This application was processed in accordance with the Shoreline Management Act of 1971 and The State Environmental Policy Act (SEPA) guidelines. The permit was granted in accordance with the Shoreline Master Program adopted by this mu- nicipality.. The permit allows the construction of a. warehouse pack complex with office consisting of four (4) buildings with a maximum of 162,500 square feet along with approximately 2,000 cubic yards of fill. A total of ten (10) conditions were placed on the Shoreline Permit. The project is still dependent upon ac- cess. That a 10 -foot wide landscaping strip or decorative fence, to be approved by the REsponsible Official at the time of issuance of build- ing permit application, be placed along the subject property's southern and eastern boundaries. 6. After reviewing this scheme, we have concluded that it is not desirable and, therefore, rejected. This rejection was verbally communicated to you earlier. As a result of subsequent conversations with you, you were requested to submit a written report and revised conceptual plan based upon the verbal report and detailed analysis presented by your transportation consultant, Mr. Victor Bishop, P.E. of Transportation Planning and Engineering, Inc. on April 25, 1979. We received Mr. Bishop's written report and revised plan on May 11, 1979 and have reviewed it.' We find that the report does not provide sufficient data to substantiate that the left turn south onto Interurban Avenue South merging with the 806 south- bound thru vehicles. on Interurban Avenue is a safe and acceptable movement. We have, therefore, discussed this with Mr. Bishop this morning and told him to provide us with his calculations for capacity, gap analysis and required merge distance for this movement. He assures us that, in his opinion, this merge is safe and acceptable and will provide us with the data in a supplemental report within a few days. The balance of the data in his report confirms his verbal report to us on April 25 and is reflected on the revised plan. , The substance of Mr. Bishop's report is summarized.. . . "I have demonstrated through quantitative as well as qualitative analysis, using acceptable and applicable engineering standard practices and procedures, that the proposed access plan as revised can reasonably be expected to operate in a safe and efficient manner." Mr. Lynn Takeuchi May 15, 1979 Page 2 Based upon his analysis and professional opinion and recommendation, I approve the conceptual access plan dated May 11, 1979 to the subject property based upon the following conditions: 1. Mr. Victor Bishop, P. E., provide the additional data referenced above to substantiate that the southbound left -turn from the access road onto Interurban Avenue South and the southbound thru traffic merge is a safe and acceptable movement. 2. The approval is based upon the data (vehicle counts, use projections, assumptions and gap analysis) submitted and accepted. If, through actual experience, the property generates more volume than projected, the City of Tukwila, through the exercise of its police power, may disallow a turning movement and /or require changes or corrections to correct an access deficiency. The cost of such changes or corrections may be imposed on the property owner. A covenant attesting to and agreeing to these conditions must be entered into by Trammell Crow, binding them and /or their successors to these conditions. The approved access construction plan and supporting. data will be exhibits to this covenant. 3. A covenant between Trammell Crow and the City be executed to provide that, in effect, Trammell Crow and /or their successors if they become owners or developers of the adjacent property to the south will develop new access to serve this property and the future development and to void the access which will be approved at this time. 4. The City must have written assurances that all existing access easements on the property are being maintained and in no way being physically encumbered by any development of the property by Trammell Crow or their agents. 5. Submittal of a detailed engineering and construction plan of the con- ceptually approved access plan for review and approval must be submitted prior to issuance of a curb cut construction permit. 6. Written concurrence and approval of the conceptual access plan by the King County Department'of Public Works is also required. The first step of our review was a meeting between Mr. Vic Bishop of TP &E and myself at which time Mr. Bishop presented verbally his responses to our critique of this proposed conceptual plan and his explanations of the modifications and supporting material. A principle focus of Mr. Bishop's presentation was on the gap analysis to show that there was sufficient capacity on Interurban Avenue South to safely allow the southbound left turn onto Interurban Avenue South. We have asked our consultant, Entranco Engineers, to review this data and the overall revised plan. We expect their report shortly. In the interim, as I suggested at our meeting on April 27, 1979, I would like you to pursue relocating the access road as far to the south (north of the bridge) on Interurban Avenue South as possible. As we discussed, this approach looks to be more desirable than the plan we are presently looking at -- the guiding principle being that it further removes all ingress and egress from the confines of the intersection of Interurban Avenue South and 42nd Avenue South. Please submit a conceptual plan of this access for review as soon as possible. The access plan selected and finally approved will be done so contingent upon the five (5) conditions we also discussed on April 27. These are: 1. City would make application to Metro for the joint use agreement . by letter. Attached to the letter would be an explanation of any other sewer facilities available and a drawing indication the location of the development. 2. Metro reviews and approves /disapproves. 3. If agreement approved, the owner must prepare a detailed plan and submit it to the City and to Department of Social & Health Services (State of Washington) for approval. 4. After City and D.S.H.S. approval, City sends plans to Metro for approval. 5. Concurrent with plans should be joint.2use agreement with attachments showing location including Metro manhole numbers. Joint use agreement should also contain front foot cost to be paid to Metro by the City to be recovered by the City from the owner. A public access easement along the shoreline from the edge of the access road to the water's edge. 2.. That a culvert or bridge sufficient to handle a 25 year storm frequency be provided to cross the . creek on the property. The design is to include safety barriers for the sidewalk. 4. That three cross section be provided through the property to include the river, the bank, sidewalk, access road, and buildings. 4 5. The access roadway is to provide access to all of the buildings without having automobiles backing into the access road from parking spaces. 6. The site plan shall show the proposed landscaping along the shoreline. The landscaping of the shoreline shall be completed prior to the issuance of the building permit for the third building. 7. Director R FOM :/ ger Blaylock, Assistant Planner DATE: / 13 March 1979 SUBJECT: Trammell Crow Shoreline Substantial Development Permit (MF #79- 1 -SMP) After a detailed analysis of the above referenced project, it is apparent that there could be on -site operational conflicts. These problems fall into the major categories of (1) possible use, (2) parking, (3) truck maneuvering and (4) public access to the shoreline. The relationship of parking, truck doors, and building size suggests that Buidings "A ", "B" and "C" are designed for small warehouse opera- tions. Building "A" has over 50 percent of the total on -site parking concentrated within 100 feet. Add the fact that there are only two limited locations for truck doors and the logical conclusion-is that the long range use of the building is primarily office. On the other hand Building "D" is almost exclusively truck doors on the north side of the building. The offices fronts designed into the building suggest that probably a maximum of four firms will occupy the building. PARKING: The parking on the total site is off - balance. Buildings "B" and "C" have only the minimum amount of parking required by T.M.C. The parking is concentrated around Building "A ", while the employees working in Building "D" have to walk the farthest. However, the site provides more parking than required by T.M.C. In three locations the parking appears to conflict with access and traffic circulation. If 240 parking spaces were allowed, the maximum building area to be used for office should be 33,000 square feet to meet T.M.C. In the sixth edition of the Architectural Graphic Standards by Ramsey and Sleeper, minimum practical turning radius are suggested for semi- trailer combinations on page 40. A 55 -foot long semitrailer would require approximately 105 feet to turn. The Standards continue to suggest that there should be a minimum unobstructed distance of 110 feet. This would suggest that, if a 60 -foot long semitrailer (maximum allowed in Washington) was using the facility then a minimum of 120 feet of maneuvering space should be provided. C Memorandum Page 2 Kjell Stoknes 13 March 1979 The clear maneuvering distance between Buildings "B" and "D" is 125 feet, while between Buildings "C" and "D" is 100 feet. This separation appears to be a common maneuvering area. It would be impossible for 55 or 60 foot semitrailers to service both Buildings "C" and "D" simultaneously. Even between Buildings "B" and "D" through access would be severely limited if the semitrailers servicing the buildings were more than 50 feet in length. It appears that truck maneuvering suffers from the size of Building "D ". PUBLIC ACCESS: Public access to the shoreline is not shown on the site plan. The upgrading of public access and use of the shoreline is important. In June of 1977 a Shorelines Substantial Development Permit was issued to Allied Body Works, Inc. with the provisions of providing public access and the construction of a 5 -foot wide walk- way open to the public. RECOMMENDATION: The application has several areas where additional information should be required. Specifically, exact location of truck doors and the associated truck maneuvering space. In any event, the following preliminary conditions should be considered: 1. A public access easement along the shoreline from the edge of the access road to the water's edge. 2. A 5 -foot wide concrete sidewalk open to the public be constructed along the north line of the private access roadway for the full length of said roadway. 3. Configuration of the intersection of private access road with Interurban Avenue and 42nd Avenue South to conform to said site plan submitted on and approved by the Public Works Department on 4. The environmental que3tionaire has been reviewed and the only critical area is access. Concern has been expressed by Representative Francis North, agent for the adjacent property owner, Mr. A. Codiga. An access proposal has been submitted to the Department of Public Works; however, approval is pending review by Terry Monaghan and Mayor Bauch. I have contacted Seattle City Light to inquire as to the status of the application for access easement across their property by the Trammell Crow Company. I was informed that the proper forms had been sent to the applicant, but have not been returned as of this date. Specific plans need to be submitted to Seattle City Light because legal descriptions need to be made up for the lease agreement. Therefore, I would suspect that they are being held up until the access is approved by the City of Tukwila. The SEPA determination and Shorelines Permit could be issued at this time; however, the access to the site is within the shoreline jurisdiction of 200 feet and detailed plans must be submitted to the Department of Ecology for review with the Shoreline Permit. Issuing of a Shoreline Permit with the condition of access approval in the future is so loose that it is probably not in the best interest of the Office of Community Development. Therefore, I recommend that the Shoreline Permit not be issued until access is approved by the Public Works Department. On the other hand, I recommend that a Declaration of Non - Significance be issued at this time. The major problem of access design can be specifically controlled through negotiation with the Public Works Department. If you agree, I will prepare a negative declaration. Therefore, Interurban Avenue is proposed to be widened to provide a 16 -foot wide acceleration lane for vehicles, including trucks, to make a left turn from the site Access Road to the south on Interurban Avenue South. This will allow provision for a short northbound left turn lane at the signal. We have also prepared a standard 100 -foot taper for right turns into the Access Road, and propose adding a right turn lane at the signal. The above will significantly increase the capacity of the signal to control northbound traffic and will reduce the storaa-eN(queue) length necessary for vehicles northbound on Interurban Avenue South. The new acceleration lane and the reduced queue length together with the existing traffic signal operation will allow the projected traffic to safely enter Interurban Avenue South. The one way loop road from 42nd Avenue South is to allow southbound vehicles on Interurban Avenue South access to the site without requiring a left turn directly into the Access road from Interurban Avenue South. The widened roadway of Interurban Avenue South tapers back to the original pavement width 338 feet south of the access road, which allows four feet of shoulder at the approaches to the bridge on Interurban Avenue South. It is proposed that new guard rail be installed on the approaches to and exits from the bridge rail. The traffic signal pole on the N. E. corner will be relo- cated and a new traffic signal head installed for the right turn lane. A separate application will be made to King CouA y to per- form work on the King County Right of Way and gain access to the one -way road from 42nd Avenue South, a King County road.
