MOTION CARRIED Mayor Van Dusen declared the Public Hearing open to receive comments on the pre- annexation Zoning and Comprehensive Plan designations for the proposed Cascade View annexation. Vernon Umetsu, Office of Community Development, explained that this is the second of the two required public hearings on pre- annexation zoning for the Cascade View annexation area. After the Public Hearing is closed, Council will deli- berate on the specific site recommendations and pass a reso- lution establishing the zoning and conditions. This action should be completed prior to December 5th. This is the date that the boundary Review Board has set to hold a Public Hearing on the proposed annexation of the Cascade View area to the City of Tukwila. 1. Letter from Leroy Allsapp, 14410 Military Road South, who states that he agrees with the task force recommendation for his property to remain zoned R -1. Inventory of existing land use in multi family zoned areas. The total multi- family zoned land is 71.61 acres which is 12% of the total 581 acres in Cascade View. 3. David Livermore, 13212 31st Avenue South, said he was spoke man for the Citizen's Committee that worked on the zoning and would be glad to answer any questions. Dixon McDonald, Director, Administrative Projects for Highline Community Hospital, as it relates to its Riverton Campus, made it known that they support the Planning Commission's proposed land use zoning. The Hospital's desire to be a valued addition to the City has prompted them to employ experienced professionals to assist in determining the most efficient, and community oriented, use of their assets. They endorse the P.O. zoning. Richard Simpson, 13832 37th Avenue South, reminded Council that they are very much in favor of areas 6 on South 132nd and 8 on South 130th being zoned R -1. Adele Scott, 13020 34th Avenue South, also wants to see sites 6 and 8 remain single family. If apartments are allowed in the neighborhood some of the people feel they will no longer want to stay there. If you allow apartments on every vacant lot what will be left for the young people just starting out. We want to see our neighborhood stay single family. The neighborhood has spoken, are you listening? Roy M. Wilder, lives behind the Sierra Sue Apartments. He agreed with the comments already made. He has lived here for 21 years and would like it to remain a single family area. Oren Bailey, 14111 37th Avenue South, said that this is the first meeting he has attended. He is concerned about the high density population that live in some of the apartments. He noted a complex today where the garbage dumpster was over flowing. The City needs to address multi- family developments properly. He has lived in the same residence for 28 years. Across the street from him it is zoned for multi dwellings. If this develops, can you give assurance that there will be off- street parking and proper landscaping so that a pleasant neighborhood can be maintained. The problems are caused by non -owner residents. It is a benefit for us to become part of Tukwila so that we can have a vote on what happens. Jack Scott, 13020 34th Avenue South, commented that the meeting started with the Pledge of Allegiance to the flag. That flag allows us the freedom of speech and freedom of choice. Through the freedom of choice it also gives us the freedom to live where we want to and also gives us the choice where the people rule. In this particular neighborhood the people have expressed their opinions and he asked the Council to acknowledge. TUKWILA CITY COUNCIL, REGULAR MEETING October 16, 1989 Page 3 PUBLIC HEARING Cont. Nancy Taylor, 13315 32nd Avenue South, thinks their neighborhood is at the crossroads, it is either going to become a viable neighborhood or is going to become a tran- sient neighborhood. It is worth saving, we should keep it single family and try to build it up so it is a place that we are all proud to live in. Anna Bernhard, 14241 59th Avenue South, addressed the subject of freedom and wondered if the citizens of the annexation area knew that the citizens of Tukwila do not have a chance to vote if they want to have other areas annexed to the City or not. She would like to have the right to vote. William A. Looney, 1631 South 130th, commented that he does not reside in the annexation area, owns a number of parcels of property in the area but has not received any of the meeting notices. He noted that out of all the property in this area, it seems that all the comments are on Sites 6 and 8. The apartments are already there, they are across the street from Site 6. The proposed zoning for that site is R -2 which allows 11 units per acre or duplexes. It is easy for people that live three or four blocks away to say they want single family here but their single family is not across the street. Where has it been determined that people who live in apartments are undesirable? It is not unreasonable to allow duplexes on these sites. Ron Green, 3116 South 133rd Street, said the neighborhood is solidly in favor of keeping it a single- family neighborhood. His family has lived there 25 years. During that time, the Sierra Sue Apartments were the only ones built. We hear more and more about develpers buying property while we are trying to maintain the livability aspects of our neighborhood. These people don't vote there and they don't add anything to the neighborhood. Right now Site 6 is a buffer. If it goes multiple the buffer is gone. Now, the next block west will become less desirable. There will be more people, more traf- fic, more junk thrown on the streets. Where does this quit? Let's worry about it now. Let's try and maintain the livabi- lity of our neighborhood while we are still around to enjoy it. John Welch, 2700 South 133rd Street, said he owns parcel 15 (lying north of South 125th). He was a member of the Citizen's Task Force and it was a pleasure working with them. Their recommendation for his piece was M -1, the Planning Commission recommended C -M (Industrial Park). The plan for this property is to have a Class A office complex. He expressed concern about the proposed sensitive area ordinance. There are several people that have property on the hillside that are fearful, when they join the City, their property will be made a greenbelt. It could happen so fast they will not have a chance to develop their property. One of the delights of coming to Tukwila is the feeling of openness and accessibility. If a sensitive area ordinance is to be drafted, he suggested having a committee or negotiation or mediation process to include the citizens. The goals are attainable but there are ways to handle the economic impact on those property owners that have sensitive areas. Mayor Van Dusen reported that a sensitive area ordinance is being drafted. There will be plenty of opportunities for citizens to comment on the sensitive areas and the ramifications. OLD BUSINESS Resolution #1113 Rejecting all bids for street paving machine. Steep slopes. .0362. Debra Green, 13322 35th Avenue South, spoke on Sites 6 and 8. It is a single- family neighborhood with all small houses. It is a good area for first time buyers, small families or empty nesters. We feel free to walk on the streets. We are becoming a real neighborhood again. Bernie's store is our neighborhood store. We want to see the neighborhood thrive. Not all apartment dwellers are evil or unlaw abiding. The people that come and go from Sierra Sue have not enhanced the neighborhood. They speed up and down and and throw their gar- bage around. We want to see this neighborhood continue to grow and improve. We want to keep this area as a good American neighborhood. There being no further comments from the audience, Mayor Van Dusen closed the Public Hearing. Mayor Van Dusen commented on the speech made by Jack Scott where he talked about what is great about this country and the freedoms we have. Tonight we have freedom of assembly, speech and expression. Another one is our freedom to vote and to elect our representatives. If you vote `o come into the City, he asked the citizens to be informed and get to know the candidates. Councilmember Duffie noted that the majority of the people spoke tonight on Sites 6 and 8. Mr. Umetsu responded that the majority of those that have attended the Public Hearings are concerned about these two sites. The Task Force recom- mended R -1, and the Planning Commission R -2. Council Member Robertson requested that the Council review the recommendations and analysis of the 16 specific sites. He suggested that Council complete the business on the agenda then go into a Committee of the Whole for review of the zoning for the Cascade View annexation. Attorney Colgrove read a resolution of the City of Tukwila, Washington, rejecting all bids for a street paving machine. MOVED BY HARRIS, SECONDED BY STOKNES, THAT RESOLUTION NO. 1113 BE ADOPTED AS READ. MOTION CARRIED. Council President Stoknes explained that some Co';ncil people were unclear on staff's original proposal dealing with steep slopes. Their proposal was that the City start at 25% with development and get more strict up to 40 It was not clear whether Council wanted to go with the 25% or the 40% or somewhere in between. Rick Beeler, Planning Director, explained that their understanding is that the Council wanted to use slopes of 25% or greater as the upper limit of development. Staff had pre- viously recommended slopes of 40% be the upper limit beyond which development would be severely limited and would require many special studies and may be limited to single- family development. Ordinance #1537 To raise the City/ Metro rate for sanitary sewer service due to an increase by Metro. 0 34- 3 Councilmember Robertson suggested that this item be referred to the next Committee of the Whole meeting. Attorney Colgrove read an ordinance of the City of Tukwila, Washington, amending Section 14.16.065 of the Tukwila Municipal Code, to raise the City /Metro rate for Sanitary Sewer Service due to an increase by Metro, and repealing Ordinance Number 1473 effective January 1, 1990. Councilmember Moriwaki reported on a facinating seminar he attended on child care. He asked the Council to review the material he supplied them. Attorney Colgrove reported on a complaint filed with the City by Nordstrom's arising from water damage during a fire call to their store. They are claiming damages amounting to 1.5 million dollars.
