explained that local residents use the 59th Place R/W for private parking. He agreed to investigate the widening issue and report to the committee. Mr. Fraser also noted that a soils report would be needed and that the content of that report would influence the "build - ability" of the site to a great extent. After further discussion, the committee agreed to table this application to the 6 March 1980 meeting to allow the Public Works Department to research the proposed widening of 59th Avenue. The threshold determination has resulted in a conditional declaration of non - significance for the project. We are sending the enclosed documents in compliance with the State Environmental Policy Act, SEC WAC- 197 -10 -350. The following applications will be considered at that time: 1) Application #79- 43 -SS: Cole Family Short Plat Consideration of this application was postponed from January 10,1980 at the appli- cant's request. The following information was sent to you earlier and is repeated as a convenience: The applicants are proposing to divide a single property containing about 40,000 square feet into three parcels; this action is taken to formalize a division of this site by deed which the applicant claims to have filed with the county in about 1961, but which does not appear in King County Records and is presumed lost. The proposed segregations are configured to provide separate parcels for the existing single- family homes on Lots "A" and "C ", and to create a potential third building site on the S/E quadrant (Lot "B ") with access to 51st Avenue. Parcel "C" as proposed, however, does not meet minimum lot area requirements of the R1 -12.0 zone. Therefore, staff suggests that the committee discuss the following options with the applicant: a) Approve the subject short plat with the stipulation that lots "B" and "C" be consolidated to yield a total of two instead of three legally - sized lots from the original Parcel. ,b;) Table the application to allow the applicant's surveyor to reconfigure the three segregation parcels to meet the minimum 12,000 square foot lot area requirement of the property's zoning designation. 2) Application 80 -1 -SS: JEM Locke Short Plat The subject application intends to divide an existing 12,500 sq. ft. parcel which fronts on 59th Avenue South on the west, and Interurban Avenue on the east, into two lots. The east -most segregation parcel (Lot 1) contains an existing gasoline service station and is zoned C -2. The est -most segregation parcel (Lot 2) is zoned R1 -7.2 and is currently vacant. By shifting the mutual boundary line between lots one and two approximately 18' eastward, the minimum R -1 lot area requirement can be met. The Public Works Department notes that 59th Place South is commonly used by surrounding property owners for guest and long -term parking. Configuration of the access driveway for Lot 2 should be planned in a manner which will not disrupt continued usage. The property is located within an environmentally - sensitive area, as depicted on the comprehensive plan. A conditional declaration of non - significance has been issued for the short plat proposal, and a copy thereof is included with this re- port.
