RE: UNION PACIFIC OFFICE BUILDING /SUPPLIMENTAL LANDSCAPING
The revised landscaping plans which you sent to me on June 11, 1979 comply
with the stipulation of the Tukwila Board of Architectural Review's condi-
tion of landscaping the triangular area north of the building. This letter
constitutes approval of the City of Tukwila to complete the landscaping.
The Union Pacific attorney telephoned from Portland yesterday and we discussed
the problem of issuing a Certificate of Occupancy. It is possible to issue
a temporary Certificate of Occupancy if the Union Pacific agrees in writing
to complete the landscaping by October 1st. Their attorney is now deter-
mining if this is acceptable to the Union Pacific.

Enclosed is revised landscape drawing showing additional
landscaping in triangle area north of the building.
We feel this landscaping is in keeping with the general
scheme.
Union Pacific is reviewing their position of landscaping
this area. They indicate that since this area was
outside of the area landscape area shown of sheet P -1
and approved by the May Planning Commission meeting that
review of landscaping should be limited to the area
shown on that plan. Their Poland Office may be contacting
you in regards to this matter.

RE: REQUIRED LANDSCAPING /UNION PACIFIC OFFICE BUILDING
The Tukwila Planning Commission approved the landscaping plans for the
Union Pacific Railroad Office Building located on Andover Park West in
Tukwila with a single stipulation that the triangular piece of property
to the north of the building site and west of the City of Tukwila pumping .
facility be landscaped. This stipulation will have to be completed prior
to the City of Tukwila Building Official issuing a Certificate of
Occupancy.

In August of 1978, landscaping plans were submitted along with the
building plans to the Building Division. The development plan approved
in May 1978 required that the landscape plans be submitted to the Board
of Architectural Review for approval. Since the plans were not submitted
to the Planning Division this requirement was overlooked. At the time
Mr. Randy Rushforth requested an Occupancy Permit, I checked back into
the files. Finding the oversight I immediately scheduled a review before
the Planning Commission acting as the Board of Architectural Review.
On Wednesday, May 2, 1979, the Planning Commission approved the landscap-
ing plans submitted in August 1978 provided that the area north of the
building site and south of the railway easement be landscaped. Plans to
be approved by the Planning Division prior to issuance of an occupancy
permit. Please submit revised landscaping plans as soon as possible.

MOVED BY SOWINSKI, SECONDED BY ORRICO, THAT THE PLANNING COMMISSION APPROVE THE
LANDSCAPE AND RECREATION SPACE PLANS FOR PARK PLACE CONDOMINIUMS WITH THE FOLLOWING
CONDITIONS:
1. INCLUSION OF A CHILD'S PLAY AREA, WITH EQUIPMENT, ON THE WEST SIDE OF THE
MAIN INTERNAL ACCESS DRIVEWAY, PLANS FOR SUCH TO BE APPROVED BY THE PLAN-
NING DIVISION PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.
2. CONSTRUCTION AND DESIGNATION OF TRAIL CONNECTION FROM 62ND AVENUE SOUTH
TO TUKWILA ELEMENTARY SCHOOL PRIOR TO ISSUANCE OF OCCUPANCY PERMIT.*
Mr. Dally asked if it would be possible to designate a play area, but not put in
the equipment unless it is needed. Mr. Blaylock said a reservation could be made.
It could be reviewed when Phasell is started, or a bond could be made to last so
long. Mr. Kirsop said Staff could come back for a second review at the time of
Phase II. Mr. Dally said they have had no problems in working with Staff. Mr.
Blaylock said if it is designated on the plans that there is a play area it would
encourage those with children to buy there.

CONDITIONAL USE PERMIT: RECONSIDERATION - WEYMOUTH MOTEL
Roger Blaylock said applicants for the Weymouth Motel would like to have a review
made of the condition regarding the five foot sidewalk. They prefer not to put
it in now as it seems non - functional, and an interior access to Denny's seems more
practical. Mr. Weymouth said it appears that Denny's will go in and he would like
to agree with the City of Tukwila that if the sidewalk goes around the corner they
will put one in. Mr. Blaylock said it is probably that Denny's will be required
to put in a sidewalk. Mr. Weymouth said there will be a convenience walkway from
the motel to Denny's. Mr. Blaylock said they have not received a building permit
request from Denny's and the nearest restaurant to the motel now would be the Tuk-
Inn. Mr. Weymouth said people would drive to the Tuk -Inn from the Motel.
MOVED BY ORRICO, SECONDED BY SOWINSKI, THAT THE PLANNING COMMISSION AMEND CONDITION
#4 OF THE WEYMOUTH MOTEL CONDITIONAL USE PERMIT (MF #79 -5 -CUP) TO READ THAT A FIVE
FOOT SIDEWALK BE CONSTRUCTED ALONG 48TH AVENUE SOUTH TO BE APPROVED BY THE PLANNING
DEPARTMENT AT SUCH TIME AS DEVELOPMENT REQUIRES SIDEWALKS. MOTION CARRIED.

In M.y of 1978, the B.A.R. reviewed the development plans for the Union Pacific
Office Building located on Andover Park West. Review of detailed landscape plans
was equired. The architect submitted the detailed plans with the building permit
in A gust. The site plan was reviewed by the Planning Division for compliance with
the pproved development plans. The submission of the landscape plans to the B.A.R.
was 'verlooked.
The roposed planting includes 26 Mexican Oranges (Choisya Ternata), 25 Azaleas,
23 V burnum Davidii, 33 Strawberry Trees (Arbutus Unedo), 14 Rhododendrons, 10
Oaks (Quercus Borealis), 9 Japanese Black Pines (Pinus Thumbergiana), 5 Goldenrain
tree (Koelreuteria Paniculata), 3 Vine Maples (Acer Circinateem), 2 White Rockroses
(Cis us Corbariensis) and 1 Flowering Cherry (Prunus Ubhirtella).
The andscape plans use a wide variety of trees and shrubs to landscape the build-
ing :ffectively. The landscaping is completed. The original development plans did
not over the entire parcel. (SEE, Exhibit A) A city lift station is located in
the lortheast corner. The landscaping leaves a raw undeveloped area west of the
lift station and north of building.
RECO NDATION:
The taff recommends that the Board of Architectural Review approve the landscape
plan for the Union Pacific Office Building with the following modification:
That the area north of the building site and south of the railway
easement be landscaped. Plans to be approved by Planning Division
prior to issuance of occupancy permit.
