Our office has reviewed and approved the plan set submitted for build- ing permit approval for the Record Stationery project. The following stipulations pertain to our authorization of permit approval: 1) Within 30 days of the effective date of the building permit, a project landscape plan must be approved by staff. The landscape plan approved by the Board of Architectural Review should be changed to include taller- growth habit evergreens adjacent to the west elevation, and a 5' wide planter strip adjoining the south edge of the building. 2) Within the same 30 -day period, obtain staff approval of the location for, and elevation drawings of, a trash enclosure facility. RICHARDS VOTING NO. Minutes of the regular Planning Commission meeting, 29 May 1980. Chairman Kirsop convened the regular May meeting at 8:05 p.m. in the City Coun- cil chambers of Tukwila City Hall. Other commissioners in attendance were Mr. Arvidson, Mr. James, Mr. Orrico, and Mr. Richards. Fred Satterstrom re- presented the planning staff. The minutes of the regular April meeting were reviewed. MOTION BY MR. JAMES AND SECONDED BY MR. ORRICO TO APPROVE THE MINUTES OF THE 24 APRIL 1980 MEETING. MOTION APPROVED. Mr. Statterstrom read the staff report on the conditional use permit applica- tion by Circus Vargas. Mr. James Heathfield, Marketing Manager for Circus Vargas, explained the layout of the circus operation and the manner in which the tent would be erected. Also explained the location of the animals involved in the show and agreed to locate them as far to the east as possible away.from possible interference with the operations of the Doubletree Inn. MOTION BY MR. ARVIDSON AND SECONDED BY MR. ORRICO TO APPROVE THE CONDITIONAL USE PERMIT FOR CIRCUS VARGAS SUBJECT TO THE FOLLOWING CONDITIONS: 1. THE CONDITIONAL USE PERMIT SHALL BE VALID ONLY FOR THE PERIOD 30 JUNE TO 3 JULY 1980 INCLUSIVE. 2. STAGING AREA FOR LODGING AND FEEDING OF CIRCUS ANIMALS SHALL BE LOCATED AS FAR TO THE EAST OF THE DOUBLETREE INN AS. PRACTICAL TO MINIMIZE DISTUR- BANCE OF GUESTS AT THAT FACILITY. Mr. Satterstrom read the staff report on the development plans for. Record Stationery/ Office Supply. Lee Hanson, architect for the project, explained the details of the layout and operations of the proposed development. Discussion of the Planning Commission largely concerned itself with the graphics and signing aspects of the proposal. .Mr. Kirsop stated that he thought the City should exercise restraint in authorizing additional sign area. Mr. Richards said he thought many things could be done architecturally to stimulate the design of a building in lieu of graphics /supergraphics. Planning Commission( 19inutes of Reg. JAMES MOVED TO AMEND THE MAIN MOTION BY REQUIRING A 5 -FOOT LANDSCAPE STRIP ON THE SOUTH SIDE OF THE BUILDING AND AN OUTSIDE _TRASH AREA SUBJECT TO PLAN- NING STAFF APPROVAL. MR. ORRICO SECONDED THE AMENDMENT. AMENDMENT CARRIED. ORIGINAL MOTION. CARRIED. Chairman Kirsop adjourned the regular meeting at 9:30 P.M. TUKWILA PLANNING COMMISSION Eileen Avery, Secretary Mr. Arvidson stated that if the building were sold at some time in the future, the Record Stationery graphics might be painted over and the building would then become "nondescript ". Mr. Hanson stated that in his opinion the advertising aspect of the proposed mural could be separated from the graphic aspect. Discussion then related to the precedent-setting nature of the proposal. Com- mission discussed the International Harvestor sign of four years ago where a sign was felt to be an "integral part of the main building design." Generally acknowldeged that this signage was a structural part of the building as opposed to present proposal before the Planning Commission which was merely paint added on to a building. Mr. Jerry Lee, graphics man representing the applicant, explained their favor- able experience in the City of Renton. Suggested that their concept might appear to be a "can of worms" but could be beautiful once implemented. Mr. Al Pieper, Building Official, reviewed various parts of the sign code with the commissioners. Stated that the code might not allow the full 150 sq. ft. sign area maximum. Discussion followed regarding placement and size of signs allowed by the code. Mr. Richards stated he felt that the mural might potentially become an advertis- ing logo for the company. Said he felt there was a difference between supergraphics which were relevant to a building and graphics which were relevant to a business, the latter constituting a sign for advertising purposes. MOTION BY MR. ORRICO AND SECONDED BY MR. RICHARDS TO APPROVE THE SITE AND DEVELOP- MENT PLANS AS DEPICTED IN EXHBIT D BUT TO EXCLUDE FROM THIS APPROVAL ANY GRAPHICS OR SIGNING AS PRESENTED. CITY OF TUKWILA PLANNING DIVISION BOARD OF ARCHITECTURAL REVIEW STAFF REPORT AGENDA ITEM Va • DEVELOPMENT PLAN - RECORD STATIONERY /OFFICE SUPPLY INTRODUCTION The subject application is somewhat j' unique in that the architectural and ? signing phases are integrated to create a "super-graphic" concept. In staff's opinion, this proposal must be approached from the viewpoint that the architectural character of the building itself has been planned for the specific purpose of accommodating visual interest through the use of graphics, and that neither the signing nor architectural phases of the pro- posal can be judged independently of each. other. -W2 R•I.120 CRR GM SITE /LANDSCAPING A) South Edge Of Site: Exhibits A & D indicate that the driveway serv- R�1 ing an adjacent site encroaches on this part of the Record Stationery property. Staff suggests that this setback area (about 5' wide) should be restored as landscaped area, and that both exhi- bits be revised accordingly. B) Site /Landscape Plan Inconsistency: A planter wedge at the northwest corner of the building appearing on Exhibit D does not appear on Exhibit A. Exhibit D should be recognized as the correct site plan. C) Trash Enclosure: Outside trash storage area not indicated. ARCHITECTURE A) TMC 19.32.140 prescribes sign -area regulations for commercial uses (150 sq.ft. max. in this case). In fact, the entire west elevation functions as a "sign ", as does most of the north elevation, when "negative area" is viewed as part of the artistic concept. B) The aforementioned TMC Section states: "Where signs can be shown to be an integral part of the main building design, a greater percentage may be allowed upon approval of the Planning Commission." C) Staff suggests that the phrase "integral part of the main building design" can be interpreted in this case to mean that the applicants have purposely chosen a building with flat, unrelieved elevations with little inherent visual interest in order to allow the painted supergraphics concept to be the main source of the building's character. D) Staff further suggests that the supergraphics concept can be applied in two ways: a) as advertising, wherein the content of the graphic emphasizes a specific company name, or product line; b) as identification, wherein the content of the graphic provides distinct visual recognition of a site or building but does not necessarily emphasize names or product lines. In the present case, the graphic clearly fulfills an advertising role. RECOMMENDATION In staff's opinion, the Planning Commission can respond to this proposal in one of the following ways: A) Reject The Superqraphics Concept In Its Entirety: This approach would restrict the applicants to sign area constraints of Title 19, Table 1. However, if the Board adopts this position, the entire application as pre- sented should be rejected, since the building by itself lacks surface tex- ture, may appear out -of -scale to the site, and is visually nondescript. B) Retain The Supergraphic Concept As "Identification ": This approach would assure the applicants that the Board agrees with their interpretation of signing as an integral part of the building design, but would prefer a mural concept which down - plays the business name. For example, the west elevation (facing West Valley Highway) could be modified to expand upon the "Mount Rainier" profile as the dominant visual element, with the business name greatly- reduced in size and importance. C) Approve The Proposed Supergraphic Concept As "Advertising" Staff favors the Board adopting position "B" above. We favor the concept of dis- play graphics on a limited basis within the community, and feel that the "integral design" provision of TMC 19.32.040 has been applied properly in this case. We suggest, though, that the use of graphics as a decorative element to the building should not take undue advantage of advertsising surface area restrictions imposed on other businesses in the city; therefore, the present graphic concept should be changed to de- emphasize its advertising its advertising function.
