RE: LANDSCAPE PLANS: MORGAN OFFICE BUILDING AND 6100 SOUTHCENTER BOULEVARD
OFFICE BUILDING
The Tukwila Planning Commission at their regular meeting on Thursday, *22 March
1979, approved the landscape plans for both the Morgan Office Building and the
6100 Southcenter Boulevard Office Building. The plans for the . landscaping were
specif' lly conditioned as follows:
rgan Office Building:
1. The additional planting of trees and /or shrubs be made on the south
side of the building in areas exposed by the removal of weeds and black-
berries, specific treatment subject to approval of the Planning staff
within 30 days.
6100 Southcenter Boulevard Office Building:
1. More trees and shurbs should be planted on the south side of the site,
especially in the southeast corner, to screen the parking lot from
pedestrians and motoriests on Southcenter Boulevard. Specific treat-
ment subject to approval of Planning staff prior to issuance of Occu-
pancy Permit.
2. Plantings on the north side of the building should be coordinated with
installation of the sidewalk as part of L.I.D. 29.
The staff's position on the treatment of additional landscaping is to require
evergreen vegetation to provide sight screening of the buildings and parking lots.

Mr. Richards objected again because the plan did not comply with the landscaping
requirement of TMC.
Mr. Crumbaugh stated that this was an oversite of the architect.
Mr. Crumbaugh continued discussing the proposed placement of the sidewalk and land-
scaping along South 180th Street. The method used is to place five feet of land-
scaping on each side of a five foot wide sidewalk. The Planning Commission does
not need to consider the width of the landscape area; it only needs to consider
where the sidewalk is going to be.
Mr. Richards stated that Mr. Crumbaugh was wrong, the developments included the
area of the landscaping.
Mr. Crumbaugh stated that he was not trying to take an advisary position. He con-
tinued stating that in other locations throughout the City public right -of -way is
being used for landscaping.
Planning Commission discussed the site plan in more detail.
Mrs. Avery asked about the location of the drive up window. She expressed her
concern about traffic problems and congestion resulting from a banking facility.
MOTION BY MR. RICHARDS, SECONDED BY MR. ORRICO TO TABLE THE DEVELOPMENT PLANS TO
THE NEXT REGULAR MEETING TO INCLUDE THE LOCATION OF THE SIDEWALK AND LANDSCAPING
STRIPS THAT WERE PROPOSED IN THE VERBAL PRESENTATION. IT WAS TO ALSO INCLUDE THE
PROPOSED LANDSCAPING ALONG THE SOUTH AND WEST PERIMETERS OF THE SITE AND THAT A
SECOND SET OF PLANS BE SUBMITTED TO SHOW THE TOTAL DEVELOPMENT OF THE SIDEWALK
AND LANDSCAPING ALONG SOUTH 180TH STREET. MOTION CARRIED. MR. JAMES, MR. ORRICO
AND MR. RICHARDS VOTED YES. MRS. AVERY AND MR. SOWINSKI VOTED NO.
Mr. Crumbaugh wanted the record to show that, "I did not come up here to make
an advisary position, I just made some requests at clarification of the staff.
I totally resent what was done to me here tonight. I did not deserve that."
DEVELOPMENT PLANS: McCANN PROJECT #464
Mr. Blaylock informed the Planning Commission that the architect, Tom Croonquist,
had requested that the item be tabled for revisions until the next meeting.
MOTION BY MRS. AVERY, SECONDED BY MR. ORICCO TO TABLE THE DEVELOPMENT PLANS UNTIL
THE NEXT REGULAR MEETING. MOTION CARRIED.

The Planning Commission considered both items together. Mr. Blaylock read both
of the staff reports.

MOTION BY MRS. AVERY, AND SECONDED BY MR. SOWINSKI TO ACCEPT THE STAFF RECOMMENDA-
TION FOR THE MORGAN OFFICE BUILDING TO INCLUDE:
(1) THE ADDITIONAL PLANTING OF TREES AND /OR SHRUBS BE MADE ON THE SOUTH SIDE
OF THE BUILDING IN AREAS EXPOSED BY THE REMOVAL OF WEEDS AND BLACKBERRIES.
SPECIFIC TREATMENT SUBJECT TO APPROVAL OF THE PLANNING STAFF WITHIN 30
DAYS.
AND TO INCLUDE THE RECOMMENDATIONS FOR THE 6100 SOUTHCENTER BOULEVARD OFFICE BUILDING:
(1) MORE TREES AND SHRUBS SHOULD BE PLANTED ON THE SOUTH SIDE OF THE
SITE, ESPECIALLY IN THE SOUTHEAST CORNER, TO SCREEN THE PARKING
LOT FROM PEDESTRIANS AND MOTORISTS ON SOUTHCENTER BOULEVARD.
SPECIFIC TREATMENT SUBJECT TO APPROVAL OF PLANNING STAFF PRIOR
TO ISSUANCE OF OCCUPANCY PERMIT.
(2) PLANTINGS ON THE NORTH SIDE OF THE BUILDING SHOULD BE COORDINATED
WITH INSTALLATION OF THE SIDEWALK AS PART OF L.I.D. 29.
MOTION CARRIED.
The Planning Commission modified the agenda to hear item VI A out of order.
NEW BUSINESS
WEYMOUTH CONDITIONAL USE PERMIT /MOTEL
Mr. Blaylock read the staff report and a memorandum to the Planning Commission from
Mr. Fred Satterstrom, Planning Supervisor, concerning the retention of vegetation
on the site.
Mr. Jim Weymouth stated that he agreed with the staff report, however, he felt
that instead of tabling the item that the intent of vegetation retention could be
considered with the landscaping plan.
The question of vegetation removal was discussed at length by the applicant, staff
and Planning Commission.
Mr. John Phillips of the law firm of Hillis, Phillips, 403 Columbia Street, repre-
senting the Stranders, who own the property, introduced Mrs. Louise Strander.
Mrs. Strander, 15000 - 57th Avenue South, explained the technical problems of
maintaining the trees. The trees are nursery stock that were planted in rows.
With a grade change the only way to save a mature tree is to clear around the
trees and french drain around each one. Realistically, only a few could possibly
be saved on the site.
Mr. Phillips spoke concerning the nezessity of a sidewalk along 48th Avenue South,
a dead -end street. Pedestrian traffic will be internal to the site and to the
proposed Denny's Restaurant to the west. The Tukwila Sidewalk Plan does not address
48th Avenue South on its priority maps. Since the project is not pedestrian orien-
tated, it is not addressed in the goals. Therefore, it appears to be a ridiculous

LANDSCAPE PLANS: Mor an Office Bui din
A detailed landscape and irrigation plan prepared by Curtis B. Hogenson, has been
submitted for the Morgan Office Building located at 6000 Southcenter Boulevard.
The proposed planting plan includes vine maples, oregon grapes and photinias on
the east side of the building by the entrance to the garage. The south side is to
be planted with 5 deodar cedars and 2 Austrian pines. All existing noxious weeds
and blackberries are to be removed from this side. The west side is to include
another cedar pine and maple, as well as some unspecified planting (a large tree
and 7 bushes). The north side of the building is proposed to be planted with 4
more pines and 1 maple between the building and the rockery retaining wall. The
retaining wall is to be planted with a row of photinias on the upper side. Also
on the north side, at the entrance to the building one more vine maple, 2 heavenly
bamboos, and a few more photinias and oregon grapes are proposed.
In addition, all existing tree forms are to be retained and ivy is to be planted
in all areas as ground cover as well as 2" of ground bark.
RECOMMENDATION:
Staff recommends the Commission approve the landscape and irrigation plans with
the following conditions:
1. The irrigation system is to be provided with a backflow prevention device at the
primary tap, to be approved by the Department of Public Works.
2. Additional planting of trees and /or shrubs be made on the south side of the
building in areas exposed by the removal of weeds and blackberries, specific
treatment subject to approval of the planning staff within 30 days.

Morgan Office Building
1. AUSTRIAN PINE - A dense stout pyramid shaped evergreen tree with a uniform
crow and stiff dark green needles.
2. DEODAR CEDAR - A fast growing evergreen tree with a soft light texture and
a characteristic nodding tip.
3. HEAVENLY BAMBOO - An evergreen or semi deciduous shrub with canelike stems
and delicate fine textured foliage.
4. IVY - A woody evergreen vine with dark green lobed leaves.
5. OREGON GRAPE - An evergreen shrub with leaves divided into spiny toothed
leaflets.
6. PHOTINIA - An evergreen shrub with glossy dark green leaves and a moderate
growth habit.
7. VINE MAPLE - A small deciduous tree with lobed leaves and tiny reddish-
purple flowers in spring.
