BOARD OF ARCHITECTURAL REVIEW A) Tukwila Baptist Church - Request approval of modification to the roof - line of the existing sanctuary /classroom area: Mr. Caughey read the Staff Report. Mr. George Cox then came forward to repre- sent the church. In response to questions from the Commission, he explained that the upper floor of the classroom wing will be used as a worship hall temporarily, as construction of the new sanctuary may be deferred for a year or longer. MOVED BY MR. RICHARDS, WITH MR. ARVIDSON'S SECOND, TO APPROVE MODIFICATION OF THE ROOFLINE OF TUKWILA BAPTIST CHURCH AS DEPICTED ON EXHIBITS B -F OF THE APPLICATION, ACCORDING TO THE FOLLOWING STIPULATIONS: 1) PRIOR TO OBTAINING AN OCCUPANCY CERTIFICATE FOR THE "CLASSROOM" WING PORTION OF THE CHURCH BUILDING, THE APPLICANTS WILL SUBMIT A LANDSCAPE PLAN FOR STAFF APPROVAL DEPICTING INTERIM TREATMENT OF THE GROUND AREA TO BE DEVELOPED AS THE FUTURE CHURCH SANCTUARY. PUBLIC HEARINGS A) Application 80 -9 -CUP: Bestway Motor Freight Co. - Requesting approval of a Conditional Use Permit to allow construction and operation of a truck terminal in an (M -1) Light Industry Zoning district. Mr. Caughey asked the Commission to dispense with formal reading of the Staff Report. The Commission asked that only the ''introduction" and "recom - mendation" portions be read. Mr. James suggested that the Commission may wish to decide whether or not to grant the Conditional Use Permit, and if so, to defer lengthy discussion of the conditions until that decision is made. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT AGENDA ITEM VIa • TUKWILA BAPTIST CHURCH INTRODUCTION In August, 1978, the Planning Commission approved a Conditional Use Permit to allow Tukwila Baptist Church to construct a new sanctuary with class- room wing with related site improvements. Stipulations of the Use Permit require B.A.R. review of proposed additions to the approved building con- figuration. The applicants are requesting permission to extend the vertical height or the classroom wing roof portion of the building, to allow its second floor to be used as a temporary worship hall. FINDINGS 1) Conditional Use Permit 78 -10 -CUP authorized construction of the sanctuary classroom facility substantially as shown on Exhibit A. 2) Approved finished roof elevation for the classroom wing is approxi- mately 134'. 3) Requested roof height extension will place the finished roof ele- vation at approximately 143'. 4) The nearest single- family home east of the church site has an estimated finished floor level of approximately 170'. 5) The subject application also requests approval of a temporary south wall and interior stairway to permit the educational wing to be occupied prior to construction of the adjoining sanctuary. DISCUSSION A) Increased Building Height: It appears that no substantial impact on westward or northerly views currently-enjoyed by nearby residents will result from the proposed roofline modification; based on com- parison of elevation data previously stated in this report. B) Use of "Classroom" Wing: Approval of the proposed roofline will allow use of the second floor classroom area as a "temporary" worship area. The Board should note, however, that the cost of the truss -roof addition, the auxillary stairway and wood -frame enclosure on the south Page 2 ?kwila Baptist Church wall appear to be higher than that which would normally accompany "temporary" construction. It appears that the church intends to delay for some time completion of the sanctuary building. The existing Use Permit approval does not provide for phased construction of the church building; accordingly, the Commission may consider extended use of the classroom area for mass assembly as a change in permitted use. If so, a rehearing of the Conditional Use Permit may be required. RECOMMENDATION Staff suggests that the roof -line modification be approved subject to the following stipulations: 1) Prior to obtaining an Occupancy Certificate for the "class- room" wing portion of the church building, the applicants will submit a landscape plan for staff approval depicting interim treatment of the ground area to be developed as the future church sanctuary. Such interim landscape treatment shall include use of 1 .4ye— trees and,groundcovers.
