At its 7 August 1980 meeting, the Tukwila Short Subdivision Committee reviewed the subject application. The Committee noted that Section 17.08.030 of the subdivision code provides that criteria for acceptability of a.short plat in- clude "creation of legal building sites with respect to zoning and health regulations." Proposed Parcel 2 is already encumbered with a 40' wide trail easement landward from the mean high water mark. A minimum setback of 15' from Interurban Avenue is also required. For these reasons, the Committee expressed its reluctance to approve the short plat, since the resulting deve- lopable lot area on Parcel 2 is extremely limited, and would not seem to permit sufficient design flexibility to encourage creative, high - quality deve- lopment. The Committee tabled your application pending further study of the develop - ability issue. Based on our discussions to date, and reflecting on the Com- mittee's deliberations at the August 7th meeting, it seems very doubtful that this Short Plat Application will be approved. The meeting was convened at 2:10 in the City Hall Conference Room #3 by Acting Committee Chairman Mark Caughey. Committee members in attendance were Fire Marshall Jim Hoel and Public Works Director Ted Uomoto. ITEM 1: APPLICATION 80 -25 -SS (Gan Enterprises) Gary Nilsen was present to speak on behalf of the application. Mark Caughey restated Staff's concern that one of the proposed segregation parcels does not meet the Title 17 criteria for developability in regard to zoning and health regulations. Mr. Nelsen explained that the proposed short plat was requested by his mortgage lender, and that the disputed parcel may be sold or donated to the City for trail purposes in the future time. After discussion, the Committee reached a consensus that the application would be most probably denied, since there are no apparent mechanisms pro- vided in the short plat proposal which might alert furture purchasers to the dubious development potential of Parcel 2. Mr. Nilsen than agreed to the Committee's suggestion of tabling this matter for tow weeks to allow him to develope a conceptual site plan for Parcel 2, and to formulate a position with respect to donating Parcel 2 to the City. August 7, 1980 in Conference Room 3. The following items will be considered: 1) 80- 25 -SS: GAN ENTERPRISES SHORT PLAT The property proposed for subdivision is located on the past side of inter- urban Avenue adjoining the Green River, and a portion therepf is currently under development as an office building. The short plat intends to divide off a small "tail" of residual land not affected by the office project. Section 17.08.030 of the subdivision codes provides that criteria for acceptability of a short plat include "creation of legal building sites with respect to zoning an3.health regulations." Proposed Parcel 2 is already encumbered with a 40' wide trail easement landward from the mean high water mark. A minimum setback of 15.' from interurban Avenue is also required. The resulting developable lot area on Parcel 2, therefore, is extrememly limited, and would not seem to permit sufficient design flexibility to encourage creative, high-quality development. 'Therefore, Staff suggests that it would not be appropriate under established acceptability criteria:.to approve the short plat as presented. Should the applicant wish to divest of fee ownership of this parcel for tax consoli- dation purposes, an alternative course of action might be to offer the area of Parcel 2 as a dedication to the City through resolution by the City Council. 2) 80- 24 -SS: JEM LOCKS SHORT PLAT The subject property is located between 59th P1. S. and Interurban Avenue. You may recall that Mr. Locke filed a similar short plat action on Parcel 20 of the "Seattle Gardens" tract, situated southeast of the present appli- cation site. That application (80 -1 -SS) was tabled indefinitely during the Committee Meeting of 7 February 1980 at the applicant's request. Page 2 • C While the former and present cases are not directly related, there are a number of parallel concerns, due to the similarities of slope, access and vegetation conditions. Following an environmental investigation by the Planning Department (SEE Attached), the following conditions are suggested to run with the short plat approval: 1) Maximum driveway slope on segregation parcel 2 of short-plat 80 -25 -SS shall not exceed 15 %. 2 ) Prior to issuance of building permits, the applicant shall submit a soils report and drainage system study and detail drawings of the foundation design, including bulkheads and retaining walls as certified by a registered professional engineer, to the satisfaction of the Public Works Director. 3) Prior to issuance of building permits, the applicant shall submit a vegetation removal /retention diagram for approval by the Office of Community Development.
