Chairman Richard Kirsop convened the meeting at 8:07 P.M.; Commissioners
Orrico, Sowinski, Avery, Arvidson, and James were present.
Mark Caughey, acting planning director, and Al Pieper, building official,
represented the staff. Crime Prevention Officer Bob Conner represented the
Tukwila Police Department.

III) CITY COUNCIL ACTIONS
Status of "Sunwood" single - family plat: Mr. Caughey reported that the
change of contract zoning conditions recommended for approval at the
August meeting were accepted by, the council as presented. However,
the plat itself was not accepted, and will be returned to the Commission
for further study of the fire access lane gradient.
IV) PUBLIC HEARING
APPLICATION 79 -5 -CUP - Silver Cloud Motel - Modification of Condi-
tional Use Permit to allow temporary parking of trucks on the site's
Phase II portion. Existing motel is located on 48th Avenue South,
approximately 600' east of Interurban Avenue.
Because the applicant was not present, the Commission voted unani-
mously to defer this application to the end of the agenda.

George Erdenberger, landscape designer for the project site, explained concerns
they have with Staff Report conditions.

Don Dally, representing Pacific Townhouse Builders, responded to proposed
conditions in Staff Report. Regarding architectural materials, he noted
that they do not plAn to use stucco on any Phase II structures; only cedar
siding or shakes will be used. Regarding the requirement for an automatic
irrigation system, he stated that Phase I was not required to install such
a system, and therefore Phase II should also be exempt therefrom.

The Planning Commission reconsidered the requirement of a sidewalk
along 48th Avenue South as a stipulation of the Conditional Use
Permit approval and decided to amend. Condition #4 to read "That a
five foot sidewalk be constructed along 48th Avenue South to be
approved by the Planning Department at such time as development requires
sidewalks." The City of Tukwila interprets.this condition to mean
that if Denny's constructs a sidewalk then the motel should also
construct one. Denny's has recently submitted building plans which
include a sidewalk along South 148th Street.

Minutes of the regular April meeting of the Tukwila Planning Commission,
24 April 1980.
Acting Chairperson Eileen Avery convened the regular April meeting at 8:00 p.m.
in the City Council Chambers. Other commissioners present were Mr. Arvidson,
Mr. James, Mr. Orrico, and Mr. Sowinski. Caroline Berry and Fred Satterstrom
represented the planning staff.
MOTION BY MR. JAMES AND SECONDED BY MR. SOWINSKI TO APPROVE THE MARCH 27, 1980
MINUTES. MOTION CARRIED.
Staff gave the Commission a brief update on recent City Council actions regarding
the Chartwell application and the proposed sidewalk ordinance. Staff informed
the Planning Commission of the upcoming joint APA /PAW Conference to be held in
Bellingham.
Al Pieper, Building Official, read the staff report on the Western Optical sign
application.
MOTION BY MR. ORRICO AND SECONDED BY MR. SOWINSKI TO APPROVE THE PROPOSED WESTERN
OPTICAL SIGN. MOTION CARRIED.
Ms. Berry read the staff report on the Grainger Building color scheme change and
displayed sample boards of proposed colors.
MOTION BY MR. SOWINSKI AND SECONDED BY MR. ORRICO TO APPROVE THE PROPOSED COLOR
SCHEME CHANGE. MOTION CARRIED.
Mr. Satterstrom read the staff report on the proposed Silver Cloud Motel truck
parking area. Planning Commission discussed a number of aspects concerning the
proposal including the adequacy of the street, the number of trucks involved,
existing trees and vegetation, and other factors. Generally agreed by the Com-
mission that they did not have sufficient information before them in order to
render a decision.
MOTION BY MR. SOWINSKI AND SECONDED BY MR. ARVIDSON TO TABLE THIS ITEM UNTIL THE
REGULAR MAY MEETING OF THE PLANNING COMMISSION IN ORDER FOR THE APPLICANT TO
PROVIDE THE COMMISSION WITH THE FOLLOWING INFORMATION:
1. APPROXIMATE NUMBER OF TRUCKS INVOLVED IN THE REQUEST:
2. AN ACCURATE AND MORE DETAILED SITE PLAN INDICATING, AMONG OTHER THINGS,

The Commission stipulated in its

work on Phase II may not proceed
in the abscence of a development
plan for Phase II. Phase I was
constructed and occupied early
in 1980.
Mr. Jim Weymouth, operator of
the Silver Cloud Motel, appeared
before the Commission on
24 April 1980 to request city
concurrence with his intent to
develop a parking area for
large trucks used by motel
guests, on a portion of Phase II.
The Commission tabeled action on
this matter and requested addi-
tional information. This report
will discuss the details of
Mr. Weymouth's request, as speci-
fied by your Commission at the
April meeting.

APPLICATION 79 -05 -CUP: Silver Cloud Motel
DISCUSSION
A) "Approximate Number of Trucks Involved in the Request"
As depicted on Exhibit "A -1 ", the applicants intend to provide
space for.7 -10 tractor - trailer rigs. It appears, though, that
the site may not contain adequate maneuvering space for that many
trucks.

Exhibit "A -1" notes the location of such individual specimens

and significant clusters of smaller trees. Staff has the following
concern in this regard:
a) It appears that the truck parking and maneuvering will occur
in close proximity to the "drip line" and root limit of the
tree grove centered between the two proposed driveway openings.
The long -term effect of heavy and tall vehicles operating here
might be to damage both the overhanging foliage canopy and that
portion of the root structure laying closest to the surface.
b) Should your Commission elect to approve the requested Use
Permit modification, we suggest that a barrier such as snow -
fencing be placed out to the limit of the drip -line for all
significant groves and individual tree specimens. However,
this requirement might further reduce limited maneuvering space
and render the proposed parking area project infeasible.
C) Indication of Long -Range Plans for Phase II
- After discussing this point with Mr. Weymouth, we understand that
he plans to follow through with construction of the Phase II motel
improvements as soon as general economic conditions and prevailing
construction loaninterests rates permit, perhaps as early as 12 to
18 months from now.
- The Commission approved 56 units for Phase II in 1979; Mr. Weymouth
indicates that he may approach the Commission at a future time to
increase that number to 60+ units.
RECOMMENDATION:
After discussing this matter with the Public Works Department, Staff
suggests that the questions of adequate maneuvering space and adequate
protection of on -site vegetation have not been fully- addressed. The
request before the Commission at this time is to modify Conditional Use
Permit 79 -05 -CUP to add Stipulation 5 as follows:
"The Phase II portion of the site may be used as a temporary
parking area, including facilities for parking tractor - trailer
truck combinations, for a period of up to 24 months beginning
on 1 September 1980."
Staff is ambivilent to the decision which you may reach on this matter.
However, if your Commission elects to approve this land use as presented,
we suggest that the following conditions be imposed on that approval action:
1) Prior to construction of said temporary parking facility, the
applicant shall submit to the City Public Works Director for
his approval a detailed layout of said facility prepared and
stamped by a registered civil engineer of Washington State.
The layout diagram shall depict accurately the location of all
specimen trees groves shown conceptually on Exhibit "A -1 ", shall

depict accurately the maneuvering and parking space dimensions
necessary to accomodate truck parking, and shall provide infor-
mation necessary to insure adequate drainage of the site.
Location and width of curb cuts shall be subject to approval of
the Director of Public Works.
Use of the temporary parking facility shall be limited to registered
guests of the Silver Cloud Motel. Long -term storage of trucks and
trailers is not intended within the temporary parking area.
4) Use of the temporary parking area beyond the 24 month time period
specified in Stipulation 5 of 79 -5 -CUP shall be subject to approval
of the Planning Commission following a public hearing.
5) A barrier such as snow - fencing shall be installed and maintained
throughout the period of use for the temporary parking area. The
barrier shall be placed at the approximate edge of the drip -line
of individual tree or grove canopies.

1. INCLUSION OF A CHILD'S PLAY AREA, WITH EQUIPMENT, ON THE WEST SIDE OF THE
MAIN INTERNAL ACCESS DRIVEWAY, PLANS FOR SUCH TO BE APPROVED BY THE PLAN-
NING DIVISION PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.
2. CONSTRUCTION AND DESIGNATION OF TRAIL CONNECTION FROM 62ND AVENUE SOUTH
TO TUKWILA ELEMENTARY SCHOOL PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.*
Mr. Dally asked if it would be possible to designate a play area, but not put in
the equipment unless it is needed. Mr. Blaylock said a reservation could be made.
It could be reviewed when Phase II is started, or a bond could be made to last so
long. Mr. Kirsop said Staff could come back for a second review at the time of
Phase II. Mr. Dally said they have had no problems in working with Staff. Mr.
Blaylock said if it is designated on the plans that there is a play area it would
encourage those with children to buy there.

W ITIONAL USE PERMIT: RECONSIDERATION - WEYMOUTH MOTEL
Roger Blaylock said applicants for the Weymouth Motel would like to have a review
made of the condition regarding the five foot sidewalk. They prefer not to put
it in now as it seems non - functional, and an interior access to Denny's seems more
practical. Mr. Weymouth said it appears that Denny's will go in and he would like
to agree with the City of Tukwila that if the sidewalk goes around the corner they
will put one in. Mr. Blaylock said it is probably that Denny's will be required
to put in a sidewalk. Mr. Weymouth said there will be a convenience walkway from
the motel to Denny's. Mr. Blaylock said they have not received a building permit
request from Denny's and the nearest restaurant to the motel now would be the Tuk-
Inn. Mr. Weymouth said people would drive to the Tuk -Inn from the Motel.

The applicants are requesting staff approval to use a portion of the remaining
undeveloped land at the north edge of their site for overnight parking of large
trucks owned by patrons of the motel. Staff has no objection to this proposed
temporary use subject to the following stipulations:
1) The applicant obtain curb -cut permits from the Public Works Dept.
2) That the parking area be surfaced with materials sufficient to control
dust, and to provide adequate drainage to the satisfaction of the
Director of Public Works.
That all trees on the site with trunk diameter exceeding 3" be retained,
and that a protective fence at least 4' high be installed out to the
drip line of any tree influenced by the temporary parking area.
4) That temporary use of the parking area shall not exceed 18 months
from the date of B.A.R. approval.
We request your concurrence with this proposal.

We would like to thank you for approving, with your conditions, our pro-
posed motel on 48th Ave South.
We have submitted to the Tukwila Planning Staff for the April 26th or May
and meeting, the landscaping plans and the revised site plan with the ten
foot perimeter. Wei have attempted to save as many trees as possible in
accordance with your stipulation, as well as for the enhancement of the
motel.
At this time we are requesting that you review your condition regarding
the five foot sidewalk. We would prefer not to put it in now as it seems
non - functional, and an interior access to Denny's seems more practical.

Agenda Item VI A (22 March 1979)
As a result of the environmental review on the above referenced proposal, the Responsible
Official has requested the Planning Commission encourage the applicant to retain as many
of the existing large ornamental trees as possible. As you know, the site of the proposed
motel used to be a nursery years ago. Today, a number of large pine, fir, juniper, and
other evergreen trees are scattered over the site. Their presence .lends a natural charm
to the site and offers a unique opportunity for on -site amenity which is generally lacking
in the vicinity. Unfortunately, it appears that the proposed site plan for the motel com-
plex pays little or no attention to this natural attribute.
Therefore, staff requests the Planning Commission act only on the conditional use permit
at this time, and reserve approval of the proposed site and landscaping details for a
later date. Approval of the conditional use permit (if this is the action of the Commis-
sion) would allow the applicant to apply for a building permit for a motel. In addition,
the applicant would have time to prepare a plan for tree retention and removal which
could be shown on the site plan to be reviewed by the B.A.R. prior to issuance of the
building permit. This procedure will probably not slow down the permit process.
Should the Planning Commission agree with this approach, staff suggests the following
condition be added to the original staff report:
FNS /ckh
1. A detailed site plan shall be submitted to the B.A.R. for approval prior
to issuance of building permit. In addition to the normal site details
of parking, landscaping, and building locations, such site plan shall
show the locations of all major ornamental trees and shall indicate which
trees are to be removed or retained. The applicant shall make every
reasonable effort to retain as many trees as possible.

Dear Mr. Weymouth:
At the regular meeting of the Tukwila Planning Commission on Thursday,
March 22, 1979, approval was given to your request to construct a 131
unit motel on 48th Avenue South. Their approval was conditioned upon
the following. stipulations:
1. That.a minimum ten (10) foot perimeter landscaping strip be
provided.

2. That detailed landscape plans must be approved by the B.A.R.
prior to issuance of a building permit. The developer shall
make every effort to save the trees on the site.
3. That no removal of vegetation or leveling of land be allowed
on the area designated as Phase, II until a building permit is
issued for Phase II construction.
4. That a five (5) foot wide sidewalk be constructed along 48th
Avenue South; detailed plans to be approved by the Department
of Public Works.
The next Board of Architectural Review meeting is scheduled for Thurs-
day, April 26th. The deadline for submission of the detailed landscape
plan is Thursday, April 12th at 5:00 p.m.

Mr. Blaylock read the staff report and a memorandum to the Planning Commission from
Mr. Fred Satterstrom, Planning Supervisor, concerning the retention of vegetation
on the site.
Mr. Jim Weymouth stated that he agreed with the staff report, however, he felt
that instead of tabling the item that the intent of vegetation retention could be
considered with the landscaping plan.
The question of vegetation removal was discussed at length by the applicant, staff
and Planning Commission.
Mr. John Phillips of the law firm of Hillis, Phillips, 403 Columbia Street, repre-
senting the Stranders, who own the property, introduced Mrs. Louise Strander.
Mrs. Strander, 15000 - 57th Avenue South, explained the technical problems of
maintaining the trees. The trees are nursery stock that were planted in rows.
With a grade change the only way to save a mature tree is to clear around the
trees and french drain around each one. Realistically, only a few could possibly
be saved on the site.
Mr. Phillips spoke concerning the ne :.ssity of a sidewalk along 48th Avenue South,
a dead -end street. Pedestrian traffic will be internal to the site and to the
proposed Denny's Restaurant to the west. The Tukwila Sidewalk Plan does not address
48th Avenue South on its priority maps. Since the project is not pedestrian orien-
tated, it is not addressed in the goals. Therefore, it appears to be a ridiculous

requirement. The issue of widening 48th Avenue South and providing a sidewalk
has arisen on several occasions in the past and we thought it was settled back
in 1969 with Ordinance #591.
MOTION BY MRS. AVERY AND SECONDED BY MR. ORRICO TO ACCEPT THE APPROVAL OF THE
WEYMOUTH CONDITIONAL USE PERMIT FOR A MOTEL WITH THE FOLLOWING CONDITIONS:
1. THAT A MINIMUM TEN (10) FOOT PERIMETER LANDSCAPING STRIP BE PROVIDED.
2. THAT DETAIL LANDSCAPING PLANS BE APPROVED BY B.A.R. PRIOR TO OCCUPANCY.

FINDINGS:
1. The proposed motel complex consists of three (3) two -story buildings with a
total of 131 rooms.
2. The motel does not have any restaurant or bar facilities; however, a Denny's
Restaurant is proposed immediately to the west of the motel site.
3. The motel is planned in two phases. The first phase will consist of 75 rooms
and the second will be 56 rooms.
4. The subject site is zoned M -1 (Light Industry) which restricts building heights
to forty -five (45) feet.
5. Section 18.64.010 (TMC) provides that the Planning Commission may authorize the
proposed use under such conditions as the Commission deems necessary provided
it finds:
a. Such use will rot :materially injure the appropriate use of neighboring
property;
b. Such use will conform to thegenral intent of Title 18;
c. Such use will include the necessary off - street parking and loading
facilities for such use.
6. The subject property is designated by the Comprehensive Land Use Policy Plan
as "Light Industrial ". All the adjacent properties to the east, west and north

are designated as "Light Industrial ". The site is bordered on the fourth
side by Interstate Highway 5.
7. Existing development in the area includes a major truck terminal, a restau-
rant, a gasoline station and truck sales operation.
8. The subject site accesses onto 48th Avenue South, which flows into Interurban
Avenue. The interchange for Interurban Avenue and Interstate 5 is within 300
feet of the intersection of 48th Avenue South and Interurban Avenue.
9. Three ingress /egress points are depicted on the proposed schematic site plan
accessing 48th Avenue South. Two of the curb -cuts will be constructed during
Phase 1. The first two curb -cuts are separated by approximately 200 feet; the
third curb -cut will be approximately 165 feet to the east. The curb -cuts are
proposed to be twenty -five (25) feet in width. TMC allows up to forty (40)
feet in industrial areas.
10. The parking area proposed meets the basic motel need of one (1) parking space
for each room. The design of the parking lot calls for sixty (60) feet of
paving. This provides for a twenty -four (24) foot wide aisle and two (2)
eighteen (18) foot deep stalls with a two (2) foot overhang. The 90 degree
stalls are nine (9) feet wide.
11. Generalized landscaping areas are shown on the proposed site plan. A twenty -
seven (27) foot wide landscaping strip utilizes the area from the proposed
on -site driveway to the edge of the present paving for 48th Avenue South. If
street was widdened to its full right -of -way of forty (40) feet, the planting
area would be reduced to sixteen (16) feet. It appears that the developer
has set the building back ten (10) feet just in case the road is ever widdened.
A four (4) foot wide landscaping strip is proposed along the frontage of the
site with Interstate 5. A seven (7) foot wide landscaping strip is proposed
on the west boundary next to the proposed Denny's Restaurant. In Phase I, the
two buildings are proposed to be bordered with planting beds. The courtyard
will contain a swimming pool and theraputic pool in a landscaped area.
12. The Sidewalk Plan, adopted by the City under Ordinance #1025, sets a specific
goal to construct.sidewalks adjacent to public rights -of -way with new pedes-
trian- oriented commercial construction.
13. The exterior treatment of the motel will be brick veneer, wood battens, and
a wood shake roof. The wood railings will be treated with Olympic Stain.
14. Title 19 (TMC), the Sign Code, authorizes forty -five (45) foot high signs for
industrially classified lands.
CONCLUSIONS:
1. The proposed development of a motel complex complies with the intent of both
the zoning and Comprehensive Plan. It appears that it will enhance to the
existing development of the area.

2. There are presently heavy traffic volumes in the area as a result of the
interchange. The volume of traffic anticipated to be generated from the
motel is insignificant when compared to the present traffic volumes.
3. The applicant has attempted to maximize total development of the site without
consideration of the natural vegetation. The plans show that a minimal peri-
meter landscaping strip is proposed. Plus the parked cars will overhang into
that landscaping. Increasing the perimeter landscaping will result in a
decrease in the building width, courtyard width or landscaping adjacent to the
building. Only the landscaping adjacent to the building could be reduced
without functionally impairing the motel. In fact the landscaping adjacent
to the building may be inconvenient for maintenance and access to the rooms.
4. Sidewalks are necessary to provide a separate and safe area for pedestrians
to access the nearby restaurants. If sidewalks are not required, the pedes-
trians will have to compete with the heavy truck traffic on 48th Avenue South.
RECOMMENDATION:
The staff recommends that the Planning Commission approve the Weymouth Conditional
Use Permit /Motel (File #79 -5 -CUP) with the following conditions:
1. That a minimum ten (10) foot perimeter landscaping strip be provided.
2. That detail landscaping plans be approved by B.A.R. prior to occupancy.
3. That no removal of vegetation or leveling of land be allowed on the area
designated as Phase II until a building. permit is issued for Phase II
construction.
4. That a five (5) foot wide sidewalk be constructed along 48th Avenue South;
detailed plans to be approved by the Department of Public Works.
5. If a dedication is required by the Public Works Department to locate the
sidewalk on public right -of -way, the owner of the property shall dedicate
to the City of Tukwila at no cost to the City of Tukwila the necessary
right -of -way,,

without functionally impairing the motel. In fact the landscaping adjacent
to the building may be inconvenient for maintenance and access to the rooms.
4. Sidewalks are necessary to provide a separate and safe area for pedestrians
to access the nearby restaurants. If sidewalks are not required, the pedes-
trians will have to compete with the heavy truck traffic on 48th Avenue South.
RECOMMENDATION:
The staff recommends that the Planning Commission approve the Weymouth Conditional
Use Permit /Motel (File #79 -5 -CUP) with the following conditions:
�i. That a minimum ten (10) foot perimeter landscaping strip be provided.
That detail landscaping plans be approved by B.A.R. prior to occupancy.
;r3( That no removal of vegetation or leveling of land be allowed on the area
designated as Phase II until a building. permit is issued for Phase II
construction.
P4( That a five (5) foot wide sidewalk be constructed along 48th Avenue South;
detailed plans to be approved by the Department of Public Works.
5. If a dedication is required by the Public Works Department to locate the
sidewalk on public right -of -way, the owner of the property shall dedicate
to the City of Tukwila at no cost to the City of Tukwila the necessary
right -of -way.
