Specifically, I am concerned .with change -order and field - modifications to the established utility corridor routings which will deviate from the final approved plan set. Any change in location of utility routing should be cleared with our of- - rice in advance so that we may ascertain that such changes will not contravene conditions, covenants or informal understandings reached previously by the Council, staff and applicant. Please inform your field inspectors that changes to the approved plan -set routing alignments may not be authorized verbally. Instead, written requests for change must be directed to this office for clearance. The Developer shall request the turnover of these utilities to the City at the completion of construction of each Section of the Sunwood Development upon meeting the following conditions of turnover: A. Utilities to be turned over shall be constructed in accordance with utility design drawings approved by the Public Works Department. B. The following items shall be turned over to the City: (1) One set of reproducible as -built plans of the complete site (2) Bills of sale for water mains and sewer mains to be turned over, including unit cost breakdowns of the installed cost for the water and sanitary mains. (3) Permanent maintenance easements for the purpose of allowing the City to monitor, repair, replace and maintain the subject utiltiies. Where utility work is required by the City, the City's restoration work within the easement shall be limited to the condition existing at the time of utility acceptance by the City, with the exception of any structures or other improvements located within the easement area. (4) For utilities in Section I, a certificate from a registered civil engineer will be submitted to the City to verify that the facilities were constructed in conformance with the utility drawings approved by the Public Works Department. (5) A performance or maintenance bond for the value of the utility installations in the City's behalf to be in effect for one year from the date of acceptance by the City. As soon as the Public Works Department and the City Clerk receive the above items and verify their adequacy for each Section, the City Clerk will place an Ordinance for acceptance of the utility turnover before the City Council. The reasons for my opinion are as follows: 1) The main reason for diminishing dry season stream flows in developing urban areas is the increased volume of runoff from impervious developed surfaces. Less rain- fall is then available for percolation into the soil to replenish base flow reserves which provide the only source of stream flow during dry periods. In the case of the stream in question, development which has taken place throughout the entire basin is responsible for reduced dry season flows. 2) The soil beneath the area originally designed to be the detention pond is largely organic, preventing ground- water recharge in the area. Changing to a pipe deten- tion system will thus not substantially alter groundwater recharge. 11415 N.E.128th Street • Kirkland, Washington 98033 • (206) 821 -8448 Page Two June 4, 1981 Mr. Mark Caughey City of Tukwila • Since the reports prepared by the Soil Consultants for the project have indicated shallow site soils with underlying rock, it is improbable that even the general development of this site will have any effect on dry season downstream flows. The shallow soils above the impervious rock layers simply do not provide the physical capabilities to act as a "reservoir" for dry season flows. The pipe detention system proposed will meet the required stor- age volume requirement which was met by the previously proposed detention system. Discharge from the pipe system will also be made through a small orifice sized to pass the same peak flow rate as that which was designed for the pond. Fraser City of Tukwila Public Works Department 6200 Southcenter Boulevard Tukwila, Washington 98188 Re: Sunwood Phase II and Single - Family Short Plat No. 80 -44 -SS Dear Phil: 11415 N.E.128th Street • Kirkland, Washington 98033 • (206) 821 -8448 MAR 3 1981 Thank you for your review of the site plans and critique letter of February 11, 1981. You raised some excellent questions about various aspects of the site development which I either overlooked or failed to explain fully in the first submittal. Please bear with me as I review the points you listed. Streets - Phase III Only The street improvement through the public right -of -way of 62nd Avenue South was discussed with Ted Uomoto during the final Short Plat Committee meeting held on January 22nd. My understanding of the consensus reached at that meeting was that the curbline of the west edge of the extension of 62nd Avenue South would be an extension of the existing west curbline. The section was not to be improved to a full width local street section. Rather, except for the vertical curb•and gutter on the west edge of the tangent portion, the section was to be the same as the private roadway section to be used in the development. As I had mentioned to Ted Uomoto, the Public Works Staff position during the original hearings on the Contract Rezone for the entire development was that 62nd Avenue South would not be developed between South 151st and South 153rd Streets because of the severe grade problems. It was intended to remain as a public right -of- way, however, for the existing trail. Also, the property to the east of the right -of -way is a swamp and is unlikely to ever be developed. For these reasons, the roadway extension of 62nd Avenue South really only serves the four -lot Sunwood Short Plat. The sec- tion shown on the plans seems reasonable to me under these circumstances. Page Two February 26,1981 Mr. Philip R. Fraser City of Tukwila In regard to the roadway within the Short Plat, you are quite right about the provision of Section 17.24.040 of the Subdivision Code stating that private access roads shall be no more than 200 lineal feet in length. The 250 - lineal foot length of the private roadway as designed was necessary because of the fire lane con- nection with Phase II of the development. The layout of the fire lane and resulting private roadway location were basically man- dated by the City Council. For this reason, the final Short Plat has been layed out in the manner as shown on the plans. The Short Plat Committee reviewed this configuration with the private access road and approved the Short Plat on January 22, 1981, with record- ing following a few days later. Your request for a posted vehicular limit is very important. By doing this, and by posting "no parking along roadway ", it will permit clear lanes at low speeds. The choice of using a thickened asphalt edge for the private road- way section was made for several reasons. First of all, there are no specific standards mentioned in the Subdivision Code for private streets. Secondly, because the roadway section. is narrower than that for a public street, the reduced runoff from the roadway can be adequately conveyed by the asphalt thickened edge. The thickened edge also permits additional leeway for larger vehicles passing•each other in two directions. With only four lots being served, posted slow speeds and parking restrictions, and a thick- ened asphalt edge section, it seems to me that the private access road section I have chosen is adequate. I really should have prepared a letter to you with the original submittal to make you aware of these factors I have discussed above so you could have been aware of them in your review. Because of these points,'I feel that it would be best to leave the design of these streets as shown on the plans, but I would appreciate your opinion now, given this new information. Your idea of balustrades to block access at either end of the fire lane is good. In fact, I failed to remember that we had always intended to place knock -down barricades at either end of the fire lane. Would you please suggest a design to your liking or would you prefer I review this point with the Fire Marshal? The Developer will have his Attorney prepare maintenance covenents for the roadway prior to issuance of the Street Use - Street /Fire Lane Permits. Page Three February 26, 1981 Mr. Philip R. Fraser City of Tukwila Sewer General Note 10 of the plans calls for Schedule 35 PVC pipe as you have requested. In reviewing the sewer profiles, I did not see any runs with less than three feet of cover, but I will add this restriction to Note 10 for good measure. In regard to your request for 2 percent minimum grades on all sanitary sewer mains /laterals /services, you are right in your comments about superior self- cleansing at such grades. Whenever it is practical to design sewers at such grades, I always make it my policy to do so; however, in this project, as in many others I have dealt with, the alignment and topographic constraints often make it impractical to hold to grades of 2 percent or more. In such cases, 0.5 percent (or even 0.4 percent) is used by most municipalities and sewer districts as a minimum grade for sewer mains to limit the number of sewage lift stations that might otherwise be necessary. Because grade constraints on this project led us to the design we have used, would it be permissible for us to leave the grades of the sewer mains as we have designed them? (Please note that I will add another general note specifying that grades on all side services and laterals be held to a minimum grade of 2 percent.) As already specified in General Note 10, all sewers shall be bedded in Class "B" bedding. We will add another general note specifying blocking for all sewer lines over 20 percent grade. Blocking shall be located at every other pipe joint and /or to a maximum spacing of 20 lineal feet at the joints per your request. We will agree to no mains under structures being scheduled for public utility turnover; however, we do request that the sewer main along the north boundary of the Short Plat be accepted for public utility turnover. (This issue is being dealt with separately, so I will not elaborate it here further.) Water I think you are right about the need for additional valving. Look- ing at the locations you have suggested on the plan, I am wondering, though, whether you had a copy of the Phase I Water As -Built Plan at hand when you did the review. At each of the connections with Phase I, there are existing valves within reasonable proximity. By adding the valves you noted in these locations, only one water service in each location would be isolated. Do you agree that they should not be installed? /' Page Four February 26, 1981 Mr. Philip R. Fraser City of Tukwila Notes 12 and 15 shall be modified to incorporate the items you have requested. Note 13 currently specifies DIP Class #52 as you requested. It also specifies a minimum cover over the main of 36 inches. (This will be revised to specify 30 -36 inches of cover if you prefer. Drainage I have considered your request for specification changes from Class "C" to Class "B" bedding and from 90 percent to 95 percent compac- tion. Your concern about proper installation of storm drains in private developments is understandable as it relates to storm water infiltration into sanitary sewers. However, I think that storm sewer performance is related to a much greater degree to the care of the contractor (who, I feel, did an excellent job in Phase I) than to such stringent bedding and backfill requirements. Would you please reconsider this request for change? Please note that I•have not run across any other municipality in the area with such restrictive bedding and backfill requirements for storm drains as those you proposed. All storm pipes shown have been designed to no less than 0.5 percent grade. We were specifically looking at the building locations (stakes), trees to be removed, and the cuts into slopes. I believe the developer is making a conscious effort to preserve as many trees as possible. Unfortunately, many of the large conifers must be removed. During construction the devastation, cuts and tree removal will be extensive. The second concern is the proposed fire lane and the unbelievable amount of cut and tree removal that must be accomplished to accommodate a road that in all probability will never be used. I suggest: 1. Each and every walk the site, to be aware of the construction prbblems. 2. Walk the fire lane and take account of a 30' swath into the hill and natural growth. 3. Council take action to declare the fire lane unnecessary or use the straight up the hill solution, for a fire lane. 4. Take a close look at the new landscaping in Phase I. My overall concern is that the Council not get into a "hindsight" situation after the fact of actual clearing and construction.
