MOVED BY MR. SOWINSKI, SECONDED BY MR. WELSH, THAT THE PLANNING COMMISSION APPROVE
THE LANDSCAPE PLAN WITH THE FOLLOWING CONDITIONS: (1) UNDERGROUND IRRIGATION SYS-
TEM BE PROVIDED IN MAJOR PLANTING BEDS; (2) PLANTING TO BE COMPLETED AS SHOWN; (3)
ADDITIONAL PLANTING BE ADDED ON THE NORTH, EAST, AND WEST SIDES OF THE BUILDINGS,
ESPECIALLY TO THE EAST WHICH FACES AN EMPTY LOT AND IS THEREFORE HIGHLY VISIBLE
FROM ANDOVER PARK WEST; SPECIFIC TREATMENT SUBJECT TO APPROVAL OF PLANNING STAFF

was called back to order by Chairman Kirsop with Planning Commissioners and staff

Mr. Satterstrom said staff recommends the approval of the landscape and irrigation
plan with the conditions that plans include additional plantings for the east and
west boundaries of the site, specific treatment to be approved by planning staff
prior to issuance of occupancy permit; planting plan for area "8" to be finalized
upon completion of construction, subject to planning staff approval.
Mr. Hunt said he would like to comment about the additional plantings for the east
and west boundaries of the site. These boundaries are the railroad spur tracks for
the two buildings. Area "8" has been left without a design for a reason. The owner
of the buildings has a particular piece of sculpture that he wishes to exhibit and he
will landscape around it. Prior to completion the owner will submit a plan for staff
approval.
Mr. Satterstrom said in view of the railroad spurs he would like to withdraw the
requirement of plantings on the east and west boundaries of the site.
MOVED BY MR. WELSH, SECONDED BY MR. ORRICO, THAT THE PLANNING COMMISSION APPROVE THE
LANDSCAPE AND IRRIGATION PLAN WITH THE CONDITION THAT THE PLANTING PLAN FOR AREA "8" BE
FINALIZED UPON COMPLETION OF CONSTRUCTION, SUBJECT TO PLANNING STAFF APPROVAL. MOTION
CARRIED.

Fred Satterstrom, Planning Supervisor, read the Staff Report, stating the landscape
and irrigation plan has been submitted for McCann Project #447 located at 18200 -
18298 Olympic Avenue South. The proposed landscape plan includes a 15 -foot wide

The Tukwila Planning Commission considered the above referenced
projects at their continued regular meeting on 11 July 1979.
The actions which were taken on the projects are as follows:
McCann Project #478 Development Plans
The Planning Commission approved the development plans for the
expansion of the Boeing Computer Services Building with the
following conditions:
1. That the parking area be restriped to meet the proposed
Off- Street Parking Area Dimensions and provide a minimum
of 47 parking spaces on -site.
2. That all roof - mounted equipment be architecturally screened.
.3. Provision of a 15' landscape strip along Christensen Road
frontage.
McCann Project #455 Shared Directional Sign
The Planning Commission approved the design of the shared direc-
tional sign as submitted subject to landscaping at the base of
an area at least equal to the size of the sign.
McCann Projects #425 and #426 Landscape Plans
The Planning Commission approved the proposed landscape plans
for projects #425 and #426 with the condition that the planting
plan for area "8" to be finalized upon completion of construc-
tion, subject to planning staff approval. le-

The Planning Commission tabled the above referenced landscape
plans to the regular July meeting.
McCann Project #464 Landscape Plan
The Planning Commission tabled the above referenced landscape
plans to the regular July meeting. One of the questions
which the Planning Commission had was the effectiveness of
the pyramidalis screen along South Glacier Street. Also
discussed was the adequacy of the landscaping on the east
and west sides of the site.

AGENDA ITEM VI I LANDSCAPE PLANS: McCann Projects #425 and #426
8:00 P.M.
A detailed landscape and irrigation plan prepared by Weedman's Landscaping has been
submitted for McCann Projects #425 and #426, located at 305 - 325 and 335 - 355 Up-
land Drive.
The proposed landscaping is designed mainly to define parking areas and driveway
entrances. The ends of each building are marked by planting strips which contain
mainly Junipers (a low evergreen shrub) and Japanese. Black Pines (an evergreen
tree). Three parking islands extend from each building in the parking and truck
maneuvering space between them. These islands are to contain Black Pines and
Portugal Laurels (an evergreen shrub with glossy green leaves). The north and
south site boundaries are to be defined by planting strips containing mainly
Junipers and Black Pines. No landscaping has been proposed for the east and west
site boundaries. The design for 1 planting island located at the end of the cul-
de -sac on Midland Drive will be available on completion of construction.
Staff recommends the Planning Commission approve the landscape and irrigation plan
with the following conditions:
1. Include additional plantings for the east and west boundaries of the site,
specific treatment to be approved by planning staff prior to issuance of
occupancy permit.
2. Planting plan for area "8" to be finalized upon completion of construction,
subject to planning staff approval.

RE: SEPA REVI - McCANN PROJECTS #425, 426, and 477.
Dear W. Hunt:
As per our conversation of last week, the above projects have not
complied with the environmental review requirements of the State
Environmental Policy Act of 1971. Separate environmental checklists
must be completed for each project and submitted to the City of Tukwila
for review. Prior SEPA Reviews did not cover these specific projects.
Only Phase I of Southcenter Corporate Square and the subdivision of
Tukwila Uplands Industrial Plat were covered in the environmental
checklists. A final environmental decision either positive or negative
must be reached prior to issuance of a building permit for any of the
three projects.
I have enclosed three copies of the environmental checklist for your
convenience. If I can be of any further assistance, please call.

PLANNING COMMISSION
Minutes of the Regular May Planning Commission Meeting, May 24, 1979.
Chairman Kirsop convened the regular May meeting at 8:05 p.m. in the City Council
Chambers. Commissioners in attendance were: Mrs. Avery, Mr. Kirsop, Mr. Richards,
Mr. Sowinski, Mr. Welsh. Fred Satterstrom and Roger Blaylock represented the
Planning Division staff.

Fred Satterstrom read a letter from Bruce E. McCann regarding Planning Commission
Agenda Items V(B) and (C). The letter stated that the findings of staff reports
on the two subject parcels would require extensive review and appearance of many
witnesses in order to respond. For that reason they requested the matter be tabled
and placed on the agenda for the June Planning Commission meeting.
MOVED BY MR. SOWINSKI, SECONDED BY MR. WELSH, TO TABLE ITEMS V(B) AND (C) OF THE
AGENDA. MOTION CARRIED.
NEW BUSINESS
PUBLIC HEARING: Proposed Zoning - Crestview Annexation
Chairman Kirsop reviewed some of the actions leading up to the Public Hearing.
He said the City Council had accepted the petition and filed the Notice of Intent
to Annex which will be a subject for a Public Hearing by the Boundary Review Board
in the near future. If the Boundary Review Board action is favorable the matter
will be set for election in September or October. The annexation petition has
requested the determination of zoning before the election so the people voting on
the annexation will know what their property will be zoned, assuming the election
goes through. He said the Public Hearing tonight will be held so that a recommen-
dation can be made to the City Council who will make the final decision on the
matter.
Fred Satterstrom, Planning Supervisor, read the Staff Report, including findings,
conclusions, and recommendations.
Chairman Kirsop opened the Public Hearing at 8:30 p.m.
Fred Satterstrom, Planning Supervisor, read a letter from John C. Bosch, representing
the estate of Peter Bosch, protesting the proposed zoning for the property.
