I have reviewed the attached landscape plan prepared by Overland Enter-
prises, and understand that rat wish to substitute this document as a
follow -up to the conceptual landscape plan approved by the Board
Architectural Review on 25 September 1980. I am pleased to authorize
staff approval of the attached plan, as it reflects great sensitivity
to the scale of the site, and enhanced visual and seasonal interest to
the streetscape.
The only stipulation which I shall impose upon our approval action is
that the three (3) "Eastern Hemlock" trees adjacent to the south side
of the shop building crust be a minimum of 15' tall at time of planting.
This requirement is consistent with the intent.of stipulation #3 im-
posed by the B.A.R. on 25 September 1980 (see attached).
I would also like to remind you that compliance with stipulations 4
and 5 of the Board's 25 September decision has yet to be resolved
prior to issuance of an occupancy certificate; please let me know if
I can assist you in this regard.

At its 25 September 1980 meeting, the Tukwila Board of Architectural Review
approved the site, architectural and landscaping concept for the Bestway
terminal located on So. 143rd St., accroding to Exhibits A -1 and B -1 of
the application with conditions as follow:
1) Items 1 and 2 under "Recommendation" of the staff report to
be included as conditions of approval- -
(Add the secured employee parking area to Exhibit "A"
with note indicating installation of wood slats within
the fence fabric of the enclosure.)
(Add 5 parking stalls in the immediate vicinity of the
shop building.)
2) Design of the warehouse building shall be altered to
alleviate security problems addressed in the staff report.
3) Revise Landscape Plan (Exhibit B -1) to include two
evergreen tree specimens of sufficient height and posi-
tioning to soften the height of the shop building.
4) Staff to work with the applicant. to develop a landscape
concept for the west property line, and for screening of
the river use zone following receipt of direction from the
County Hydraulics Agency with respect to design of flood
control facilities.
5) Applicant to obtain Planning Department Staff approval of
a Comprehensive Lighting Plan for the project, with the
intent of enhancing security enforcement.

Chairman Richard Kirsop convened the meeting at 8:07 P.M.; Commissioners
Orrico, Sowinski, Avery, Arvidson, and James were present.
Mark Caughey, acting planning director, and Al Pieper, building official,
represented the staff. Crime Prevention Officer Bob Conner represented the
Tukwila Police Department.

III) CITY COUNCIL ACTIONS
Status of "Sunwood" single - family plat: Mr. Caughey reported that the
change of contract zoning conditions recommended for approval at the
August meeting were accepted by, the council as presented. However,
the plat itself was not accepted, and will be returned to the Commission
for further study of the fire access lane gradient.
IV) PUBLIC HEARING
APPLICATION 79 -5 -CUP - Silver Cloud Motel - Modification of Condi-
tional Use Permit to allow temporary parking of trucks on the site's
Phase II portion. Existing motel is located on 48th Avenue South,
approximately 600' east of Interurban Avenue.
Because the applicant was not present, the Commission voted unani-
mously to defer this application to the end of the agenda.
V) BOARD OF ARCHITECTURAL REVIEW
A) Bestway Motor Freight Co. - Site, architecture and landscaping
for a truck terminal to be located at the easterly terminus of
S. 143rd. St.

Mr. Caughey read the staff report, with John Stewart, project archi-
tect, responding.
Principal discussion focused on the architectural character of the
proposed buildings. Staff suggested that the proposed concrete block
south end walls were unacceptable due to their scale relative to the
street and to their unrelieved surface texture. Mr. Stewart then
revealed an alternative rendering of the south end of the warehouse
complex depicting a combined corrugated metal /split -face block
material concept. It was generally- agreed that this concept allevi-
ated most of the staff's objections to the earlier proposal.
After discussion with Officer Conner, the architect and the Board
agreed that the breezeway near the south entry of the office portion
of the warehouse building would be closed on its east and west ends
to discourage its use as a hiding place for burglars and trespassers.
Mr. Stewart also explained that the shop building drawing upon which
the staff report was written has been superceded. The concrete block
wall shown will be eliminated in favor of a corrugated metal wall, as
shown on the site - development model presented to the Board.
The Board then analyzed the staff's criticisms of the proposed land-
scape plan. It was generally agreed that the architect's rendering
of the proposed south property line adressed the staff's concerns
about that portion of the site. The Board did wish to add, however,
tall growing trees at the south corners of the shop building to
relieve its apparent height. The Board also agreed to allow staff
and the applicant to devise a final landscape solution for the
west boundary and river frontages of the site.

ADDITIONAL SIGNING FOR THE DOUBLETREE INN PER THE INTENT OF ORDINANCE 1175.

A lengthy discussion followed relative to interpretation of various provisions
of Ordinance 1175.
C) Qestar Dev. Corp. - Site and architecture for a multi -story
office complex at the southeast quadrant of 51st Avenue South
and Southcenter Boulevard.
Mark Caughey read the staff report for this proposal. Fred Brown from Mithun
Assoc., project architect and George Kropinski from Qestar were present to
respond as the applicants.
Mr. Brown and Mr. Kropinski addressed the various staff concerns. Regarding
the proposed roof color, a color photograph of the project site was distri-
buted to the Board to demonstrate the extent to which red roofs are already
found in the immediate vicinity.
Regarding alignment of the westerly access point with the Route 581 on -ramp,
they noted that an application for access to 51st Avenue is pending before
the State of Washington; also, relocation northward may affect their ability
to retain the natural ravine to the north in an undisturbed state, and may
interfere with the existing bridge supports where 51st Avenue crosses Three -
Tree -Point Road. They stated their willingness to work with staff and the
State to identify a mutually - agreeable access point.

CITY OF TUKWILA
PLANNING DIVISION
WAC- 173 -16 -060 (4)(d) of the Shoreline Management Act of 1971 requires
parking to be located as far inland as possible from the mean high water
line. As this fenced parking area will be located immediately adjacent
to the inside edge of the 40' wide river setback zone, we suggest that
redwood slats be added to the fence fabric surrounding the 30 -stall
parking area to minimize visibility from the shoreline of cars parked
therein.
Five parking stalls are required to serve the shop area, but are not pro-
vided. Use of the aforementioned fenced parking area to satisfy this
requirement is unacceptable to staff due to its distance from the shop
building, and due to the intended use of the locked and gated parking
area for long -term, rather than daily shift parking. We suggest that 5
employee parking stalls be striped in the immediate vicinity of the shop.

III) ARCHITECTURE
A) Warehouse /Office Building: The building is proposed to be built of
corrugated metal roofing and siding. The proposed material has a
baked -on enamel finish in brown or tan shades. Facing South 143rd
Street is a concrete block rectangular wall with no decorative relief,
variety of shape or other apparent treatment to enhance visual inter-
est. Note also that there is a corridor created between the concrete
block wall and lower story of the office end of the building. This
approach is objectionable to the Tukwila Police Department, as it
creates a hiding place for burglers or other trespassers, and obscures
visibility of the office front door from police surveillance on South
143rd Street.
B) Shop Building: The same architectural approach is suggested here as
with the warehouse /office. Staff is especially concerned with the
resulting visual impact to South 143rd Street from placing the large
rectangular, unrelieved concrete block wall on the south elevation so
close to the street line.
In summary, we find the proposed architectural concept unacceptable. It is
Staff's opinion that the proposed buildings will not enhance visual redeve-
lopment of South 143rd Street, and that they are not in keeping with the
high level of architectural quality which has characterized recent industrial
development in Tukwila.
IV) LANDSCAPING
Stipulation 5 of the Conditional Use Permit approval also requires compliance
with generalized landcape plan preparation guidelines contained in Section V
of the original staff report for Application 80 -9 -CUP. This direction is
intended to offset the effects of extensive native tree and vegetation removal
which will happen as a consequence of site development.
1) Perimeter planting areas at least 5' wide to be included on the
south, west and river frontage boundaries of the project. The
planter strip on the river frontage shall be located at the land-
ward edge of the 40' river use zone.
Perimeter planting areas shall be located within the property lines
of the subject development.
3) Perimeter plantings adjacent to the river and on the south boundary
of the site shall be of sufficient size to obscure public view
into the site form the river trail or street respectively.
Exhibit "A" contains a landcape proposal for the south frontage only. However,
the content of this plan is too vague to ascertain its adequacy per direction
3 above.
The applicants' are in the process of completing engineering details for flood
control improvements on the river bank, as required by the County Public Works
Hydraulics Division. Once the configuration and location of the river dike is
finalized (all existing trees in the 40' river use zone will be saved), the
applicants will be able to propose a replanting scheme for that portion of the
dike which slopes inland toward the project.

In summary, staff is not satisfied with the landscape plan compliance level
demonstrated to date; we suggest that further refinement of this aspect of
the project is needed.
V) RECOMMENDATION
Staff suggests that the proposal submitted by Bestway is in sum unacceptable
at this time. We suggest that further work be done and the graphics resub-
mitted in accordance with the following guidelines:
1) Add the secured employee parking area to Exhibit "A" with
note indicating installation of wood slats within the fence
fabric of the enclosure.
2) Add 5 parking stalls in the immediate vicinity of the shop
building.
3) Undertake extensive re- working of the exterior materials con-
cept of the two structures on site to heighten visual interest
and to enhance building security.
Complete landscape plan according to instructions specified
previously.

MODULAR RIGID FRAME

F -103 is factory insulated with foamed -in -place polyurethane for
substantial energy savings. The panel's outer face is a distinctive

Butler's Vista Wall unit makes each window or door a striking design
element, a bold accent as high as the wall. Designed for use as either a
supplementary accent wall, with Parkway 212, Monopanl or masonry
walls, or as a complete wall system. Units are available in standard
widths of two, four, five and six feet. They may be chosen with fixed
glass or operable sash with solid panels above the glass or solid panels
above and below. Textured panels are also available. Both single -door
and double -door units are available. Unit frames are extruded aluminum

MR -24 is an exclusive single -skin, metal roof that can cover an
entire building without structural- fastener penetration between the
eave and ridge. Instead, the panels are roll formed together with a
double -lock, standing seam and fastened to the structural system with
a unique clip formed into the seam. Within the seam, a factory - applied
sealant provides further assurance of weather - tightness. And due
to the clip attachment to the structurals, the roof can actually move
with expansion and contraction. This field - proven system has over
100,000,000 sq. ft. in place. Offers a U.L. Class 90 wind uplift rating.

bays (50' x 80' as standard), straight columns

LANDMARK TWO STORY
The Landmark structural system also provides
two -story capabilities, combining standard
Landmark roof structurais and the MR -24 roof
